2022 International Forum on Engineering Science and Technology&14th China Engineering Management Forum Conclude at HUTB

On the morning of 13th, November, the 2022 International Forum on Engineering Science and Technology and the 14th China Engineering Management Forum concluded at Hunan University of Technology and Business (HUTB). The theme was “Major Engineering Project and Engineering Management Under the Goal of Carbon Peaking and Carbon Neutrality.” Li Xiaohong, Secretary of the Leading Party Group and President of the Chinese Academy of Engineering (CAE), Wang Chen, a member of the Leading Party Group and Vice President of the Chinese Academy of Engineering, Chen Fei, Vice Governor of the People’s Government of Hunan Province, and Lu Chunfang, President of the China Railway Society and Director of the Engineering Management Division of the CAE, attended the closing ceremony. Chen Xiaohong, CAE Academician, Director of the Xiangjiang Laboratory and Secretary of CPC HUTB Committee, presided over the ceremony.

More than 20 Academicians including He Jishan, He Huawu and Fu Zhihuan, Zhou Yixiang, Deputy Secretary-General of the People’s Government of Hunan Province, Li Zhijian, Director of theDepartment of Science and Technology of Hunan Province,Gao Zhanjun, Director of the 3rd BureauofCAE, Li Dongmei and Huang Haitao, Deputy Directors of the 3rd BureauofCAE, Nie Shuqin, Vice Inspector of the Engineering Management Division of the CAE, and more than 30 guest experts and scholars also attended the ceremony.

Li Xiaohong, Secretary of the Leading Party Group and President of the CAE delivered a speech on behalf of the CAE. Li expressed his heartfelt thanks for the successful convening of the forum, the strong support of the Hunan Provincial Committee of the Communist Party of China and the People’s Government of Hunan Province, and the hosts and organizers of the forum. He also paid high respects to Academician He Jishan, who won the Special Contribution Award. Li shared his feelings in three aspects. First, the forum, focusing on the major strategic needs of the country, made key arrangements for “actively and steadily promoting the goals of carbon peaking and carbon neutralization” with accurate positioning and from a high-standing position. Second, the China Engineering ManagementForum had a high academic level and covered a wide range of fields, which embodies the scholarliness of “national significance.” Third, in the new era, young scientific and technological personnel and students should take the initiative to learn cross-integration knowledge, take due responsibilities with great courage and vigorously carry forward the spirit of scientists.

Chen Fei, Vice Governor of the People’s Government of Hunan Province, congratulated the successful convening of the forum on behalf of the government. He put forward three suggestions on engineering management and construction towards the goals of carbon peaking and carbon neutrality. First, we must solve problems in a targeted manner and have systematic thinking. Second, we must be better at using models to carry out experiments in engineering management and construction. Third, we must provide a scientific green and low-carbon transformation plan to better tap the role and wisdom of engineering management and construction. He called on all academicians and experts to work together to create more excellent and great projects for the new era, better serve people's well-being and make greater contributions to the rejuvenation of the Chinese nation.

Lu Chunfang, Director of the Engineering Management Division of the CAE, made a summary of the forum and spoke highly of the organization of this forum. Lu pointed out that the forum has successfully completed various tasks with high specifications and academic level, sound organization and fruitful outcomes. Summarizing the results of the forum, Lu said the event gathered guests and friends at Changsha and expressed great confidence in achieving the double-carbon goals. He said the academicians and experts have proposed good suggestions and engineering science and technology are taking a lead in the course. He stressed that to achieve the goal of carbon peaking and carbon neutrality, we must unswervingly follow the leadership of the CPC Central Committee with Xi Jinping at the core, fully leverage the strengths of science and technology, promote engineering management to play an important role in economic and social development, especially in the construction of major projects, and achieve the carbon reduction goal by taking effective measures in industries, energy, transportation structure and other fields.

The forum’s organizing committee presents the Special Contribution Award to Academician He Jishan for his outstanding contributions to the China Engineering ManagementForum over the past 16 years. In his acceptance speech, Academician He said that the development achievements of the Division of Engineering Management are a result of the support of previous leaders of the division and the solidarity and cooperation of all academicians. He said he was happy to receive the lofty award and would continue to work with all academicians to better promote the development of engineering management in China.

Chen Xiaohong, CAE Academician, Director of the Xiangjiang Laboratory and Secretary of CPC HUTB Committee, extended heartfelt thanks to the successful convening of the forum. She pointed out that the Report to the 20th National Congress of the Communist Party of China stressed respecting, adapting to, and protecting nature. We must uphold and act on the principle that lucid waters and lush mountains are invaluable assets, and we must remember to maintain harmony between humanity and nature when planning our development. We will prioritize ecological protection, conserve resources and use them efficiently, and pursue green and low-carbon development. She called for all academicians, experts and scholars to work together to promote collaborative innovation and development and make new and greater contributions to engineering management and construction under China’s goal of carbon peaking and carbon neutrality.

