Chen Xiaohong, HUTB Party Secretary and CAE Academician, Attends the World Computing Conference 2021 and Gives Speech

 The World Computing Conference 2021 was held in Changsha International Conference Center on the morning of September 17. Xu Dazhe, Secretary of Hunan Provincial Party Committee and Director of the Standing Committee of Hunan Provincial People's Congress, attended the opening ceremony and delivered a speech. Mao Weiming, Vice Secretary of Hunan Provincial Party Committee and Governor of Hunan Province, presided over the ceremony. Wang Zhijun, Deputy Vice Minister of the Ministry of Industry and Information Technology, delivered a speech. Provincial leaders Xie Jianhui, Zhang Jianfei, Wu Guiying and Chen Fei, as well as Chinese and foreign academicians, domestic and foreign well-known industry experts, scholars and enterprise representatives in computing related fields attended the conference. Yang Xuejun, Academician of Chinese Academy of Sciences and President of Academy of Military Sciences, Liu Liehong, Secretary of the Party Leadership Group and Chairman of China United Network Communications Group Co., Ltd., Liu Qingfeng, Chairman of Iflytek Co., Ltd., John Hennessy, Turing Award winner, Zhou Xiangyu, Academician of Chinese Academy of Sciences, Chen Liming, Chairman of IBM Greater China, and Chen Xiaohong, HUTB Party Secretary and CAE Academician, were invited to attend and give speeches.

Secretary Xu Dazhe said in his speech that on September 16 ~ 18 last year, General Secretary Xi Jinping visited Hunan and drew up the grand blueprint of "Three Highlands, Four New Missions" that injects strong impetus to the development of Hunan. Keeping in mind the earnest entrust of General Secretary Xi Jinping, the whole province is vigorously implementing the "Three Highlands, Four New Missions" strategy and striving to build a new modern Hunan. In this context, the supporting role of computing and related industries has become more prominent. Next, we will focus on such fields as information and innovation engineering, new display, new generation semiconductor, intensify efforts to make major breakthroughs in core technologies in key fields, shore up points of weakness and promote areas of strength to lay a solid foundation for the development of computing industry. We will accelerate the construction of "national brand" platforms, such as National Network Security Industrial Park (Changsha), National Internet of Vehicles Pilot Zone, National New Generation Artificial Intelligence Innovation and Development Pilot Zone, Malanshan Video Cultural & Creative Industrial Park, etc., to promote the agglomeration of computing industry clusters. We will speed up the construction of new infrastructure, focus on the development of smart cities, promote the in-depth integration of computing industry with intelligent manufacturing and other emerging industries, improve the quality and efficiency of digital economy, so as to provide strong support for building China into a manufacturer of quality and enhancing its strength in cyberspace and digital technology.

Governor Mao Weiming said that in recent years, Hunan has actively built a "two core + one ecosystem" computing system with Phytium/Kunpeng CPUs and Kylin operating system as the core. A group of academicians, experts and scholars have gathered together and a group of computing entrepreneurs have emerged. The scale of digital economy in Hunan has been growing continuously. At present, the Computing Era is surging forward. To hold the World Computing Conference and build a platform for international exchanges and cooperation is an important measure for Hunan to comply with the development trend of global computing technology and industry, gather top scientists and well-known entrepreneurs to exchange ideas, display application achievements and promote the vigorous development of the industry. Hunan Province will through this conference seize the opportunity of industrial digitalization and digital industrialization, build computing brand, promote algorithm empowerment, build computational ecology, seize the commanding heights of global computing industry, and join hands with all parties to discuss cooperation in computing industry and draw a bright future in the digital era.

After the opening ceremony, Chen Fei, Vice Governor of Hunan Province, presided over the opening forum. Chen Xiaohong, HUTB Party Secretary and CAE Academician, delivered a speech titled "digital-intelligent governance technology for smart society and application innovation", in which she expounded on the basic connotation of smart society, challenges facing the smart society and a series of stranglehold, disruptive core technologies that need to be broken through, put forward systematic and modern strategy for governance of smart society from the perspectives of strategic goals, scientific ideas, strategic focus and countermeasures, analyzed the innovative application of digital twin, Internet of Things, block chain, artificial intelligence and other new-generation information technologies in smart society governance, and introduced the practice and explorations of her team in digital-intelligent governance of smart society in terms of basic technology for data intelligence, public emergency management, intelligent control of resources and environment, etc.

Academician Chen pointed out that smart society has ushered in new opportunities. First, the construction of smart cities brings opportunities; second, integration of new-generation information technologies draws out a blueprint for future smart society; third, the state attaches great importance to the research on sci-tech innovation for smart society and social governance. Ministry of Science and Technology has put focus on the sci-tech innovation for smart society. However, there is still a long way to go to realize the goal of smart society. We need to seize the opportunities brought by new-generation information technologies, try to build a modern smart society governance system by empowering people, cities and society, constantly improve the modern governance level of smart society, and finally realize the grand vision of smart society.

This conference was hosted by Hunan Provincial People's Government and the Ministry of Industry and Information Technology with the theme of "Compute Everything · Witness Hunan's Future -- New Pattern of Computing Industry". In addition to the opening ceremony and opening forum, there were also 6 theme summits, 3 special activities, 2 competitions, as well as famous lectures, international academic exchange for young scholars, achievement exhibition and other activities.
