HUTB Holds the Inaugural Meeting & the 1st Meeting of the Academic Committee of Xiangjiang Laboratory

On the afternoon of July 9, HUTB held the inaugural meeting & the 1st meeting of the Academic Committee of Xiangjiang Laboratory, a major scientific and technological program of the Hunan Provincial Committee of the Communist Party of China and the People’s Government of Hunan Province, in the academic exchange center on the 3rd floor of the Lingnan Innovation Center.
The meeting was attended by more than 30 CAS and CAE academicians including Chen Xiaohong, Director of Xiangjiang Laboratory, CAE Academician and HUTB Party Secretary, and Lu Xicheng, CAE Academician and Director of Academic Committee of Xiangjiang Laboratory, Li Zhijian, CPC Leadership Group and Director-General of China Hunan Provincial Science & Technology Department, other leaders from departments and bureaus directly under Hunan Provincial Government, and He Zhaohui, Vice Secretary of Party Working Committee and Director of the Management Committee of the Hunan Xiangjiang New Area. The heads of relevant colleges and enterprises, Huang Xin, Vice Party Secretary and President of HUTB, Liu Guoquan, Vice President of HUTB, Gan Dejian, Vice President of HUTB, Yi Mianyang, Vice President of HUTB, Li Dingjun, Chief Leader of HUTB, the heads of relevant secondary departments and schools, and some teacher representatives participated in the meeting. The inaugural meeting of the Academic Committee of Xiangjiang Laboratory was chaired by President Huang Xin.
Chen Xiaohong, Director of Xiangjiang Laboratory, CAE Academician and HUTB Party Secretary, made a welcome speech at the inaugural meeting of the Academic Committee. She expressed a warm welcome to all the participating academicians, leaders and experts on behalf of HUTB and the Xiangjiang Laboratory. Then she introduced the basic conditions of HUTB. She pointed out that HUTB is a comprehensive university featuring the mutual support and coordinated development of disciplines such as economics, management, engineering, science, law, literature, arts and interdisciplines as well as distinctive characteristics. Adhering to the educational philosophy of the integrated development of “new engineering + new business + new liberal arts” and science, HUTB enjoys unique educational advantages. She emphasized that since the start of the 13th Five-Year Plan period, HUTB has realized a historic leap in the educational quality, raised the faculty quality to a historic level, achieved a historic growth of comprehensive strengths, demonstrated distinctive features in innovative talent training, significantly improved the scientific research quality, and achieved an unprecedented enhancement of the social service ability. She stressed that HUTB is embarking in big strides on a new journey towards building an innovative, first-class technology and business university with distinctive features.
Chen pointed out that building Xiangjiang Laboratory is an important measure to follow through on the spirit of the important speech made by President Xi Jinping during his visit to Hunan and also a specific action to implement the decision of Hunan Provincial Committee of the Communist Party of China and the People’s Government of Hunan Province to build Hunan provincial laboratories. Xiangjiang Laboratory was constructed in accordance with the national laboratory standards, whose layout and construction are based on “1346” as the overall framework, that is, building one laboratory headquarter and three innovation centers, namely, for computing power, algorithm and computing basis, focusing on four research directions, namely, data intelligence, artificial intelligence for high performance computing, new intelligent computing and domain-oriented key generic technologies, and carrying out deep applications in six areas, i.e. intelligent manufacturing, smart medical care, smart resources, energy and environment, smart transportation and logistics, scientific supervision and social governance, and digital media, to build a leading area of innovation demonstration.
Chen stressed that the Academic Committee of Xiangjiang Laboratory is the highest academic guidance organization of the laboratory, and will play an important role in the future construction and development of the laboratory. She said that because of their outstanding contribution and high reputation in the related areas, all the participating academicians and experts’ enthusiastic participation will lead the laboratory to make new breakthroughs in scaling the heights of science and technology. She believed that through the meeting and the sincere cooperation of all the participants, the Academic Committee will fulfill its functions with high standards, vigorously guide the Xiangjiang Laboratory to achieve fruitful results, and build it into a domestically leading and internationally first-class laboratory.
In the meeting, all the participating academicians, leaders and experts watched the advertising video titled “Xiangjiang River Tides Surge Towards Future”.
Director He Zhaohui expressed warm congratulations on the establishment of the Academic Committee of Xiangjiang Laboratory on behalf of Hunan Xiangjiang New Area. He pointed out that building Xiangjiang Laboratory is not only a proactive action made by the Hunan Provincial Committee of the Communist Party of China and the People’s Government of Hunan Province to implement the strategic positioning, mission and task of “Three Highlands, Four New Missions”, but also an important measure to implement the program of “Three Supports, Eight Key Tasks”, which will support and lead the development of Hunan Province’s computing industry, promote the high-quality development of local economy, and build a “nuclear power” for implementing the “strong provincial capital” strategy. He said that Hunan Xiangjiang New Area will do its best to ensure the supporting facilities, talent service and project implementation with proactive, whole-process and refined services, and create an optimal scientific innovation ecosystem for Xiangjiang Laboratory and all the participating academicians and experts.
