"Commence!" Recently, Chen Shu, a teacher of HUTB, posted the photos of the construction of sound insulation screens of Changsha West Second Ring Viaduct in WeChat Moments, which aroused the praises.


Teacher Chen Shu has been keeping a close eye on the noise control of bridges in Changsha for nine years. As early as January 2013, Chen Shu, then a member of Changsha CPPCC, submitted the Proposal on Improving the Construction and Management of Bridge Sound Insulation Facilities in Our City. Since then, Changsha has implemented the installation project of sound insulation screen in two batches, involving 36 bridges, including the setting of sound insulation screens about 24.6 km in the Hunan High Court section of East Second Ring, the viaduct at Department of Education of Hunan Province, and the viaduct of West Second Ring near Heyuan Community of Hunan University of Commerce. After the recommendations were implemented, Chen Shu paid a return visit to seven locations where the noise pollution was obvious and he had measured with decibel meter before, and found that sound insulation screens had been built, and the noise volume at the same location and at the same time was reduced by 8-20 decibels. The residents along the line reported that the noise volume at night was effectively controlled, and finally they could sleep well.
After being elected as a deputy to the Municipal People's Congress, Chen Shu continued to follow up, visit, shoot and investigate many bridges and surrounding communities with decibel meter and unmanned aerial vehicle, and submitted suggestions to the Congress twice. Chen Shu found in the investigation that, although the sound insulation facilities of bridges in Changsha were constantly being built and improved, but there were still some problems: First, the sound insulation facilities are still absent at some specific road sections. For example, Chen Shu received many calls and messages from teachers and students from School of International Business, reflecting that although there were sound insulation screens on the east side of the West Second Ring, there was no sound insulation screen on the east side of the School of International Business and Yaotang Community of Wangyue Street. In order to confirm the above situation, he specially brought the newly bought drone for aerial photography and found that this was the case; Second, with the construction and upgrading of bridges and roads, the original sound insulation facilities in some locations can no longer keep up with the demand. By June 2017, the number of motor vehicles in our city has exceeded 2 million, and many bridges and viaducts have been widened and upgraded. Under the superposition effect of faster speed, larger traffic volume and closer distance between viaducts and living areas, the noise has also increased, and the original sound insulation facilities have failed to keep up with the demand. For example, the viaduct of Pingtang Avenue was originally less than 50 m away from the Bailujun residential building. In 2018, the bridge was widened by adding two lanes on both sides based on the previous two-way six lanes, thus getting closer to the residential building. On December 14 of that year, Chen Shu measured a noise of 71 decibels in a household on the 12th floor of Building 26 in Bailujun with the peak level exceeding 80 decibels; third, the relevant organizations still lack the coordination when handing over the works. After the proposal was filed, the significant results have been achieved. The sound insulation screens at the viaduct of Pingtang Avenue and other places have been improved one after another. In order to prevent any omission in the process of handling suggestions, Chen Shu applied to look at the catalogue of the third batch of bridge sound insulation screen installation projects in Changsha. He was keenly aware that the section from the Economic Management Complex to the School of International Business on the east side of West Second Ring Elevated Road was not included in the catalogue. Therefore, Chen Shu promptly urged relevant departments to add the omitted position to the third phase project to report to the municipal government, and followed up at any time to get to know the progress.
In January, 2021, Chen Shu submitted his proposal again at the 7th session of the 15th Changsha Municipal People's Congress to supervise the declaration, review, design scheme and construction of the sound insulation screens on the side of HUTB in the West Second Ring. At the beginning of 2021, Changsha held a special research conference on the setting of sound insulation screens for urban bridges, It was decided to implement the instructions of the Municipal People's Government in 2020 on the Request for Instructions on Setting the Third Batch of Sound Insulation Screens in Changsha City(CCGZ [2020] No.29). During the year, 10 bridges to be added with sound insulation screens will be constructed in the urban area, including the Changyi Overpass on the west side of HUTB, 30m from north to south of the main bridge and 230 m from south to east of the ramp, which was shot from a drone.
Adhering to the concept of "I do practical things for the masses", Chen Shu is not satisfied with the communications by phone and letters, but keeps in touch with the leaders of the municipal government, the directors, the responsible persons of functional offices and the front-line construction personnel, makes on-the-spot investigations at any time, and negotiates, understands and follows up the whole handling process of the proposal of NPC deputies. On October 14, after learning that the third phase of the sound insulation screen project had started construction recently, he proposed to the relevant responsible person that "Please tell the construction workers my phone number, and tell me one day in advance where the sound insulation screen will be repaired.
