Laboratory Introduction

The establishment of Xiangjiang Laboratory is a strategic initiative to thoroughly implement the guiding principles from General Secretary Xi Jinping's important speeches in Hunan. It represents a major scientific and technological deployment by the Hunan Provincial Committee of the Communist Party of China and the People's Government of Hunan Province, as well as a key pillar in strengthening Hunan's "Four-in-One Computation" (computing data, algorithms, computing power, and computing network) major sci-tech innovation platform. On July 10, 2022, Xiangjiang Laboratory was officially inaugurated, with nearly 40 academicians from the Chinese Academy of Sciences (CAS) and Chinese Academy of Engineering (CAE) in attendance. The ceremony gathered approximately 200 representatives from provincial and municipal government agencies, colleges and universities, and enterprises. Notably, it became the first among Hunan Province's four major laboratories to be unveiled.

Under the leadership of the Hunan Provincial Committee of the Communist Party of China and the People's Government of Hunan Province, Xiangjiang Laboratory—one of Hunan's four major laboratories—aims to benchmark national laboratories while serving Hunan's "4 × 4" modern industrial system. Focusing on artificial intelligence and advanced computing, the laboratory has launched an "AI Plus" initiative centered on core elements including computing power, algorithms, data, and computing network. Through these efforts, it continues to aggregate top-tier scientific talent, high-end expertise, and innovative resources to cultivate new quality productive forces, bolster the digital economy, and build internationally competitive digital industrial clusters with future-oriented competitive advantages.

Thelaboratory operates under the "1456" (1 headquarter, 4innovation centers, 5 orientations, and 6 application demonstrations)development framework, establishing a collaborative constructionmodel of "1 headquarter + 7 co-construction universities + 58'Four-in-One Computation' Industrial Alliance enterprises." Ithas built a technological innovation system comprising "24innovation institutes + 23 research and development centers + 3regional innovation centers + 46 academician and expert PI teams".

Thelaboratory is directed by CAEAcademician Chen Xiaohongand has established a top-tier research team structure, featuringleadership from 48 academicians and organized through a hierarchicalPI responsibility system.

Thelaboratory has established deep collaborations with over 100 domesticuniversities, research institutions, and industry leaders. Throughstrategically planned research initiatives, it undertakes majornational projects including the National Natural Science Foundation's(NSFC) National Center for Basic Science Program, NSFC Major &Key Projects, and MOST National Key R&D Programs. With over 100research papers published in prestigious journals like NatureCommunications,it has also secured approval for Hunan Research InstitutionIntellectual Property Center Program.

XiangjiangLaboratory has signed strategic cooperation agreements with 15leading enterprises, including Huawei, JD.com, Dawning Information(Sugon), H3C, Inspur, Hikvision, TUNGHSU GROUP, Hunan Steel, ChinaConstruction Fifth Engineering Bureau, Sany Heavy Industry, Zoomlion,CRCHI, Talkweb, CETC 48th Research Institute, and Kylinsec.

01 Research Platform

As a novel research institution supervised by the People's Government of Hunan Province and administered by the Department of Science and Technology of Hunan Province, our laboratory provides first-class research facilities, stable scientific funding, and a powerful career development platform.

02 Compensation Package

The laboratory will determine compensation through comprehensive evaluation based on research direction, project development and achievements transformation. Outstanding PhD recruits will receive recruitment grant of RMB300,000–600,000, annual salary of RMB200,000–500,000, transitional housing, and school enrollment assistance for children.

03 Talent Policy Highlights

The People's Government of Hunan Province and People's Government of Changsha Municipality attach great importance to the development of Xiangjiang Laboratory. To attract outstanding talents from home and abroad, a series of new talent team building policies have been introduced:

a. Doctoral candidates will be offered public institution career establishment through specialized talent channels.

b. Housing purchase subsidies: For applicants aged 35 or younger (no age limit for PhD graduates from overseas universities), newly employed in Changsha, and purchasing their first home in Changsha: PhD holders: RMB100,000 subsidy; Master's degree holders: RMB30,000 subsidy.

c. Rental/living subsidies:For applicants aged 35 or younger, with Changsha household registration and employed in Changsha: PhD holders: RMB30,000; Master's degree holders: RMB20,000.

d. Postdoctoral researchers newly joining Xiangjiang Laboratory's Postdoctoral Innovation and Entrepreneurship Practice Base will receive a living subsidy of RMB100,000. Those who remain working in Changsha after completing their postdoctoral research will receive an additional settlement allowance of RMB100,000.
