2022 International Forum on Engineering Science and Technology & 14th China Engineering Management Forum Open

On the morning of 12th, November,the 2022 International Forum on Engineering Science and Technology and the 14th China Engineering Management Forum opened with the theme “Major Engineering Project and Engineering Management Under the Goal of Carbon Peaking and Carbon Neutrality”. Academician Wu Manqing, a member of the Leading Party Group and Vice President of the Chinese Academy of Engineering (CAE), Academician Hou Zengqian, Deputy Director of the National Natural Science Foundation of China (NSFC), and Chen Fei, Vice Governor of the People’s Government of Hunan Province, attended and addressed the opening ceremony. Li Jiancheng, Academician of the CAE and President of Central South University, gave a speech at the ceremony. Chen Xiaohong, CAE Academician, Director of the Xiangjiang Laboratory and Secretary of CPC HUTB Committee, presided over the opening ceremony.

More than 4,000 experts, scholars, entrepreneurs, college teachers and students from all over the country attended the event either online or in person.

Chen Xiaohong, CAE Academician, Director of the Xiangjiang Laboratory and Secretary of CPC HUTB Committee, presides over the opening ceremony.

Academician Wu Manqing, a member of the Leading Party Group and Vice President of the CAE, addressed the opening ceremony. He pointed out that the digital, low-carbon and green transformation of engineering management is an important way to realize the goal of carbon peaking and carbon neutrality and build a community of humanity and nature. He called on everyone to contribute their wisdom to promoting the development, popularization and application of low-carbon technology in major engineering projects, making key scientific and technological breakthroughs in the green and low-carbon development of major energy projects, and innovating major engineeringmanagement theory, and strive to provide strong engineering science and technology and management support for realizing the goal of carbon peaking and carbon neutrality.

Academician Hou Zengqian, Deputy Director of the NSFC, addressed the opening ceremony. He pointed out that engineering technology is an important force to change the world. It provides a direct driving force for the progress of human civilization and the improvement of living standards. He called on the academicians and experts attending the meeting to focus on the key technical problems and engineering paths of engineering management towards the goal of carbon peaking and carbon neutrality, reach a scientific engineering consensus, extract key engineering scientific and technological problems, and explore effective paths and management suggestions to solve problems.

Chen Fei, Vice Governor of the People’s Government of Hunan Province, sent warm congratulations to the convening of forum on behalf of the Hunan Provincial Committee of the Communist Party of China and the People’s Government of Hunan Province. He also extended heartfelt thanks to the academicians and scientists who have long supported the economic and social development of Hunan. He pointed out that Hunan Province has focused on fully implementing the “Three Highlands, Four New Missions” Strategy and made every effort to promote high-quality development in five aspects including the seed industry, the "3+3+2" industrial cluster, the computing industry, large-scale application of BeiDou and people's health. He hoped that the academicians and experts would actively share their insights and work together to complete the tasks of this forum, and wished this forum a complete success.

Chen Xiaohong, CAE Academician, Director of the Xiangjiang Laboratory and Secretary of CPC HUTB Committee, said that looking back, the China Engineering Management Forum has provided more and better Chinese wisdom, Chinese solutions and Chinese strength to solve the common problems facing mankind, and made new and greater contributions to the lofty cause of peace and development of mankind, which embodies the responsibility of those who serve the country and shows the spirit of serving the country with science and technology and the responsibility to promote human progress. This forum focuses on the theme of "Major Engineering Project and Engineering Management Under the Goal of Carbon Peaking and Carbon Neutrality.” It is in line with Hunan's sense of responsibility, mission and actions in realizing the goal of carbon peaking and carbon neutrality. She believed that with the strong support of the CAE, the NSFC and the Hunan Provincial Committee of the Communist Party of China and the People’s Government of Hunan Province, this forum will be a complete success and certainly make positive contributions to the realization of China's goal of carbon peaking and carbon neutrality.

