[Xiang Sheng Newspaper] Liu Siwei: Adhering to the Historical Responsibility of Participating in Political Affairs

From the delegate of Town People's Congress to the member of Provincial Committee of the Chinese People's Political Consultative Conference(CPPCC), 40 years of intellectual achievements have contributed to theeconomic and social development.

Liu Siwei, born in February 1946, is a league member of the Democratic League, an honorary first-class professor of Hunan Universityof Technology and Business, and a member of the Hunan Provincial Literature and History Research Museum. He served as a member of the 7th and 8th CPPCC provincial committee and served as a counselor to the provincial government for three consecutive terms from 2001 to 2019.

35 years ago, acquainted with the Chinese People's Political Consultative Conference

My experience of participating in politics is very early and long.

I stepped onto the stage of political participation and discussion from Xiangxi's grassroots people's congress as a representative. As early as 1980, I was elected as the representative of Jishou Town, Jishou County at that time. My participation in politics and discussion of state affairsbegan from then on. At that time, I was engaged in business education and studying the economic history of Xiangxi's business. At the beginning, I focused on the history of fair trade in Xiangxi's ethnic minority areas. I often contacted and exchanged idea with Comrade Yang Boxi fromthe Cultural and Historical Committee of the Political Consultative Conference of Xiangxi Autonomous Prefecture. At his recommendation, in 1985, the Cultural and Historical Committee of the Political Consultative Conference of Xiangxi Prefecture specially hired me as a part-time member. In this way, I have forged a predestination with the CPPCC.

Thanks to16 years of practical economic work and economic teaching and research practice in western Hunan, I have put forward some thoughts and suggestions on promoting the economic development of western Hunan. First, Iput forward earlier that commodity circulation and rural fair trade must be paid attention to in developing the economy in ethnic areas. Iwrote an article and published it in Peking University's Economic Science and other magazines. The article was also shortlisted for the national seminar on circulation channel theory.

The second is to put forward that we should pay attention to the protection of the natural environment and water and soil conservation in the economic development of Xiangxi. For example, at the summit forum of Xiangxi development strategy at the turn of the century, I put forward that the biggest selling point for the development of Xiangxi ethnic areas in the 21st century is seven words-"green mountains, green waters and freshair". The article written aboutthe development strategy of the Greater Xiangxi region was later published in the Journal of the MinzuUniversity of China.

Third, in 1984, at the economic seminar of the four border regions of Hunan, Hubei, Sichuan and Guizhou and the planning meeting of the autonomous prefecture government, I took the lead in proposing the idea of "building a scenic tourist belt in western Hunan centered on Zhangjiajie". At that time, ZhangjiajieMunicipalityhad not yet been established. Zhangjiajie belonged to Dayong County. However, I went to Wulingyuan core scenic spot for survey and inspection in 1982 and accompanied a famous economist, Professor Jiang Xuemo of Fudan University, on a special trip to visit this place in the summer of 1984. On the basis of comparison with other domestic scenic spots, I think Zhangjiajie has great potential and advantages in developing tourism industry, so I put forward this idea. After that, in 1989, I also actively contacted a group of experts such as Song Ze of the Chinese Academy of Social Sciences to push the Second National Circulation Seminar for Young and Middle-aged People to be held in Zhangjiajie, with the aim of taking this opportunity to promote Zhangjiajie to the whole country. Looking back now, those suggestions at that time were still relatively advanced.

In 1985, I was shifted my work postto Changsha. I was electedas the delegateto the then Western District of Changsha and now Yuelu District People's Congress for three times, and I was also elected as the delegate to Changsha MunicipalPeople's Congress. In 1992, after I was promoted to professor of economics, as a member of the social sciences, I was elected as a member of the 7th and 8th CPPCCHunan Provincial Committee.

I still remember my first proposal as a CPPCCHunan Provincial Committeemember. At the First Session of the Seventh CPPCC Hunan ProvincialCommitteeConference, I suggested that the provincial government shall pay more attention to supporting social science research and allocate special funds to build an academic exchange center of the Hunan Provincial Association of Social Sciences. This proposal was jointly signed by Xiao Haohui, Tang Kailin, Li Songling and other members of the social science circle. I was greatlydelighted andencouraged, this proposal was soon taken seriously by the leaders of the provincial government at that time and incorporated into the provincial construction project. In a few short years, the proposal became a reality and the provincial social science academic exchange centerwas built, which is now the office building of the Provincial Social Science Federation.


Put forward "Economic Zone around Dongting Lake"

In the 1990s, HunanProvincial Governmentput forward the strategy of becoming a strong agricultural province. Iwasthinking about how Hunan, as a big agricultural province, can leapfrog to a strong economic province. At that time, for the regional development of Hunan, ithad put forward the strategic thinking of "Opening up the north and the south, developing one point and one beltand speeding up the development of the west", but I think Dongting lake region has been neglected in this development strategic map.

