"At present, it is necessary to give policy support to the technological innovation talents and high-tech enterprises, thus promoting China's innovation methods to a new level in the process of building an innovative country.”Chen Xiaohong, CPPCC Member, CAE Academician and President of HUTB, has been focusing on the construction of an innovative country and the cultivation of innovative talents.
Chen Xiaohong said that:“Compared with many innovative countries, China still has“intractable handicaps”such as imperfect policy support, unstable talent team, insufficient application power of enterprises, and imperfect mechanism of sustainable development, etc., which need to be solved urgently, especially in terms of professional qualification and identification of high-tech enterprises.”
She suggested that we should actively promote the qualification of the“innovative engineer",“innovative trainer”and“innovative consultant", include the qualification in the vocational qualification of professionals of national vocational qualification catalogue according to Rating Specification for Applied Competence of Innovation Methodand Rating Requirements for Knowledge Diffusion Competence of Innovation Method, and regularly hold the Application Practice of TRIZ and the Qualification Training of National Innovative Engineers co-organized by One-stop Service Center for Technical Innovation, to improve the innovation level and innovation vitality of R&D managers, front-line R&D backbones and engineering technicians of scientific and technological enterprises.
In addition, the qualification conditions of high-tech enterprises should be improved, one of which should be that the enterprises should have the“innovative engineer”with the qualification, and the conditions such as“Innovation engineer accounts for more than 10% of the R&D personnel of enterprises”shall be added in the Administrative Measures for the Determination of High and New Technology Enterprisesissued by MOST. We should further strengthen the implementation of the policies of adding and deducting the R&D expenses of enterprises, implement relevant policies to promote the transfer and transformation of scientific and technological achievements and the protection of intellectual property rights, enhance the connection between scientific and technological work and financial work, and increase the investment in science and technology in various aspects.
It is necessary to carry out the innovative engineer cultivation projects in some provincial and municipal pilots based on the transformation and industrialization of major application-oriented scientific and technological achievements, provide all-round innovation and entrepreneurship, talent training and other services for all scientific and technological enterprises and talents, actively research and develop new technologies or products with independent intellectual property rights, and improve the independent innovation ability and market competitiveness of demonstration enterprises. Universities in the pilot area shall be selected to establish high-level innovation method base, and excellent teachers should be trained to support the cultivation of scientific and technological talents. Moreover, it is necessary to set up special projects to support the basic theoretical research of innovation methods and obtain the theoretical achievements of innovation methods urgently needed by enterprises.