The first theme report meeting of the forum was held immediately after the opening ceremony. The thematic reports were presided over by Academician Ding Lieyun, former president of Huazhong University of Science and Technology, and Academician Gui Weihua, Director of the Academic Committee of Central South University.

Academician Du Xiangwan, Deputy Director of the Expert Advisory Committee of the National Energy Commission and former Vice President of the CAE, gave a report entitled "Thoughts on the Strategy and Path of Realizing China's Goal of Carbon Peaking and Carbon Neutrality" via video link. His report focused on four aspects: the basic judgment and understanding of the goal of carbon peaking and carbon neutrality, the eight strategies to achieve the goal, the path to achieving the goal and the support of scientific and technological innovation to achieve the goal. He put forward the viewpoint of perfecting the green and low-carbon scientific and technological innovation system by establishing a scientific and technological innovation consortium, encouraging joint research of production, education and research, perfecting the low-carbon technical standard system, and building a data center for the digital development of low-carbon energy.

Lu Chunfang, President of the China Railway Society and Director of the Engineering Management Division of the CAE, gave a report entitled “China's Urban Transportation Development Strategy under the Goal of Carbon Neutrality.”He introduced the achievements and strategic planning of China's transportation construction, the current situation and the trend of carbon emissions in China's urban transportation. He analyzed the strategic objectives and implementation paths of low-carbon development of urban transportation and put forward some key measures, such as adjusting transportation structure, optimizing urban transportation layout, accelerating the innovation of common technologies for energy conservation and emission reduction, improving infrastructure, developing low-carbon transportation tools, and improving the development level of intelligent transportation.

Academician Ma Yongsheng, President and Secretary of the Leading Party Group of China Petrochemical Corporation, delivered a video presentation entitled “Development Trend of Energy and Chemical Industry and Engineering Management Practice of Sinopec.” He elaborated on three aspects: the development trend of the energy and chemical industry, the development and engineering management practice of China's petrochemical industry and the prospect and suggestions for engineering management in the energy and chemical industry. He proposed to establish an engineering management system and mechanism, an engineering standard system, an engineering construction application scene and the engineering construction and management ability that are suitable for green and low-carbon development.

Academician Liu He, Deputy Director of the National Oil and Gas Strategic Research Center, presented a report entitled “Strategies for the Development of Artificial Intelligence in the Oil and Gas Industry Under the 'Double-Carbon' Goals.” Starting from the application of artificial intelligence in the oil and gas industry, he discussed the development of artificial intelligence, the coexistence of challenges and opportunities, and the development suggestions for artificial intelligence. He proposed to strengthen data governance, integrate the industrial mechanism model and AI technology, build a smart energy cooperation ecosystem, change the inherent concept, and help enterprises to adopt artificial intelligence by “empowering energy enterprises to achieve carbon peaking and carbon neutrality goals with artificial intelligence.”

Professor Wang Tongjun, Deputy General Manager and Senior Engineer of China Railway, gave a report entitled “Engineering Management Methods and Applications of Intelligent High-speed Railway.” He introduced the latest development achievements of China's high-speed rail, expounded the latest methods of intelligent high-speed rail engineering management, and shared the international and domestic promotion effect and evaluation of typical cases of axial collaborative application of the intelligent Beijing-Zhangjiakou high-speed railway in the design stage, construction stage, operation stage and whole life cycle.

The forum is hosted by the CAE and the NFSC and co-organized by the Engineering Management Division of the CAE, the Division of Management Science of the NFSC, Central South University and Hunan University of Technology and Business. The forum includes one main forum and five sub-forums and will host 55 high-level academic reportmeetings. The forum, with the theme of “Major Engineering Project and Engineering Management Under the Goal of Carbon Peaking and Carbon Neutrality,” will focus on topics such as major engineering management theory and method under the goal of carbon peaking and carbon neutrality, low-carbon and intelligent technologies and application in major engineering projects, frontier issues in the fields of digital engineering and data intelligence, major engineering management of green energy and resource technology, resource and environmental management in the digital economy era, and the systematic study of the management practice and future direction of major projects under the goal of carbon peaking and carbon neutrality.
