HUTB Holds the Awarding Ceremony for Newly Established Scientific Research Institutions and the Promotion Meeting for the Construction of First-class Disciplines and Scientific Research Institutions

On November 16, HUTB held the Awarding Ceremony for Newly Established Scientific Research Institution and the Promotion Meeting for the Construction of First-class Disciplines and Scientific Research Institutions in the lecture hall on the third floor of Lingnan Innovation Center which was attended by Chen Xiaohong, Party Secretary and CAE Academician, President Huang Xin, Wang Minggao, Director of Academic Committee, Vice Party Secretary Xiao Xiaoqin and other chief leaders and senior professors, participated in by the heads of relevant functional departments, leaders of key disciplines and directions, heads of key scientific research institutions and core backbone members, and presided over by President Huang Xin.

At the meeting, Vice President Liu Guoquan first read out the list of newly established scientific research institutions and the appointment documents of heads.

Chen Xiaohong, Party Secretary and CAE Academician, on behalf of HUBT, presented the plaque of newly established scientific research institutions to the heads of the Institute of Free Trade Zone Construction and China-Africa Economic and Trade Cooperation Strategy, the Institute of Artificial Intelligence Innovation, the Institute of Industrial Internet and Industrial Intelligence, the Institute of Data Intelligence and Smart Society, the Institute of Data Decision-making and Digital Economy, and the Institute of Intelligent Chip Technology Innovation.

Subsequently, Vice President Yi Mianyang and chief leader Li Dingjun respectively introduced the KPI assessment scheme of key research institutions of HUTB and the assessment scheme of first-class disciplines.

Chen Xiaohong, Party Secretary and CAE Academician made concluding remarks. She pointed out that the Awarding Ceremony for Newly Established Scientific Research Institution and the Promotion Meeting for the Construction of First-class Disciplines and Scientific Research Institutions are the concrete actions to further promote the implementation of the project "reach the peak and strive for excellence for innovation" put forward by the first Party Congress of HUTB. On behalf of HUTB, she expressed warm congratulations on the establishment of scientific research institutions and the first-class disciplines.

Party Secretary Chen Xiaohong put forward four requirements for the construction of scientific research institutions and first-class disciplines: first, take discipline construction as the guide, prepare the "big plan" to promote the development of HUTB and schools. We shall earnestly assume the main responsibility of discipline construction, take discipline construction as a major strategic project and systematic project according to discipline construction plan during the “14th Five-Year” Plan, deepen the inheritance and accumulation, promote the implementation, advance the high-quality development of HUTB with high-quality discipline construction, and resolutely put an end to the false planning, dare to innovate, and overtake in corners in the process of welcoming the new round of industrial and technological changes.

Second, take the construction of key scientific research institutions as the starting point, and constantly improve the visuality and influence of scientific researches. According to the requirements of "four orientations" put forward by General Secretary Xi, we shall adhere to the indomitable, innovation-led, problem-oriented and demand-driven scientific and technological development concepts, accelerate the integration into strategic development of "Three Highlands and Four New Missions", focus on new technologies, new industries, new formats and new models, take the mission of scientific and technological innovation bravely, and stimulate the original innovation vitality. We shall seize the development opportunities, identify the right entry point, give full play to the discipline advantages and scientific research characteristics, focus on the research and tackling of key important and cutting-edge issues, try to make greater breakthroughs in major projects and achievements, obtain a batch of high-level, high-quality and high-visibility research results, promote the transformation of scientific research development from "quantity-oriented" to "quality and characteristics as the core", and comprehensively enhance the core competence of HUTB to serve regional economic and social development.

Third, give full play to the demonstration and leading role of discipline (direction) leaders and heads of scientific research institutions. We shall find a correct position, adhere to the concept of "make outstanding achievements before having a position, and make more outstanding achievements at position”, want and dare to make achievements, and take the lead in producing high-level achievements. Only when you have real skills and "hard currency" can you speak, do things and lead the team. Meanwhile, we shall establish and lead a good team, give full play to the role of leading geese, conduct the characteristic research well around the established research fields, adhere to academic innovation and academic integrity, improve the team incentive policy oriented by achievements and contributions, selectively carry out research and tackling of key problems on major frontier issues, form a new force of scientific research and discipline construction that is good at tackling key problems and making achievements, continuously enhance its competitiveness and irreplaceability, and strive to promote scientific research and discipline construction of HUTB to a higher level.

Fourth, strengthen the assessment orientation of KPI indicators and promote the level of discipline and scientific research construction. We shall carefully sort out and strengthen the advantages and characteristics according to the KPI assessment indicators of disciplines and scientific research institutions, steadily push forward the tackling of various indicators, complete the construction tasks in 2022, and take the initiative to assume the heavy responsibility for the "double first-class" construction and "successful application for doctor station".

Finally, Chen Xiaohong, Party Secretary and CAE Academician hopes that all key academic leaders, academic direction leaders and heads of scientific research institutions will seize the important strategic opportunity period, cherish the trust and entrustment of HUTB, accelerate and forge ahead with a high sense of responsibility and mission, and contribute greater wisdom and strength to realize the strategic goal of "Three Upgrades and Three Highlands" and build an innovative first-class technology and business university.
