Make Hard and Pioneering Efforts! National Center for Basic Science Achieves Fruitful Results in 2021

2021 was a milestone year in the development history of China where the goals of "two centennials" met historically, and China started a new journey of building a socialist modernized country in an all-round way. National Center for Basic Science of “Theory and Application of Resources and Environmental Management in the Era of Digital Economy”, National Natural Science Foundation of China, has adhered to the "four aspects" of scientific and technological innovation, walked with the motherland, run with a struggling attitude, and marched firmly and high-spirited on the road of taking the exam in the new era. Focusing on three major areas such as mineral and energy resources management, ecological environment management, and intelligent collaborative management of resources and environment, the center has made a series of fruitful achievements in talent team building, scientific research awards, high-level papers and policy suggestions, and industrial social services.
New breakthroughs have been made in the construction of high-end talents. Professor Jiang Tao, Deputy Director of the Center, made outstanding contributions in the field of "Finishing of Metal Mineral Resources and the Short Process Metallurgy" and was elected as an academician of the Chinese Academy of Engineering; Academician Chen Xiaohong, Director of the Center, was appointed as the Deputy Director of the Expert Advisory Committee on Developing Hunan to a Strong Manufacturing Province and the chief think tank expert of China (Hunan) Pilot Free Trade Zone for her outstanding contributions in the academic field and social service field, and was re-elected as the vice chairman of the provincial Committee of Hunan Association for Science and Technology; Professor Geng Yong, Deputy Director of the Center, was listed as the national environmental protection leader of the Ministry of Ecology and Environment in 2021; Professor Yang Chunhua, the academic leader, was recognized by top international experts for his outstanding contribution in the field of "Intelligent Control and Optimization of Complex Industrial Processes", and was successfully elected as 2022 IEEE Fellow. Closely following the frontier needs of science and technology, a group of outstanding doctors and postdocs have been trained, and some of them have been selected as top-notch young talents in China.

High-level scientific research achievements won a large number of awards. The research results have won many high-level awards. Focusing on the research and development of key technologies in the field of resource and environmental management, the problem of "Key Technologies and Applications of Intelligent Control and Collaborative Optimization of Zinc Smelting Process" was successfully solved, and the project won the second prize of National Technological Invention in 2020. In addition, 7 awards including the first prize at the provincial and ministerial levels and S&T awards of the national first-class societies were obtained. Among them, the research achievement of "Key Technologies and Applications of Positioning Prediction of Deep Nonferrous Metals Mines" won the first prize of S&T progress of the Ministry of Education in 2020; a series of research results such as "Digital Engineering Technology and Application of Oilfield Water Injection" won the BRICS International Energy Award 2021, the first prize of S&T progress of China Association of Petroleum Engineering Construction and the first prize of technological invention in Heilongjiang Province; research projects such as "Research on Discontinuous Control and Optimization of Complex Industrial Systems" and "Research and Application of Key Technologies of Array Spread Spectrum IP Method" won awards from Chinese Association of Automation, Chinese Society for Geodesy Photogrammetry and Cartography and China Nonferrous Metals Industry Association.
Various patents and software copyright achievements have emerged one after another. 98 invention patents have been authorized in the fields of big data security sharing, complex image data recognition, industrial process management, and environmental material processing; systems and platforms such as early warning platform of strategic resource price, surface microwave radiation comparison system and intelligent auxiliary management system have won 18 software copyrights.

Fruitful results have been achieved for high-level theoretical and policy researches where the theoretical systems of digital intelligent management of resources and environment (RE-DIM) and two-oriented project management have been constructed, the emission reduction strategies of power industry and other industries have been explored, and key technologies such as environmental information processing and mineral exploitation positioning prediction have been innovatively developed. In addition, Academician Chen Xiaohong, Academician Liu He and Professor Geng Yong respectively published articles in Bulletin of the Chinese Academy of Sciences and China Engineering Science, and put forward strategic ideas and path design to promote the realization of carbon neutrality goals; a series of research results on "Two-oriented Engineering and Ecological Environment Supervision System" were published in Management World, an authoritative journal of economics and management; the research results on "Innovative Research on Digital Twin Modeling Method of Complex Environment" were published in IEEE Transactions on Industrial Informatics, the world's top journal in the field of industrial information; the exclusive interview with Outlook Weekly on "Striving for the Global Discourse Right of Digital Economy" has been hit more than 1.63 million, and has been highly valued by relevant state ministries and commissions, and has been reprinted in full by Academician Newsletter of Chinese Academy of Engineering. The research results on "Heavy Metal Emission and Emission Reduction Policy in Power Industry" were published in iScience, a sub-issue of Cell; The research results on "Climate Impact and Emission Reduction Policy of Power Grid Infrastructure" were published in Nature Sustainability, a sub-issue of Nature; the research results on "Environmental Health Impact of Ammonia Emission from Agricultural Sources and Ammonia Emission Reduction Strategy" were published in Nature Communications, a sub-issue of Nature. The Center has published a series of research results on "Supercritical CO2 Enhanced Shale Gas Exploitation" in Energy & Environmental Science, the world's top journal in the field of energy and environment, in conjunction with scholars from University of Chinese Academy of Sciences, Herry Watt University (UK), DWA Energy (UK), Monash University (Australia) and Los Alamos National Laboratory (United States). Professor Geng Yong's research results on "Carbon Labeling Practice and Strategic Interaction among Stakeholders" formed a monograph Carbon Labeling Practices, which was published in Springer, a world-famous technology publisher.
Based on the above research, more than 10 policy suggestions were adopted by the state and relevant departments throughout the year, and some of them were instructed by the central senior leaders. Among them, the research results of "High-level Forum on Energy and Mineral Resources Security under the Double Carbon Goal" jointly submitted by Professor Wang Anjian, Academician Chen Xiaohong and Academician Liu He, the policy suggestions on energy security put forward by the team led by Academician Liu He, and the policy suggestions on resource security put forward by the team led by Professor Geng Yong have all been instructed by the central senior leaders. Global Mineral Resources Situation Report (2020), Global Mineral Resources Report 2021, Global Lithium, Cobalt, Nickel, Tin, Rare Earth and Potash Resources Reserve Assessment Report, etc. have been released by the team to effectively enhance China's discourse power on global resource data and provide important decision support for China's mineral safety and sustained, stable and healthy development of the industry.