Director-General Li Zhijian presented a letter of appointment to the deputy director and members of the Academic Committee of Xiangjiang Laboratory. Academician Lu Xicheng and Academician Chen Xiaohong presented a letter of appointment to the first batch of academician and expert teams settled in the laboratory.
Academician Lu Xicheng said that as the director of the Academic Committee of Xiangjiang Laboratory, he will work with all the members to act proactively and perform their duties earnestly. He proposed three expectations for the construction of the laboratory: First, stand at a high position to plan the construction and operation of the laboratory. He stressed the need to learn from the construction experience of existing national laboratories in the aspects of establishing first-class teams, formulating major objectives, implementing fund guarantee and rationalizing operating mechanism, actively cope with challenges, and scale the heights of science and technology. Second, foster distinctive characteristics, and promote the sustainable development of the laboratory. He stressed the need to build distinctive characteristics and brands in segmented areas in conjunction with regional advantages, and tap strong development potentials by relying on the strong scientific and technological innovation foundation of Hunan Province. Third, focus on self-reliance and self-improvement in science and technology, and make substantial contributions. He wished that the laboratory will yield supportive and practical results, which should not only focus on future development, but also solve the current problems; optimize the allocation of limited resources, output optimal comprehensive benefits, and overcome more critical core technological difficulties.
On behalf of China Hunan Provincial Science & Technology Department, Director-General Li Zhijian extended sincere welcome to all the participating academicians and experts, and expressed warm congratulations on the establishment of the Academic Committee of Xiangjiang Laboratory. He pointed out that as one of the first batch of four major laboratories established in Hunan Province, Xiangjiang Laboratory will aim at complying with the national laboratory standards and serving the development of key industries in Hunan, take solving the strategic, forward-looking and fundamental major scientific and technological problems in the areas of advanced computing and artificial intelligence and critical core technologies as the main task, and support and lead the high-quality development of Hunan Province’s computing industry, economy and society, which is of great significance and profound impact to seizing the major opportunities of the new round of scientific and technological revolution and industrial transformation and obtaining the leading strategic position in the areas of advanced computing and artificial intelligence. He hoped that according to the decisions of the Hunan Provincial Committee of the Communist Party of China and the People’s Government of Hunan Province and under the guidance of Academician Chen Xiaohong and Academician Lu Xicheng, all the members of the Academic Committee of Xiangjiang Laboratory will bear in mind the State’s interests, proceed from the big picture of international vision and national strategic demands in conjunction with the actual development of Hunan Province, and promote the laboratory to condense research directions, explore innovation systems and mechanism, and output original and disruptive results “from 0 to 1”. He said that China Hunan Provincial Science & Technology Department will earnestly fulfill its duties as the leading department, proactively innovate high-level laboratory construction systems and mechanisms, work with the Hunan Xiangjiang New Area to provide high-efficiency and high-quality services for the research and development the Xiangjiang Laboratory, and do its best to build the Xiangjiang Laboratory into a domestically leading and international first-class advanced computing and artificial intelligence laboratory.
Then, the Academic Committee of Xiangjiang Laboratory held the first meeting, which was chaired by Academician Lu Xicheng. Academician Chen Xiaohong introduced the construction of Xiangjiang Laboratory from four aspects, namely construction background and strategic significance, overall design and construction thinking, research direction and construction foundation, and construction plan and expected results. Yi Mianyang, Vice President of HUTB, elaborated on 3 documents, i.e. the Articles of Association of the Academic Committee of Xiangjiang Laboratory, the Administrative Measures for Major Projects of Xiangjiang Laboratory and the Administrative Measures for Open Projects of Xiangjiang Laboratory. The meeting deliberated on and adopted the 3 documents.
In the academic reporting session, Academician Hu Wenrui and Academician Nie Jianguo hosted two reporting sessions respectively. Academician Ouyang Xiaoping hosted the free speech discussion session. Academician Lu Chunfang, Academician Zhang Pingwen, Academician Wang Huaimin, Academician Fan Guobin, Academician Yang Changfeng and Academician Wang Jian delivered excellent academic reports titled “Mechanization and Intelligence of Engineering Construction”, “New Paradigms of Computing”, “Open-Source Innovation”, “Laser Technology, Innovation-Driven Development, Enabling A Science and Technology Power”, “Beidou Global Navigation Satellite System - New Development in the New Era” and “Digitalization: From Electric Power Economy to Computing Power Economy”, respectively, and deeply analyzed and interpreted relevant cutting-edge problems in science and technology, which provides an inspiration and guidance to the audience. At last, all the participating academicians and experts held a free speech discussion on relevant academic problems, and proposed constructive opinions and recommendations on the construction of Xiangjiang Laboratory.
During the meeting, all the participating academicians, leaders and experts visited the National Center for Basic Science and the State Key Laboratory (Cultivation) Base in the Technology Building, the Sports Center and the Qiushi Academy in the Economic Management Complex, and the Buduotang Art Gallery, the Creative Culture Museum, the Creativity Workshop, the Smart Innovation Space, the Maker Factory, the Creativity Gallery and the Yayun Music Academy in the Lingnan Campus. They acclaimed HUTB’s new development and new changes in recent years as well as the educational achievements in scientific research, talent training, discipline construction, innovation and entrepreneurship, and campus culture.
