HUTB and Changsha Municipal People's Government Sign an Agreement on the Co-construction of Changsha Artificial Intelligence Social Laboratory

On December 10, the launching ceremony of Changsha National Science and Technology Innovation Center and 2021 Central (Changsha) Artificial Intelligence Industry Expo were held in Changsha International Convention and Exhibition Center, and attended by Wu Guiying, a member of the Standing Committee of Hunan Provincial CPC Committee and the Secretariat of Changsha Municipal CPC Committee, Zhang Dafang, Vice Chairman of Hunan Provincial Committee of the Chinese People's Political Consultative Conference, Chairman of Hunan Provincial Committee of Jiusan Society and other provincial leaders. Qiu Jixing, Vice Mayor of Changsha Municipal People's Government, interpreted the Implementation Opinions on Accelerating the Construction of National Science and Technology Innovation Center and officially released the Ten Major Science and Technology Innovation Landmark Projects.

Chen Xiaohong, Party Secretary and CAE Academician, spoke as representatives of academicians and experts. She pointed out that today's world is at the intersection of a new round of S&T revolution and industrial transformation. Innovation has become the first driving force to lead development and is at the core of national development. The new generation of digital technology represented by artificial intelligence has become a new engine to promote economic and social development. When presiding over the ninth collective study of the Political Bureau of the 19th CPC Central Committee, General Secretary Xi Jinping emphasized that it is necessary to deeply understand the great significance of accelerating the development of a new generation of artificial intelligence, promote its deep integration with economic and social development, and accelerate the healthy development of China's new generation of artificial intelligence industry. Changsha National Science and Technology Innovation Center reflects its positive response to the national strategy, the implementation of the spirit of General Secretary Xi Jinping's important speech, and its powerful role in promoting Hunan's strategic positioning and mission of "Three Highlands and Four New Missions" and building a modern new Hunan.

Academician Chen Xiaohong believes that Changsha has three national development platforms such as Changsha-Zhuzhou-Xiangtan National Independent Innovation Demonstration Zone, Xiangjiang New Area and Pilot Free Trade Zone. We are vigorously promoting the construction of "two mountains" and "two zones", such as Yuelu Mountain University Science and Technology City, Malanshan Video and Cultural Creation Park, Changsha-Zhuzhou-Xiangtan National Independent Innovation Demonstration Zone and National New Generation Artificial Intelligence Innovation and Development Pilot Zone. Changsha has advantageous industries such as construction machinery, biological seed industry, new materials, medical equipment and artificial intelligence. Especially in the field of artificial intelligence, Changsha has more than 20 universities and research institutes engaged in the research and development and application of artificial intelligence technology and equipment, and has more than 20,000 researchers related to the artificial intelligence industry; there are more than 2,400 core and related enterprises. In 2020, the scale of core industries will reach 10 billion yuan and that of related industries will reach 45 billion yuan. Therefore, Changsha has a solid foundation for building a national science and technology innovation center, and its future can be expected. This is both a great opportunity and a great mission for our scientific and technological workers in Changsha.

Academician Chen Xiaohong said that facing the major strategic needs of the country and the mission of the times, HUTB will actively participate in the construction of artificial intelligence innovation center, carry out research on basic common key technologies of artificial intelligence from the four elements of artificial intelligence such as data, algorithm, computing power and knowledge according to the requirements of the Three-Year Action Plan (2021-2023) for Changsha to Build a National New Generation Artificial Intelligence Innovation and Development Pilot Zone issued by Changsha Municipal People's Government in June this year, focusing on key application fields such as intelligent manufacturing and intelligent transportation, conduct relevant research on the application and integration of artificial intelligence support technology, build an artificial intelligence demonstration system, solve the technical bottleneck through artificial intelligence technology innovation, help Changsha improve the modernization level of social governance capacity, provide Changsha experience for national social governance modernization, economic and social development, digital economy development, etc., and demonstrate the responsibility of HUTB.

Under the witness of leaders, academicians and experts attending the meeting, Qiu Jixing, Vice Mayor of Changsha Municipal People's Government, and Guo Lifu, Director of Management Committee of Changsha National High-tech Industrial Development Zone, formally signed an agreement with HUTB to jointly build Changsha Artificial Intelligence Social Laboratory by government and university or district and university.

It is reported that in the launching ceremony of Changsha National Science and Technology Innovation Center, HUTB is the only university that independently signed a project co-construction agreement with Changsha Municipal People's Government, which fully embodies the strong scientific and technological strength of the team led by Academician Chen Xiaohong and HUTB in the field of artificial intelligence. HUTB will take this opportunity to further promote the research on artificial intelligence technology innovation, widely convey the concept and value of urban digital transformation, promote the deep integration and development of artificial intelligence and real economy, and contribute the wisdom and strength of HUTB to the construction of a national science and technology innovation center in Changsha and the implementation of the "Three Highlands and Four New Missions" strategy in Hunan Province.
