Xiangjiang Laboratory and Xiangtan Municipal People’s Government Hold Strategic Cooperation Signing Ceremony

On the morning of January 9, the signing ceremony for the strategic cooperation between Xiangjiang Laboratory and the Xiangtan Municipal People’s Government, as well as the plate-conferring ceremony for the Xiangjiang Laboratory Regional Innovation Center, were grandly held at the Zhiyuan Lecture Hall of Xiangjiang Building at HUTB.
Chen Xiaohong, academician of the Chinese Academy of Engineering (CAE), Director of Xiangjiang Laboratory, and Secretary of CPC HUTB Committee, Liu Zhiren, Secretary of CPC Xiangtan Municipal Committee, Ding Cheng, member of the Standing Committee of and Secretary General of CPC Xiangtan Municipal Committee, Yang Xiaojun, Deputy Mayor of the Xiangtan Municipal People’s Government, Liu Guoquan, Executive Deputy Director of Xiangjiang Laboratory and Vice President of HUTB, Kou Gang, Deputy Director of Xiangjiang Laboratory, Yang Liangqi, Vice President of HUTB, and Yi Mianyang, Deputy Director of Xiangjiang Laboratory and Vice President of HUTB, as well as Lai Dingjun, Chief Leader of HUTB, and Hu Chunhua, Deputy Director of Xiangjiang Laboratory, attended the meeting. The leaders of Xiangtan Municipal Science and Technology Bureau, Industry and Information Technology Bureau, Big Data Center, and Hunan Valin Wire & Cable Co., Ltd., as well as the relevant department heads of Xiangjiang Laboratory and HUTB, attended the event. The ceremony was presided over by Liu Guoquan, Executive Deputy Director of Xiangjiang Laboratory.
Academician Chen Xiaohong delivered a speech at the meeting, warmly welcoming Secretary Liu Zhiren and his delegation on behalf of Xiangjiang Laboratory. She pointed out that as the first laboratory unveiled among the “Four major laboratories” in Hunan Province, Xiangjiang Laboratory benchmarks national laboratory construction and strives to build a national center for advanced computing and artificial intelligence original theory research, a highland of key technological innovation, and a modern industry empowerment base. It is committed to forming a national strategic scientific and technological force in the field of advanced computing and artificial intelligence, working together with colleagues from all walks of life to create an innovative highland for the integration of computing power, algorithm, computing basis and computing network. The achievements of Xiangjiang Laboratory have been significant and have received full recognition and high praise from the Hunan Provincial Committee of the Communist Party of China and the People’s Government of Hunan Province. Xiangjiang Laboratory has a deep cooperation foundation and bright cooperation prospects with Xiangtan City. The establishment of the regional innovation center is an important opportunity for both parties to further expand cooperation fields, innovate cooperation models, and promote common development. In future cooperation, Xiangjiang Laboratory will further utilize its own advantages and give full play to its own characteristics, provide strong talents and intellectual support, help Xiangtan’s scientific and technological innovation and industry achieve higher quality development, and make greater contributions to Hunan’s “Three Highlands, Four New Missions” blueprint.
Secretary Liu Zhiren, on behalf of CPC Xiangtan Municipal Committee and Government, extended warm congratulations on the establishment of Xiangjiang Laboratory Xiangtan Regional Innovation Center. He said that Xiangtan has the second largest scientific and educational resources in the province, and 81 new national and provincial innovation platforms were added in 2023. The city is taking solid steps towards building a demonstration area for scientific and technological innovation development in central China. He sincerely hopes that both parties will take this signing and cooperation as a starting point to promote the collaborative development of “universities, local government, institutes, and enterprises,” advance the deep integration of “industry, academia, research, and application,” and facilitate the transformation of more scientific and technological achievements in Xiangtan. This will create more growth poles and catalysts for Xiangtan’s high-quality development. He eagerly looks forward to both parties making good use of Xiangtan’s advantages in scientific and educational resources, jointly conducting strategic, forward-looking, and fundamental research on major scientific issues, and tackling key core technologies. This will provide strong intellectual support for realizing the beautiful blueprint of the “Three Highlands, Four New Missions.” He promises to vigorously promote the “” talent-driven urban development strategy with the theme of “Gathering Talents in Xiangtan, Creating a Valuable Lotus City”, deeply implement the “Number One Project” to optimize the business environment, and continuously increase the intensity of research and development investment across society. Xiangtan will create a favorable environment and provide steadfast support for the strategy of innovation-driven development.
Academician Chen Xiaohong presented the “Xiangjiang Laboratory Regional Innovation Center” plate to the Xiangtan Municipal People’s Government, and Vice Mayor Yang Xiaojun accepted it.
The attendees also watched the advertising video of the Xiangjiang Laboratory. In the presence of Academician Chen Xiaohong, Secretary Liu Zhiren, Secretary-General Ding Cheng, Deputy Director Kou Gang, and Vice President Yang Liangqi, Vice Director Yi Mianyang and Vice Mayor Yang Xiaojun signed the Xiangjiang Laboratory - Xiangtan Municipal People’s Government Science and Technology Innovation Cooperation Framework Agreement on behalf of both parties. Deputy Director Hu Chunhua and General Manager Xiong Shuo signed the Xiangjiang Laboratory - Hunan Valin Wire & Cable Co., Ltd. Strategic Cooperation Framework Agreement on behalf of both parties.
Xiangjiang Laboratory and Xiangtan Municipal Government will collaborate to build the Xiangjiang Laboratory - Xiangtan Regional Innovation Center. With the technology, talents, and industrial advantages of Xiangjiang Laboratory in the field of advanced computing and artificial intelligence, combined with the industrial characteristics and advantages of Xiangtan city, they will jointly build an innovative system for industry-university-research alliance. They will work together to carry out five major technology research tasks, including advanced computing basic theory and methods for massive data, conduct decision-making consultation, joint technology research and development, promote achievement transformation, and jointly build a high-level scientific and technological innovation platform. They will also strengthen talent exchange and cooperation, promote in-depth integration of industry, academia, research, and application, and promote more high-quality scientific and technological achievements into new productive forces.
After the meeting, Secretary Liu Zhiren and his delegation visited the Xiangjiang Laboratory’s scientific research achievement exhibition hall. They highly praised the new progress and achievements made by Xiangjiang Laboratory in adhering to the “Four Orientations” and being committed to technological innovation over the past year.
