The 17th Meeting of the 14th Hunan Provincial People's Congress Standing Committee will conduct "Two Inquiries and Four Evaluations" on the implementation of fiscal funds for major provincial policies and the performance of important special funds. To facilitate this work, on the morning of July 10, Wu Lan, Secretary of the Leading CPC Group and Deputy Director of the Standing Committee of the Hunan Provincial People's Congress, and her delegation visited HUTB to inspect the special funds project for higher education development. Wang Xiaoke, Secretary-General of the Hunan Provincial People's Congress, and some members of the Hunan Provincial People's Congress Standing Committee, along with Lan Yong, Deputy Director of the Department of Education of Hunan Province, Xu Yongjian, Deputy Director of the Hunan Provincial Department of Finance, and related personnel, participated in the inspection.

Academician Chen Xiaohong, Secretary of the CPC HUTB Committee and Director of the Xiangjiang Laboratory; Liao Xiangyue, Deputy Secretary of the CPC HUTB Committee and President of HUTB; Liu Guoquan, Executive Deputy Director of the Xiangjiang Laboratory; and Vice Presidents Zhang Ling, Yang Liangqi, Hou Junjun, and Zhao Hua, among others, accompanied the inspection.

Secretary Wu Lan and her delegation successively inspected the Xiangjiang Laboratory Exhibition Hall, the Xiangjiang Laboratory Scientist Innovation and Sharing Center, the Creativity Gallery, the Maker Factory, and the Smart Innovation Space, among other venues. During the inspection, Academician Chen Xiaohong briefed the delegation on the reform, construction, and development achievements of HUTB and the Xiangjiang Laboratory. She mentioned that today coincidentally marks the third anniversary of the unveiling of the Xiangjiang Laboratory. Over the past three years, the Xiangjiang Laboratory has focused on the cutting-edge fields of artificial intelligence and advanced computing. It has developed a collaborative development model involving its headquarters, universities, and industrial alliance enterprises under the "integration of computing power, algorithm, computing basis and computing network" framework. The laboratory has established an integrated scientific and technological innovation system comprising innovation research institutes, R&D centers, regional innovation centers, artificial intelligence social laboratories, and PI teams led by academicians and experts. The laboratory has released 24 innovative products and has played a leading and exemplary role among the four major laboratories in Hunan Province. HUTB and the Xiangjiang Laboratory have adhered to mutual empowerment. As a pilot institution for "advancing the integrated reform of the mechanisms for education, technology, and talent," the university has upheld the concept of integrating "New engineering courses + new business courses + new medicine courses + new liberal arts courses" with science. Leveraging the technological innovation strengths of the Xiangjiang Laboratory, it has vigorously promoted adjustments in disciplines and majors, cultivated outstanding innovative talent, and achieved significant results.


At the Xiangjiang Laboratory Exhibition Hall, the inspection team learned about the laboratory's latest scientific research progress and the effectiveness of its physical construction. At the Scientist Innovation and Sharing Center, the team watched high-level musical performances by faculty from the School of Music and gained insights into the university's "dual optimization" of disciplines and majors, as well as the integrated development of "culture + technology." At the Creativity Gallery, the team viewed the Innovation for Metaverse III - "Exploring the World Through the Power of Metaverse" Themed Exhibition—and repeatedly praised the creative displays combining large models with traditional painting. At the Maker Factory and Smart Innovation Space, the inspection team engaged in in-depth exchanges with student entrepreneurial teams, encouraging them to fully leverage Hunan's comparative advantages of "low-cost entrepreneurship and high-quality living" and to actively seek employment and entrepreneurship in Hunan. The inspection team expressed high affirmation for the university's models and achievements in innovation and entrepreneurship.
The inspection team inquired in detail about the construction and operational progress of the special funds project for higher education development, gaining a deep understanding of the fund utilization. They emphasized the need to manage the project with practicality and precision, closely monitor the funds, continuously enhance the execution and efficiency of fund usage, and use the special funds project to promote the high-quality development of the university's endeavors.
