Academician Chen Xiaohong Participates in 4th Huxiang Think Tank Research "Ten Golden Strategies" and Outstanding Achievements Commendation Symposium

On the afternoon of January 19, the 4th Huxiang Think Tank Research "Ten Golden Strategies" and Outstanding Achievements Commendation Symposium was held in Changsha. The meeting delved into studying and implementing Xi Jinping's cultural ideology, implementing the spirit of the national and provincial publicity ministers' meeting, and commending advanced individuals while exchanging experiences. Yang Haodong, a member of Hunan Provincial CPC Committee and Director of the Publicity Department of Hunan Provincial CPC Committee, attended and delivered a speech, presenting awards to the representatives who won the "Ten Golden Strategies" and outstanding achievements. Chen Xiaohong, Secretary of CPC HUTB Committee, Director of the Xiangjiang Laboratory, and CAE Academician, attended the meeting as a representative of the "Ten Golden Strategies" awardees and spoke as the first speaker with a presentation titled "Write ‘Golden Strategies' for the Country Based on the Forefront of the Times" at the meeting.
Academician Chen Xiaohong pointed out in her speech that winning the "Ten Golden Strategies" this time is a re-selection after receiving the award in 2016. This achievement focuses on empowering the high-quality development of the economy and society with digital intelligence. It centers around proposing solutions to strategic, forward-looking, and fundamental major scientific issues and key core technologies in the field of digital economy. It pioneered the concept of "Integration of Computing Power, Algorithm, Computing Basis and Computing Network," leading the advocacy for the application of technologies such as blockchain and Metaverse and promoting their rapid industrialization. It has played a significant role in building the digital foundation of a smart society, empowering the development of characteristic industries through algorithms, creating a smart hub for computing power allocation, and promoting collaborative development between computing power and electricity. These efforts have generated significant economic and social benefits.
Academician Chen Xiaohong stated that to carry out think tank research well, it is necessary, firstly, to adhere to demonstrating strategic significance within the context of "having one's feet firmly on the ground and reaching for the sky." Only by bearing in mind the State’s interests and serving the "provincial overall development," elevating one's position, embracing a broad perspective, identifying national decision-making needs, and understanding policy implementation requirements, can policy recommendations be more strategic and constructive. This approach enables the effective utilization of the role of "advanced think tanks" in supporting reforms and decision-making. Secondly, it is necessary to demonstrate foresight by adhering to standing at the forefront. To solve key core issues in development, it is essential to focus on the forefront of development, maintain a problem-oriented approach, be guided by demand, work collectively as a team, and not only focus on the present but also plan for the long term. This approach is crucial for the formation of forward-looking, pioneering, and specialized outcomes. Thirdly, it is necessary to demonstrate effectiveness by adhering to empowering development. Experts and scholars cannot confine themselves to their studies in the study room; only by being practical and empowering development can the vitality of research be fully demonstrated.
Over the past three years, Academician Chen Xiaohong and her team have submitted 28 policy proposals and suggestions to the Chinese People's Political Consultative Conference (CPPCC), which have been adopted by senior officials and relevant national ministries. Some of these proposals have received affirmative instructions from the leaders of the Communist Party of China and the State, providing a basis for the introduction of relevant national policy documents and institutional reform efforts. This has helped in the establishment of the National Data Bureau, facilitated the approval of Changsha as a national pilot zone for innovative applications of artificial intelligence, and promoted the supervision of cross-border data flows. These policy recommendations have also received significant attention and full recognition from the provincial leadership. Based on cutting-edge IT innovation fields such as advanced computing and artificial intelligence, and relying on high-level scientific and technological innovation platforms such as the Basic Science Center of the National Natural Science Foundation and the Xiangjiang Laboratory, a major science and technology initiative among high-energy technology innovation platforms deployed by the Hunan Provincial Committee of the Communist Party of China and the People’s Government of Hunan Province, through in-depth scientific research and over a hundred solid investigations, relevant achievements have been awarded the first prize of the provincial scientific and technological progress award. This has led to the creation of a series of original articles such as "Competing for Global Discourse Power in the Digital Economy," "Seizing the Heights of the Global Advanced Computing Industry," and "Building an Innovative Application Hub for AI LLMs," establishing a leading theoretical and discursive system. We should actively integrate into the "Empowering Ten Thousand Enterprises with Intelligence" initiative in Hunan, focusing on promoting the cultivation of new quality productive forces through digital intelligence to empower high-quality development. The relevant achievements are extensively applied in the fields of smart social governance, resource and energy environment, intelligent justice, financial regulation, and others, promoting the revitalization of digital intelligence governance and the digital intelligence industry.
Under the exemplary leadership of Academician Chen Xiaohong and her team, the think tank achievements of HUTB have significantly increased over the past three years. Research funding has doubled, and the amount of contracts for the transformation of scientific and technological achievements has nearly tripled. The Xiangjiang Laboratory, led by the university, has recently released 7 original innovative products that have been successfully applied in multiple industries and companies, leading to significant economic and social benefits.
