On the morning of July 10, the Xiangjiang Laboratory unveiling ceremony was grandly held in the Beidou Industrial Park in Changsha National High-Tech Industrial Development Zone. Chen Fei, Vice Governor of the People’s Government of Hunan Province, and Chen Xiaohong, Director of Xiangjiang Laboratory, CAE Academician and HUTB Party Secretary, unveiled the laboratory. Lu Xicheng, Director of the Academic Committee of Xiangjiang Laboratory and CAE Academician, and another 25 CAE and CAS academicians attended the ceremony.
Nearly 200 representatives from relevant provincial and municipal government departments, colleges and enterprises participated in the ceremony. The ceremony was chaired by Zhou Yixiang, Deputy Secretary-General of the People’s Government of Hunan Province.
Chen Xiaohong, CAE Academician and Director of Xiangjiang Laboratory, addressed the ceremony on behalf of the Xiangjiang Laboratory. She said that after more than two months of careful preparation since the Xiangjiang Laboratory Construction Plan was deliberated on and adopted at the executive meeting of the People’s Government of Hunan Province, the Xiangjiang Laboratory is officially unveiled and established, opening up a path towards the peak of innovation.
Chen pointed out that building Xiangjiang Laboratory is a strategy plan to deeply implement the spirit of the important speech made by President Xi Jinping during his visit to Hunan, an important measure to comprehensively implement the strategic positioning, mission and task of “Three Highlands, Four New Missions”, and a strong support to building up the strength, quality and size of Hunan Province’s digital economy and advance the implementation of the “strong provincial capital” strategy. She said that since the laboratory is a key action to build a science and technology innovation platform of high energy level in Hunan, all the comrades of the laboratory are deeply aware of the great responsibility and glorious missions.
Chen stressed that going forward, Xiangjiang Laboratory will be guided by the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, adhere to “Four Orientations”, comprehensively implement the strategic positioning, mission and task of “Three Highlands, Four New Missions”, comply with the national laboratory standards, accelerate the construction, and overcome research difficulties.
First, identify the strategic positioning, and plan at a high position. Based in Hunan, Xiangjiang Laboratory will service the country and even the world, and build an original theory research center, critical technology innovation highland and industrial empowerment base in the area of information innovation. Second, build a blueprint framework, and conduct layout at a high starting point. With the layout of “headquarter + branches + innovation centers”, the laboratory will be constructed based on “1346” as the overall framework, conduct in-depth applications in six areas such as intelligent manufacturing, smart medical care, smart resources, energy and environment, smart transportation and logistics, scientific supervision and social governance, and digital media, and build a leading area of demonstration. Third, innovate the management system, and advance with high standards. The laboratory will adhere to and strengthen the Party’s comprehensive leadership, stick to the director responsibility system under the leadership of the board of directors, and build an innovative management benchmark area for new R&D institutions.
In the next step, Xiangjiang Laboratory will further integrate the excellent scientific and technological forces and innovative resources in Hunan as well as inside and outside China. After 8-10 years of construction and development, the laboratory will build a strategic scientific and technological strength in the areas of advanced computing and artificial intelligence, gradually achieving the construction objectives of “Seven Ones”: formulate a set of original scientific theories, explore a group of breakthrough technical methods, build a national innovation highland, build a batch of interdisciplinary emergency disciplines, establish a team of world-class talents, build a set of innovative scientific research management systems, and give rise to a batch of 100 billion industrial clusters.
Peng Huasong, member of the Standing Committee of the CPC Changsha Municipal Committee and Executive Vice Mayor of Changsha City, addressed the ceremony. He said that in recent years, Chang has comprehensive advanced the “Powerful City in Science and Technology” strategy, constantly improved the scientific and technological innovation strength, and become an influential cradle of scientific and technological innovation. He said that by promoting the rapid improvement of the scientific research strength through the high energy level innovation plan, the kick-off and operation of Xiangjiang Laboratory will inject a new momentum into realizing the “strong provincial capital” strategy and promoting the high-quality development of Changsha. He pointed out that Xiangjiang Laboratory will aim at complying with the national laboratory standards and serving the development of Hunan Province’s key industries, take addressing the strategic, forward-looking and fundamental major scientific problems in the areas of advanced computing and artificial intelligence and critical core technologies as the main task, and build a domestic scientific innovation highland in the areas of advanced computing and artificial intelligence through improving the talent chain, innovation chain and industry chain. He emphasized that Changsha Municipality will earnestly implement the decisions of Hunan Provincial Committee of the Communist Party of China and the People’s Government of Hunan Province, and provide a strong guarantee to the construction of Xiangjiang Laboratory in such aspects as resource allocation, result transformation, industrial support facilities, and talent introduction and cultivation.
Li Zhijian, CPC Leadership Group and Director-General of China Hunan Provincial Science & Technology Department, addressed the ceremony. He pointed out that Hunan Province deeply implements the spirit of the important speech made by President Xi Jinping during his visit to Hunan, and focuses on building a highland for state major advanced manufacturing industry, scientific and technological innovation with core competitiveness and inland reform and opening up; Hunan Provincial Committee of the Communist Party of China and the People’s Government of Hunan Province resolutely implements the strategic positioning, mission and task of “Three Highlands, Four New Missions”; the 12th CPC Representative Conference of Hunan Province makes an important decision to build a scientific and technological innovation highland with core competitiveness and kick off the construction of Hunan provincial laboratories.
Director-General Li Zhijian said that China Hunan Provincial Science & Technology Department will earnestly fulfill the duties as the leading department under the strong leadership of Hunan Provincial Committee of the Communist Party of China and the People’s Government of Hunan Province, adopt a pioneering, innovative and practical attitude, support the innovation and entrepreneurship with a complete policy system, cultivate and introduce talents with high-efficiency and high-quality management services, create good conditions and first-class ecosystem for all the participating academicians and experts’ innovation and dedication in Hunan, work with all the participating academicians, experts, departments directly under the provincial government, Changsha Municipality and Xiangjiang New Area to support Xiangjiang Laboratory in obtaining strategic, original, cutting-edge and key scientific and technological achievements, build a first-class laboratory that keeps a foothold in Hunan and covers the whole country, and provide a strong support for building a scientific and technological innovation highland with core competitiveness in Hunan.