Focusing onDongting Lake also comes from my hometown emotion. I grew up on Dongting Lakeareaand witnessed the changes in the lake area after the reclamation. Dongting Lake is the mother lake of Hunan. It has always been an important agricultural product base in China, such as commodity grain, commodity cotton, commodity pig, commodity fish, etc. In the era of planned economy, Dongting Lake occupies a very important position in the country. After the reform and opening up, Dongting Lake has received some "snubs". The advantages of traditional agriculture are weakening and its proportion in the regional economy has also declined. But in fact, Dongting Lake has a great relationship with the province's food security, water environment harnessand economic development. As aman growing up in Dongting Lakearea, I feltvery anxious.

I have conducted in-depth inspectionand research in Yueyang, Yiyang and Changde around Dongting Lake. At the fourth session of the seventhprovincial committee conference ofCPPCC in 1996, I put forward a proposal on "Building an economic belt around Dongting lake in northern Hunan" and made a speech at the conference.

The main contents of this proposal probably include: to speed up the economic development of Dongting Lake area and make it one of the most dynamic economic zones in the province after Changsha, Zhuzhou and XiangtanCity Cluster Construction, and become a demonstration area for Hunan to implement the strategy of opening up, promoting industry and strengthening agriculture in the 21st century; It shall strengthen the environmentalcontrolof Dongting Lake and speed up the development of ecological agriculture and ecological economy in the lake area. At the same time, it shall speed up the development of small towns in the lake region, making it an important demonstration area for Hunan to speed up urbanization. In this way, the regional development strategy of Hunan will be more balanced. This is also the first time that the concept of "Economic zone around Dongting Lake" has been put forward.


Following closely the development of Dongting LakeArea,I perform my duties in depth

Around the theme of Dongting Lake's development, I later successively applied for a series of topics to carry out research. Among them, two are more important. One is from 1998 to 1999, I presided over the key topic of Hunan soft science, "Accelerating the Study of Rural Urbanization", focusing on the small towns in Dongting Lake area. I went to the small towns in Yiyang Heshan District;Changde Li County, AnxiangCounty;Yueyang Junshan District, Yueyang County, Xiangyin County and other places to carry out survey. On this basis, I wrote a proposal to Speed up the urbanization of the whole province during the 10th Five-Year Plan period, focusing on the expansion and upgrading of county towns, and submitted the proposal to the plenary session of CCPCC Hunan Provincial Committee. Later, the provincial government incorporated this proposal into the 10th Five-Year Plan. At that time, the provincial planning committee also sent me a special letter confirming and expressing gratitude for the proposal.

In 1999, I also applied for the national social science fund project "Research on the market structure of small rural towns around Dongting lake". This is the first national topic I have presided over. After the projectproposalwas approved, I went to the counties and towns around Dongting Lake to survey, focusing on the cultivation and construction of rural small towns and county rural market system. The project was rated as excellent. Later, I presided over the development of key small towns in Hunan's rural areas to speed up the local citizenization of farmers and to solve the problem of transferring rural surplus labor force, with the survey focusedon the Dongting Lake area.

Later, I and professors Liu Hong, Liu Maosong, Li Songling, Cai Sigui and others also did a meaningful jobin 2009, I initiated and established the Dongting Lake Regional Economic and Social Development Research Association to promote the economic and social development of Dongting Lake region from the perspective of folk and academic research and to drum and call outfor Dongting Lakeeconomic development. I served as the vice-chairman of the research institute. Since then, the research and attention on Dongting Lake has become a normal activity with an organized background. Up to now, the research institute is playing a role.

In 2011, a report drafting group for the provincial Party Congress was set up before the 10th ProvincialParty Congress. Professor Liu Maosong and I were employed as experts' representatives in academia as consultants for the report drafting group. This is probably the first time that Hunan has specially hired expert consultants to draft the report of the Party Congress. At that time, we suggested that Dongting Lake Eco-economic Zone should be incorporated into Hunan's important regional development strategy and promoted to become a national development strategy.

Dongting Lake Ecological Economic Zone has gradually attracted the attention of the stateauthorities. In the spring of 2013, I accompanied Chen Xiaoguang, vice-chairman of the National Committee of the Chinese People's Political Consultative Conference and executive vice-chairman of the Central Committee of the Democratic League, and other leaders to Dongting Lake region for research. Entrusted by the Central Committee of the Democratic League and the Provincial Committee of the Democratic League, I drafted the research report "Accelerating the Water Ecological Governance of Dongting Lake" for the central leadership. We put forward in the report that Dongting Lake Ecological Economic Zone should be upgraded to a national strategy. The spring of 2014 ushered in good news---on April 14, the State Council officially approved the "Dongting Lake Ecological Economic Zone Plan". After nearly 20 years of efforts, the development of Dongting Lake has become a national strategy. I feltvery lucky because I have witnessed and participated in such a great event.

