In order to deeply implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, to uphold the spirits of the 20th CPC National Congress, the second and third plenary sessions of the 20th CPC Central Committee, as well as the National Education Conference, and to follow through on General Secretary Xi Jinping's important discussions on education and on philosophy and social sciences, the Ministry of Education held a ceremony on November 4 to honor the winners of the 9th Higher Education Scientific Research Outstanding Achievement Awards (Humanities and Social Sciences). This aims to promote the high-quality development of philosophy and social sciences in the new era, better serving and supporting the construction of a strong educational nation. Huai Jinpeng, Secretary of the CPC Leading Group and Minister of the Ministry of Education, attended the event and delivered a speech. Wu Yan, member of the CPC Leading Group and Vice Minister of the Ministry of Education, hosted the award ceremony.


At the event, Huai Jinpeng and Wu Yan presented awards to the representatives of the winners. Representatives from Peking University, Northwest University, Jilin University, and Wuhan University, along with relevant officials from the Beijing Municipal Education Commission and Renmin University of China, gave exchange speeches.
The meeting emphasized that universities and institutions across China should grasp the fundamental guidelines and deeply study and comprehend General Secretary Xi Jinping's important discussions on philosophy and social sciences. It is essential to follow the Party's innovative theory as guidance, to chart the correct direction for progress; to focus on rooting research in China, clearly defining its positioning; to establish an independent knowledge system as the foundation, contributing Chinese wisdom; to prioritize cultivating a new generation for the era, promoting the transformation of the Party's innovative theoretical research outcomes into corresponding academic disciplines, directions, and curricula, and implementing the fundamental task of fostering virtue and nurturing talent; to build research teams as the foundation, and construct a talent system for philosophy and social sciences, strengthening support and guarantees.
The Higher Education Scientific Research Outstanding Achievement Awards (Humanities and Social Sciences) is an award established by the Ministry of Education to recognize and reward the exceptional achievements of university scholars in philosophy and social sciences. It aims to encourage rigorous scholarship, innovation, and the creation of high-quality work, while promoting universities to accelerate the development of philosophy and social sciences with Chinese characteristics and the construction of an independent Chinese knowledge system. The award was established in 1995 and has had a significant impact in the field of higher education and the national social science community. The evaluation process for the 9th edition of the award began in early 2022, resulting in 1,496 winning achievements (including those from universities in Hong Kong and Macau). Among the awards, there were 1,196 for books and papers, 76 for consulting service reports, 21 for popular science publications, and 203 for young scholars' achievements.

The research outcome of Professor Chen Xiaohong, Secretary of the CPC HUTB Committee, Director of Xiangjiang Laboratory, and Academician of the Chinese Academy of Engineering, titled The Study on Construction of the Ecological Civilization System, won the first prize of the Outstanding Achievement Awards (Humanities and Social Sciences) in this evaluation. Only four achievements from Hunan province received the first prize in this evaluation. Nationwide, a total of 14 achievements in the field of Management Studies were awarded the first prize, with this achievement being the only first prize in the Management Studies discipline from Hunan Province.

The Study on Construction of the Ecological Civilization System is focused on green development and the "dual carbon" strategic goals. It delves into the complex system engineering practices of ecological civilization system construction, analyzing the theoretical origins and strategic ideas of ecological civilization systems. The study innovatively proposes the overall framework design, construction path, and policy recommendations for China's ecological civilization construction, including the "Three Systems and Three Main Entities" matrix and the "Three Systems and Four Strategies" matrix. Based on the history of ecological civilization system construction in China, the study summarizes and reviews the status and experiences of ecological civilization system construction in major countries around the world from three perspectives: current issues, practical measures, and practical experiences. It also systematically designs the policies and measures to support the construction of China's ecological civilization system, enriching the theoretical framework of ecological civilization construction with Chinese characteristics. This achievement provides theoretical support for the construction of ecological civilization systems in China, offering scientific basis and decision-making references for the formulation of national environmental policies and the green transformation and upgrading of enterprises. It holds significant theoretical and practical value, having garnered exclusive interviews and reports from mainstream media both domestically and internationally. It has generated widespread academic influence and yielded notable social and economic benefits.
This award marks the second time that Academician Chen Xiaohong has received the first prize, following her receipt of the first prize in the 7th Higher Education Scientific Research Outstanding Achievement Awards (Humanities and Social Sciences) from the Ministry of Education in 2015. She is the only expert in Hunan Province to have won the first prize of this prestigious award twice.