The practical application and cooperation with industries have generated great benefits. Through the cooperation with the leading enterprises in energy and environmental protection such as State Grid, Datang Group and Aerospace Kaitian and the application of the research results of "Theory, Method and Technology of Collaborative Digital Intelligence Management of Energy and Environment", an integrated digital intelligence management platform was established to implement the integrated and intelligent management innovation of energy and environment in all directions from the intelligent monitoring, energy efficiency optimization, pollution control, platform upgrade to engineering design mode, charging mode and operation mode, which has greatly improved the intelligent management level of energy and environment integration of these enterprises and achieved remarkable social, economic and ecological environmental benefits.
Facing the great demand of national energy security, a new mode of energy technology innovation, engineering management system and Industry-university-research cooperation was established. In 2021, the research results represented by "Digital Engineering Technology of Oilfield Water Injection" and "Research on Phase Behavior, Seepage Mechanism and Integrated Stimulation and Transformation of Gulong Shale Oil" were closely combined with industrial practices. For the digital project of oilfield water injection, 981 wells have been drilled in four oilfields, including Daqing, Changqing, Jilin and Xinjiang, and five demonstration areas, including the central part of Xingqi District in Daqing, have been newly built, supporting the transformation of water drive development from fine to precise, and saving about 120 million yuan in measurement and adjustment costs. The basic research of Gulong shale oil has supported a major strategic breakthrough in Gulong shale oil exploration in Daqing Oilfield of PetroChina, with 1.268 billion tons of new predicted geological reserves.
Base on the characteristics of China's non-ferrous metal industry, an industrial Internet platform for nonferrous metallurgy industry has been developed in cooperation with Zhuzhou Smelter Group to effectively solve the problem of stability control under dynamic working conditions in zinc smelting process, so that the quality stability of zinc products reaches 99.996%, and the power consumption and zinc powder consumption per ton are reduced by 4.1% and 20%, respectively, which is superior to the international advanced indicators, realizing green and efficient production in the whole process, with the wide application prospects in complex processes such as nonferrous metallurgy and petrochemical industry.
Based on the big data security sharing technology and digital intelligence base developed by the center, the research and application of intelligent manufacturing safety production management and control platform were jointly carried out with CRCHI to provide the technical support for the accurate and real-time detection and control of safety problems in the whole area and whole process and the improvement of the intelligent degree of production safety management, and play a core supporting role for the safe production, digital and intelligent transformation and upgrading of enterprises in the mineral and energy resources development and utilization industries.
In view of the demands of intelligent transformation and upgrading of environmental services in the digital economy era, a dynamic analysis and integrated decision-making platform of big data for smart and environmental protection has been built with the results applied to the environmental service enterprises such as LIHER and Hasky Environmental Protection, significantly improving the assessment and monitoring capabilities of these enterprises on environmental pollution and helping energy, mining, chemical and manufacturing enterprises to achieve green, clean, low-carbon and efficient production.
There are many bright spots in the integration of high-end academic exchanges. The center has held many high-end academic seminars to promote the interdisciplinary integration, and cutting-edge academic exchanges have attracted wide attention. The center hosted a cutting-edge cross-academic forum, and nearly 20 academicians of the two academies and more than 100 experts and scholars from member units of the center jointly discussed the key and difficult problems and solutions of China's current resource and environmental management; a high-level forum on energy and mineral resources security under the dual-carbon goal was hosted with 10 academicians and many experts and scholars attending the meeting to conduct the in-depth discussions on ensuring China's energy and resources security and the realization of the dual-carbon goal; a seminar on engineering technology and management of Gulong shale oil was held to discuss the key scientific and technical issues faced by Gulong shale oil exploration and development and focus on the challenges and bottlenecks faced in the research and exploration of Gulong shale oil; many academic exchange meetings of the research team of the center were held, at which many scholars from minerals, energy, environment, management, information and other disciplines shared the latest research results and research ideas.

Among them, Academician Chen Xiaohong, Director of the Center, gave a conference report entitled "Digital Intelligence Governance Technology and Application Innovation in Smart Society" at the 2021 World Computing Conference, elaborating on the basic connotation of smart society, the challenges faced by smart society and a series of "neck-stuck" and subversive key technologies that need to be broken through urgently, and pointing out the new opportunities for the construction of smart society.