The second thematic report meetings were successfully held before the closing ceremony. The meetings were presided over by Academician Tu Hailing, Honorary President of GRINM Group Co., Ltd., and Academician Ling Wen, Vice Governor of the People’s Government of Shandong Province, respectively.

Academician Ouyang Ping, a research fellow at the Northwest Nuclear Technology Research Institute and Dean of the School of Materials Science and Engineering of Xiangtan University, gave a report entitled “Key Material Technology of High-Performance Lithium Battery Based on Single-Layer Graphene.” He discussed the background of current lithium batteries, the new graphene production technology and the application of graphene technology in the field of lithium batteries. He pointed out that the original graphene synthesis route is expected to promote the technological innovation of lithium batteries, and graphene-modified key materials of lithium batteries can significantly improve the stability of the electrode structure and change the topological relationship of the material surface. He also shared his insight into a future where new graphene technology can be flexibly applied in more fields and combined with other modification methods.

Academician Yang Hong, chief designer of thespacestation system of theChina Manned SpaceProgram, made a report entitled “Thoughts on Aerospace Technology in Realizing the Double-Carbon Goals.” He elaborated on three aspects: space remote sensing technology facilitating the goal of carbon peaking and carbon neutrality, the new development philosophy practiced by space station digital technology, and schemes to explore new energy through the space solar power station. He pointed out that “reducing carbon emissions and increasing carbon sinks” is the core of the goal of carbon peaking and carbon neutrality, and space remote sensing technology will play a greater role. He added that implementing the new development philosophy and promoting digital transformation isan inevitable trend, and by vigorously developing green renewable energy, we can contribute to the realization of China's goal of carbon peaking and carbon neutrality.

Der-Horng Lee, Academician of Academy of Engineering Singapore, Qiushi Chair Professor of Zhejiang University, Dean of Zhejiang University - University of Illinois at Urbana-Champaign Institute, made a report entitled “Low-carbon Travel Policy Planning Based on Evidence-Based Practice-the Singapore Paradigm.” He introduced in detail Singapore's experienced practice in transportation planning. Singapore moved towards low-carbon transportation through three measures, so as to reduce its dependence on cars, diversify its travel modes and improve its public travel sharing rate. He also pointed out that future urban transportation development should be based on meeting the needs of all people.

Liu Zehong, Executive Vice Chairman of the Global Energy Interconnection Development and Cooperation Organization, Vice President of China Association for Standardization, former Deputy General Manager of State Grid CorporationofChina, made a report themed “Clean Transformation and Engineering Construction of Electricity.” He pointed out that the goal of “double-carbon” is to promote the clean transformation of power, and reducing energy emissions is at the top of the agenda. He explained in depth the challenges brought by large-scale access to new energy and the countermeasures, and proposed the idea of the “Century Project” in the future. The idea, based on the new pumping and storage concept, takes new energy as the main driving force and makes full use of the rich wind power and photovoltaic resources in northwest China and the hydropower transfer capacity in southwest China to realize mutual supply, assistance, and complementation and build a green energy storage and water transfer project in west China.

Fatih Birol, Executive Director of the International Energy Agency (IEA) and a foreign Academician of the CAE, made a report entitled“The Significance of Innovative Response to the Global Energy Crisis”via video link. He pointed out that innovation is particularly important for China and other countries in tackling energy and climate issues. He analyzed the current situation of global energy development and fully recognized China's achievements in clean energy technology and energy policy, as well as in solar photovoltaics and electric vehicles. He pointed out that promoting cooperation among countries around the world is particularly important for achieving energy and climate goals.

Henning Kagermann, President of the German National Academy of Science and Engineering and a foreign Academician of the CAE, gave a report themed “Creating Digital Circular Economy Together” via video link. Centering on Germany's Industry 4.0 plan, he put forward a working direction focusing on economic transformation and digital twinning transformation. He introduced three important steps in the digital cycle, including the establishment of a recycling material system, the steps of ecological design, and the solution to achieve sustainable manufacturing. He stressed the importance of the digital circular economy for China, Germany and the world to achieve a sustainable development strategy.

The forum's organizing committee selected 4 special-prize papers, 6 first-prize papers and 8 second-prize papers from a total of 123 applicants. Academician He Huawu, Vice President of China Association for Science and Technology, Academician Fu Zhihuan, former Minister of Railways, and Academician Lu Chunfang, Director of the Engineering Management Division of the CAE, presented the awards to the author representatives who won the special prizes, the first prizes and the second prizes of Outstanding Papers respectively.
