Second Training Class of "Cadre Lecture Hall" Held by HUTB

From July 16 to 17, the second training course of "Cadre Lecture Hall" was held in the lecture hall of Economic Management Complex with a training live broadcast session in Yingcai Lecture Hall, Library of HUTB, and attended by Chen Xiaohong, Party Secretary and CAE Academy, Huang Xin, Vice Party Secretary and President, Xiao Xiaoqin, Vice Party Secretary, and all other leaders and Party Committee members. The keynote speakers of the training course are respectively Chen Xiaohong, Party Secretary and CAE Academy, Professor Luo Pinghan, Director of the Teaching and Research Department of CPC History of the Party School of the CPC Central Committee (National School of Administration), Researcher Huang Qunhui, Director of the Institute of Economics of Chinese Academy of Social Sciences, Pan Biling, Member of the Standing Committee of the National Committee of the Chinese People's Political Consultative Conference and Deputy Director (department level) of Ecology and Environment Department of Hunan. More than 1,000 people, including the cadres at or above the deputy section level, Party branch secretaries, organizers, department (teaching and research section, center) directors, counselors, new faculty and staff after 2018, and full-time teachers who volunteered to participate in, attended the training.

Four lectures of this training course were presided over by Chen Xiaohong, Party Secretary and CAE Academician, Huang Xin, Deputy Party Secretary and President, and Xiao Xiaoqin, Deputy Party Secretary.

Director Luo Pinghan, with the title of "the struggle course and basic experience of the Communist Party of China", focused on "realizing the great rejuvenation of the Chinese nation" and based on the spirit of General Secretary Xi Jinping's important speech on July 1, deeply interpreted four important issues such as "why did the Communist Party of China gain the national political power?", "How do you view the Party's exploration of China's socialist road?", "Why did China's reform and opening up succeed?", "The basic experience and important enlightenment gained during 100-year struggle?"

Director Luo Pinghan pointed out that the reason why the Communist Party of China can gain the national political power is that under the correct guidance of the new democratic theory, the Party has formulated principles and policies in line with China's reality, and gradually formed a high prestige and strong central leadership collective with Mao Zedong as the core through the Zunyi Conference. Communist Party of China has led the people in the arduous exploration of China's own socialist construction road, which has not only made great achievements, but also made some mistakes and setbacks, which shall be viewed from a scientific and dialectical perspective. The success of China's reform and opening up is due to the strong leadership of the Party, the support of the people of the whole country, the correct reform strategy, the proper summing up of historical experience, emancipation of mind and encouragement of exploration.

Director Luo Pinghan emphasized that on the basis of achieving the goal of the first century, building a well-off society in an all-round way, and historically solving the problem of absolute poverty, for the purpose of achieving the goal of second century as scheduled, we shall adhere to the strong leadership of the Communist Party of China; unite and lead the Chinese people to strive for a better life; continue to promote the sinicization of Marxism; uphold and develop socialism with Chinese characteristics; speed up the modernization of national defense and the army; constantly promote the building of a community with shared future for mankind; carry out a great struggle with many new historical characteristics; strengthen the great unity of the sons and daughters of China; constantly push forward the new great project of Party building.

Director Huang Qunhui, focusing on the Proposals for Formulating the 14th Five-Year Plan (2021-2025) for National Economic and Social Development and the Long-Range Objectives Through the Year 2035, systematically interpreted the "new development stage, new development pattern and China's economic development in the 14th Five-Year Plan" from three areas: "strategic opportunity period and great change unseen in a century", "perfect the domestic demand system and expand the investment space" and "several key points in the 14th Five-Year Plan Period".

Director Huang Qunhui showed clearly that entering a new development stage, implementing a new development concept and building a new development pattern are determined by the theoretical logic, historical logic and realistic logic of China's economic and social development. Entering a new development stage clarifies the historical position of China's development, implementing a new development concept clarifies the guiding principles of China's modernization, and constructing a new development pattern clarifies the path choice of China's economic modernization. He believes that the unprecedented change in the past century is reflected in the major changes facing the real economy of production and trade, the serious difficulties in global financial and macroeconomic governance, and the profound adjustment of international power balance, and the overall strategic situation of the great rejuvenation of the Chinese nation is reflected in the "two centennial goals".

Director Huang Qunhui emphasized that, during the 14th Five-Year Plan period, we shall adhere to the core position of innovation in the overall situation of China's modernization, take self-reliance in science and technology as the strategic support for national development, implement the strategies of rejuvenating the country through science and education, strengthening the country through talents and driving development through innovation facing the forefront of world science and technology, the main battlefield of economy, the major needs of the country and people's lives and health, improve the national innovation system, and accelerate the construction of a powerful country through science and technology. By 2035, we will achieve major breakthroughs in key core technologies and become the leading innovative country. We shall persist in focusing on the real economy, unswervingly build a manufacturing power, a quality power, a network power and a digital China, promote the upgrading of the industrial base and the modernization of the industrial chain, and improve the economic quality and efficiency and core competitiveness. Upgrade the modernization of industrial chain and supply chain, develop the strategic emerging industries, accelerate the development of modern service industry, promote the infrastructure construction as a whole, accelerate the construction of a transportation power, promote the energy revolution and advance the digital development.

