A Research Led by Academician Chen Xiaohong Approved as HUTB’s First Special Project of China’s National Key R&D Programmes (NKPs)

Recently, the Ministry of Science and Technology of the People’s Republic of China issued a notice on approving special projects for 2020 under the China’s National Key R&D Programme (NKP) “Risk Prevention and Control and Emergency Technology and Equipment for Public Security”. According to the notice, a special project led by Chen Xiaohong, HUTB President and CAE Academician, namely “Study on Intelligent Trial and Tendency Early-Warning Technology in Ecological and Environmental Protection Cases”, was approved to receive a funding of RMB13.55 million.

China’s National Key R&D Programmes (NKPs) have incorporated numerous previously-existing programmes such as MOST’s “863 Programme” for R&D, “Programme 973” for basic research, Key Technologies R&D Programme, and International S&T Cooperation Programme; and NDRC and MIIT’s Industrial Technology R&D Fund. NKPs support R&D in areas of social welfare and people’s livelihood, focus on strategic, basic, prospective scientific issues and key and commontechnologiesand products related toindustrial core competitiveness,self-reliant innovation capacity andnational security, in a bid to provide sustained support and guidance for key areas of national economic and social development.

China is still confronted with a high incidence of ecological and environmental pollution. When it comes to the judicial practice of ecological and environmental protection cases, such defectsas a lack of clear definition of responsibility party, ambiguous standard of proof and a lack of unified rules of adjudication post a severe challenge to trial and early-warning. With ecological and environmental protection cases as the entry point and Internet platform and smart devicesas the carrier, this project will carry out research oncase knowledge system and map, smart assisted trial, tendency early-warning and featuresmining, case tendency early-warning technology platform and its demonstration application, etc., build a big-data-based intelligent reasoning and trial assistant system and a tendency early-warning analysis platform for ecological and environmental protection cases, achieve a breakthroughin theintelligent trial and tendency early-warning technology for ecological and environmental protection cases, develop critical equipment for trial assistant system and tendency early-warningplatform, optimize intelligent trial and tendency early-warning process for ecological and environmental protection cases, regulate case trial standardstoincrease the efficiency and accuracy of case trial and contribute to realizing the goal of “Digital Rule of Law, Smart Justice”.



The project team consists of such members asHUTB, Central South University, People’s Public Security University of China, Southwestern University of Finance and Economics and China Justice Big Data Institute Co., Ltd., who have long engaged in research on national ecological security and rule of law, forensic identification, food, drug and environment crimes, and heavy metal pollution prevention and control. It boasts notable advantages in ecological environment security and environment crime detection engineering technology.

The project includes five sub-projects. Besides chairing the overall implementation of the project, Chen Xiaohong, HUTB President and CAE Academician, also leads a HUTB research group to carry out research on the sub-project “Intelligent Trial Assistant System and Tendency Early-Warning Platform for Ecological and Environmental Protection Cases”. The project will not only bring HUTB’s basic scientific research to a higherlevel, but also serve as a reference for HUTB to carry out interdisciplinary cooperation, inter-university cooperation and S&T cooperation with demonstration units.
