Academician Chen Xiaohong Re-elected as Vice President of Provincial Representative Committee of Hunan Association for Science and Technology

On the morning of Dec 18, the 11th Provincial Representative Meeting of Hunan Association for Science and Technology (HNAST) was inaugurated in Changsha, Zhang Qingwei, Secretary of Hunan Provincial Committee of the CPC, was present and delivered a speech. He emphasized that all the societies and organizations of science and technologies at various levels and scientific and technical worker across Hunan Province should deeply learn and implement the Spirit of the 19th Central Committee of the Communist Party of China (CPC) and General Secretary Xi Jinping’s important view on technology innovation, be down-to-earth and hardworking, and forge ahead with determination and courage, quicken the building of technology innovation highlands with core competitiveness, and endeavor to make new achievements in the new journey in the new era. Zhang Yuzhuo, Secretary of the Leading Party Members Group of China Association for Science and Technology, made a video speech. Mao Weiming, Deputy Secretary of the CPC Hunan Provincial Committee and Governor of the People’s Government of Hunan Province, and Li Weiwei, President of Hunan Provincial Committee of the Chinese People's Political Consultative Conference, were present. It was presided over by Zhu Guoxian, Deputy Secretary of the CPC Hunan Provincial Committee.


Provincial leaders such as Li Dianxun, Wang Cheng, Xie Weijiang, Yang Haodong, Xie Jianhui and Chen Fei; Tian Hongqi, leader of Central South University; and academician representatives of CAS and CAE such as Zhang Yaoxue, Yu Qifeng, Yin Yulong, Chen Xiaohong, Wang Yaonan, Liu Shaojun, Chai Liyuan, Wu Yiqiang and Bai Lianyang, were present.

In the meeting, awards were granted to the second batch of “Outstanding Scientific and Technical Workers of Hunan Province”, the winner representatives of the 11th “Young Science Award of Hunan Province” and “the Most Beautiful Scientific and Technical Workers 2021”.


On the morning of Dec 19, in the 3rd Plenary Session of the 11th Provincial Representative Meeting of Hunan Association for Science and Technology (HNAST), the list of the president, vice presidents and standing members of the Provincial Representative Committee was announced. Academician Tian Hongqi, President of Central South University, was elected as the President of the 11th Provincial Representative Committee of Hunan Association for Science and Technology (HNAST). Academician Chen Xiaohong, HUTB Secretary, was elected as Vice President. She was re-elected after being selected as the Vice President of the 10th Provincial Representative Committee of Hunan Association for Science and Technology (HNAST), and this fully reflects her reputation and influence in the field of science and technology.


Chen Xiaohong, China’ renowned expert in management science and engineering, engineering management and data intelligence, an academician of the Chinese Academy of Engineering, HUTB Secretary, Honorary Dean and Chief Academic Leader of Business School of Central South University, first-grade professor, and doctoral supervisor. Academician Chen currently is a committee member of the National Natural Science Foundation of China, the convenor of Management Science and Engineering Discipline Appraisal Group of Assessment Group of Academic Degree Committee of the State Council, a member of National Committee of the Chinese People’s Political Consultative Conference, deputy director of Management Science Division of Science and Technology Commission of Ministry of Education, a member of Management Science Division of Department of Social Sciences of Ministry of Education, Vice Chairman of Academician Advisory Committee of Hunan Province, Vice Chairman of Hunan Association for Science and Technology (HNAST), Head of 2011 Collaborative Innovation Center of Hunan Two-Oriented Society and Ecological Civilization, Director of Key Laboratory of Hunan Province for Mobile Business Intelligence, leader of the Advisory Specialist Group for Ecological Civilization System Reform of Hunan Province, and served as the vice director of Administration Committee of National “Two-oriented Society” Comprehensive Reform Pilot Area of Changsha-Zhuzhou-Xiangtan City Group, and a member of China National MBA Education Supervisory Committee.