I always run on the path with development of Hunan

In 2001, when I was employed as a provincial government counselor, I did not serve as a member of the CPPCC again, but I still attended the provincial CPPCC meetings as a non-voting delegate every year, sometimes providing reference opinions and material support for other members to perform their duties.

I remember one time when I attended a panel discussion in the economic and technological fields. I talked about my own views on how the CPPCC could strengthen democratic supervision. Everyone thought it was good and elected me to speak at the panel discussion. During the joint group discussion, I proposed to further establish and perfect the democratic supervision mechanism of the CPPCC and to strengthen the supervision of the CPPCC over thebefore, middle-termand after government's work. Non-voting attendants speak at joint group discussions, which is rare in CPPCC meetings. I think, although I just a non-voting attendant, I still have to shoulder my duties.

Over the years, I have been paying close attention to people's livelihood and local economic development and have made many suggestions. To my relief, it has more or less promoted the development of Hunan. For example, my proposal of "Strengthening the management of the rural market order and safeguarding the legitimate rights and interests of farmers" has won excellent proposals from the CPPCC, and CCTV has reported on the matter twice. Another example is at the 5th meeting of the 7th CPPCC Hunan Provincial Committee in 1997, I made a speech at the conference calling for the "Implementation of the strategy of building a strong province with famous brands", which was highly valued by the main leaders of the provincial government, obtained affirmative instructions in my speech materials at the conference.After many years of efforts, Hunan province has made remarkable achievements in building a strong province with famous brands, and the number of Hunan's famous trademarks and famous brands has entered the forefront of the central China. There wasalso the issue of Changsha-Zhuzhou-Xiangtan city cluster and Xiangjiang river water ecological harness. I directly gave advice to the governor, proposing that "the construction of a two-oriented society in Hunan is also in the water, and the failureand the success is also in the water". later, the protection and harnessof Xiangjiang river basin was taken as the "No.1 key project" and the treatment of Xiangjiang river water pollution achieved rapid results. From the ninth five-year plan to the thirteenth five-year plan, I have been a long-term planning consultant of the Provincial Development and Reform Commission. In the period from The 9th Five-Year PlantoThe 13th Five-Year Plan I was entrusted by the Provincial Development and Reform Commission to study Hunan's urbanization strategy and countermeasures. In 2019, I continuedto study the coordinated development of large, medium and small cities and the integration of urban and rural development in Hunan's "14th Five-Year Plan" New Urbanization.

How to empower the local economy with intellectual achievements and how to put forward suggestions to thekeypoint? I have summed up my own experience over the years. There are about four points. First, I am committed to the historical responsibility of participating in politics. Intellectuals ask about the people's livelihood and serve the common people, which is a kind of responsibility of the times and historical responsibility. The second is to set the political mind and grasp the correct direction of participating in and discussing politics. Political participation serves decision-making. It should be connected to the antenna, pay attention to the principles and policies of the party and the country, focus on economic construction, and help but not to add chaos. Third, the overall situation should be in mind and the focus of participating in and discussing state affairs should be grasped. We should focus on the key issues of development, the difficult issues of reform, the hot issues of people's livelihood, the focus of society and the cold spots ignored by leaders. Fourth, the truth should be in hand to lay a solid foundation for political participation. There is no right to speak without investigation and study. I am 73 years old now, and I still lead grassroots research every year. Over the years, I have started every topic from surveyand research, and many conclusions have been drawn in the course of surveyand research. The suggestion that "farmers should be urbanized locally and not migrate like migratory birds" is the conclusion of my two inspectionsin Caowei and other towns ofYuanjiang City. In the 1980s, Fei Xiaotong, vice chairman of the National Committee of the Chinese People's Political Consultative Conference and a famous sociologist, came to this town to surveythe development of small towns. I want to learn from Fei Xiaotongand also Itooka tourhere. Knowing the new changes of Caowei Town as a commercial center in the rural area, thus new conclusions and countermeasures wereput forward.

In a word, my feeling is that whether I am a deputy to the basic-level people's congress, a member of the provincial political consultative conference or a counselor of the provincial government, my status has changed, but my responsibilities and dutieshave not changed. I am participating in the deliberation and discussionof state affairs, making suggestions and consulting service. With such a sense of responsibility, I served as a counselor of the provincial government for three times, for a total of 18 years, and was appraised as an excellent counselor for many consecutive years.

At the beginning of 2019, my term of office as a provincial government counselor ended. In September, I was hired by the provincial government as a librarian of Hunan Provincial Literature and History Research Museum. On January 6 this year, Governor Xu Dazhe personally presented me with the letter of appointment. I think the responsibility is still the same. Intellectuals serving the country should use their professional expertise in their posts to seek the interests of the common people, promote and callfor economic and social development, and make every effort to realize the great rejuvenation of the Chinese nation.