Chen Xiaohong, Party Secretary and CAE Academy gave a keynote report entitled "keep the Party, people, responsibility and precept in the heart". She made a comprehensive exposition around three parts: "profoundly understanding the new goals, new tasks and new requirements", "accurately grasping the standards of good cadres in the new era", "earnestly managing the style of work, changing the style of study, improving quality and seeking innovation". She deeply interpreted the spirit of General Secretary Xi Jinping's important speech at the celebration of the 100th anniversary of the founding of the Communist Party of China. She thought that the speech is strategically advantageous, broad in vision, incisive and profound, and shocking, comprehensively reviewed the 100-year historical process of our Party, systematically summarized our Party's achievements in laying the foundation and creating brilliant achievements in the past century, profoundly clarified the development law of our Party's independence and practice creation in the past century, and scientifically looked forward to the grand blueprint of our Party's pioneering, enterprising and moving towards the future. It is a Marxist programmatic document full of truth power.

Secretary Chen Xiaohong emphasized that all cadres shall identify the direction in the unprecedented changes in a century, according to the call issued by the First Party Congress of HUTB to strive to build an innovative first-class technology and business university with distinctive characteristics, courageously shoulder the glorious mission of HUTB in the new era, focus on the strategic goal of "Three Upgrades and Three Highlands" to promote a new historical leap, and strive to achieve the development goals planned by HUTB by 2025, 2035 and even longer. All cadres shall meet the standards and requirements of good cadres, Be "loyal and clean", constantly improve the political "three forces", enhance "four consciousnesses", strengthen "four self-confidences" and achieve "two maintenance", encourage yourself with the spiritual pedigree of the Communist Party of China such as "two bombs spirit", "Daqing spirit" and "manned spaceflight spirit", constantly improve the self-cultivation, comprehensive quality, leadership art, and work ability, so as to "stress on the rule, procedure, reason, love, and dedication", and enhance "the powers of leadership, institution, execution, culture and innovation". Do not be an idle cadre and try to be a capable cadre.

Secretary Chen Xiaohong said, "For the proper governance, the people is the key". After the political line is determined, cadres are the decisive factors. At present, HUTB is in an important period of strategic opportunities and a critical period of development. Party Congress has drawn a blueprint for future development, and the broad masses of cadres have great potential and achievements. We shall cherish the hard-won achievements, constantly improve their comprehensive quality, strive to become good cadres who can accomplish the things cleanly, and show new responsibilities and new actions in promoting HUTB to achieve a new historical leap. She believes that with the cadres and workers of the whole university uniting as one, starting a business and taking on dedication, HUTB will surely carry forward the past and forge ahead into the future, achieve a new leap, write a new chapter and create a better tomorrow.

Standing Committee member Pan Biling, focusing on the theme of "thoroughly implementing the ecological civilization thought of Xi Jinping and resolutely guarding a river and clear water”, expounded in depth from five aspects, such as "the background of ecological civilization", "the main contents of Xi Jinping's ecological civilization thought", "the relevant requirements of ecological environment protection in the Yangtze River Economic Belt", "the practice of "guarding a river and clear water" in our province" and "the case of high-quality development and high-level protection".

Standing Committee member Pan Biling pointed out that the development of human civilization has gone through four stages such as the primitive civilization with "chaos between man and nature", agricultural civilization with "gradual separation between man and nature", industrial civilization with "contradiction between man and nature" and ecological civilization with "unity between man and nature". He believes that ecological civilization is a civilized form based on the carrying capacity of environmental resources, with the laws of nature as the criterion, taking sustainable social and economic policies as the means, and devoting itself to constructing a harmonious development between man and nature. The construction of ecological civilization is an inevitable choice for China to realize the scientific development and solve the ecological and environmental problems.

Standing Committee member Pan Biling stressed that it is necessary to thoroughly implement the ecological civilization thought of Xi Jinping, adhere to the profound historical view that ecological prosperity leads to civilization prosperity and ecological decline leads to civilization decline, the scientific view that the man and nature are the community of life, the green development concept that the green hills and clear waters are mountains of gold and silver, the basic concept of people's livelihood that the good ecological environment is the most inclusive well-being, the overall system concept that the the management of landscapes, forests, lakes and grasses shall be coordinated, the strict concept of rule of law that the strictest ecological environment protection system is implemented, the national action concept that the whole society shall take part in, and the win-win global concept of building a clean and beautiful world. He also introduced in detail the relevant requirements of ecological environment protection in the Yangtze River Economic Belt and the practice of "guarding a river and clear water" in Hunan Province, and cited outstanding successful cases in terms of ecological agriculture, ecological industry, ecological service industry, industrial integration development, innovative development, regional transformation and upgrading, ecological demonstration and harmonious development.

After the training course, the secondary Party organizations and units quickly organized the concentrated study and discussion. Everyone said that, through this training course, they deeply studied the spirit of General Secretary Xi Jinping's important speech on July 1, understood General Secretary Xi Jinping's ecological civilization thought, got to know the new development stage, new development pattern and the basic laws of China's economy during the 14th Five-Year Plan period, understood the connotation, standards and requirements of good cadres, enhanced the endogenous motivation of starting a business, and would further implement the work requirements of the Party Committee of HUTB on " managing the style of work, changing the style of study, improving quality and seeking innovation", apply the learning results of training courses to work practice, and make greater contributions to the development goals planned by HUTB by 2025, 2035 and even longer.