Academician Chen Xiaohong serves as Director of National Basic Science Center for “Resource and Environment Management Theories in the Era of Digital Economy and Application”, and Director and Chair Professor of NSFC-funded Innovative Research Groups, “Cheung Kong Scholars Innovation Team” of Ministry of Education, National First-class Key Principle “Management Science and Engineering”, and national-level teaching team and national-level characteristic speciality, and is also the winner of The National Science Fund for Distinguished Young Scholars. She is the first-level and second-level trans-century academic leader of the first-batch talents in the national “Ten Million Talent Project” , and has been an expert receiving the special government allowance of the State Council since 1999. She also holds the posts as Vice Chairman of Society of Management Science and Engineering of China, President of Advisory Committee of Chinese Academy of Management, Director of Hunan Artificial Intelligence Association, and is elected as a leading talent in the Philosophy and Social Sciences of “National High-Level Talents Special Support Program (Leading Talent of Technological Innovation of Ten-Thousands Talents Program” organized by Organization Department of the Central Committee of the Communist Party of China, the specially-appointed professor of the First “Furong Scholar Program” and was awarded the contribution prize as a specially-appointed professor, and was also a winner of Fudan Management Award for Outstanding Contribution, and Fudan Management Excellence Award and Guangzhao Science and Technology Award. As one of the first batch of China’s Outstanding Social Scientists, a national-level outstanding teacher, a national “woman pace-setter”, and a member of the “10th Five-year” and “11th Five-year” Plan Expert Committee of Hunan Province, Academician Chen Xiaohong has been long appointed as economic counselor by government sectors and large enterprises, and works as editor-in-chief, associate editor and editorial board member for over ten renowned domestic and foreign academic journals, such as Applied Energy, Frontiers of Engineering Management, Journal of Industrial and Management Optimization, Systems Engineering - Theory & Practice, etc.

Academician Chen Xiaohong has been long engaged in research in decision theory and decision support systems, big data analysis, SME financing, resource-conserving and environment-friendly society and ecological civilization, and her findings have exerted significant impacts in academic circles at home and abroad. In the field of decision theory and decision support systems, she proposed the management thought of “four-dimensional precision control”, established the “integrated dynamic intelligent quantification” management decision-making theory; in the field of resource and environment big data analysis technology R&D, she developed the IOT big data analysis and decision system integrating real-time monitoring, evaluation analysis, knowledge management and scheme generation, which has realized new technology embedding and process optimal management of resource development and environmental protection projects, and provided important decision references for efficient and green development of metal resources, and precision treatment of regional and basin pollution; in the field of SME financing, her theory of gradually establishing the SME-oriented financial system was recognized by Zhu Rongji, the then Premier of the State Council and attracted extensive attention of the academic and business circles; in the field of “resource-conserving and environment-friendly” engineering system construction and green management model reform and innovation, she took the lead in building 16 green engineering standards, such as “resource-conserving and environment-friendly” standard index system and energy conservation and pollution reduction standards, filling the gap in the “resource-conserving and environment-friendly” engineering management standard systems.

Academician Chen Xiaohong headed over 30 major and key national-level projects, including NSFC-funded innovative research group projects, major projects, major international cooperation projects, key projects, projects of excellent young scholars funded by National Science Fund, national key scientific and technological projects during the “9th Five-year Plan”, the “10th Five-year Plan” and the “11th Five-year Plan”, and key social science projects of Ministry of Education. Academician Chen Xiaohong has published over 380 papers retrieved by important academic journals at home and abroad, among which more than 60 belong to the top 1% of ESI highly-cited papers; she was elected on the list of “Global Highly Cited Scientists” for consecutively three years from 2018 to 2020. She has also published 23 monographs, and obtained the first prize for Outstanding Achievements of Humanities and Social Sciences with the Book of Evaluation of the Resource-conserving and Environment-friendly Society Theory and Practice. As the first accomplisher, she has obtained 15 national and ministerial (provincial) awards of scientific research such as 1 second prize for National Scientific and Technological Progress, 1 first prize and 2 second prizes for Outstanding Achievements of Humanities and Social Sciences in the Ministry of Education, 1 first prize and 1 second prize in Science and Technology in Chinese Universities, first prize and second prize for Hunan Provincial Scientific and Technological Progress. In teaching, she has got 2 second prizes for National Teaching Achievements and 1 national superior course. She has received 31 National Invention Patents and 22 Computer Software Copyrights. What’s more, she has supervised a large number of outstanding doctorates and masters.
