On the morning of July 9, the inaugural meeting of the Federation of Returned Overseas Chinese of HUTB was held in Conference Room 301 in the No.2 Office Building, attended by Chen Xiaohong, Party Secretary of HUTB and CAE Academician, Huang Fang, Party Secretary and Vice Chairman of Hunan Federation of Returned Overseas Chinese, Xiao Xiaoqin, Vice Party Secretary of HUTB and Gan Dejian, Vice President of HUTB, participated in by the representatives of overseas Chinese-related personnel of secondary Party organizations and heads of relevant departments, and presided over by Vice Secretary Xiao Xiaoqin.

At the meeting, the staff read out the Reply of the Party Organization of Hunan Federation of Returned Overseas Chinese on the Establishment of HUTB Federation of Returned Overseas Chinese and its First Leading Group. Li Zhongping, Deputy Director of CPC Organization and United Front Work Department of HUTB, made a report on the preparatory work for the meeting and explained the drafting of Articles of HUTB Federation of Returned Overseas Chinese (Draft).

Chen Shu, Luo Xiaoge, Luo Xiaoyu, Liao Xiaoqing and Xu Ge were elected as members of the First Committee of the Federation of Returned Overseas Chinese of HUTB. Subsequently, Luo Xiaoge was elected by the members of first committee as the chairman of the first committee, Xu Ge and Chen Shu as vice chairmen, and Liao Xiaoqing as the secretary.

Luo Xiaoge, the newly elected chairman of the Federation of Returned Overseas Chinese of HUTB, made a speech at the meeting, saying that she felt both responsible and honored. In the following work, she will cooperate with the members of the Federation of Returned Overseas Chinese of HUTB to unify the thinking, raise the awareness, constantly consolidate the mass base of the Federation of Returned Overseas Chinese of HUTB, and build the Federation into a vibrant home for overseas Chinese trusted by the overseas Chinese community in the university; collect the wisdom of overseas Chinese, give full play to their strength, and actively serve the development of various undertakings in the university; improve the mechanism, innovate the ideas, and strive to improve the work level of the Federation of Returned Overseas Chinese of HUTB.

He Jun, executive vice chairman of the Federation of Returned Overseas Chinese of Central South University (CSU) and dean of the CSU Undergraduate School, delivered a congratulatory speech on behalf of brother universities of HUTB. He sincerely wished the Federation of Returned Overseas Chinese of HUTB to forge ahead and act positively under the guidance of the Hunan Federation of Returned Overseas Chinese and the leadership of the Party Committee of HUTB. He hoped that the Federations of Returned Overseas Chinese of both universities could strengthen the exchanges, enhance the friendship, unite and forge ahead, and make new and greater contributions to promoting Hunan's strategy of "three highlands and four new missions".

Chen Xiaohong, Party Secretary of HUTB and CAE Academician, delivered a speech at the meeting. She pointed out that it was of great significance to hold the inaugural meeting of the Federation of Returned Overseas Chinese of HUTB at a time when the whole Party was carrying out in-depth study and education of Party history and implementing the spirit of General Secretary Xi Jinping's important speech on July 1. The establishment of the Federation of Returned Overseas Chinese of HUTB will open up a new channel for HUTB to attract talents, strengthen overseas ties and enhance international popularity; it will further unite the strength of returned overseas Chinese and their relatives, overseas students and their families, and provide an important driving force for the development of various undertakings in HUTB. Secretary Chen put forward three requirements for properly performing the works of Federation of Returned Overseas Chinese of HUTB. First, it is necessary to make a plan from a high starting point and promote the plan with high requirements, create a new situation in the affairs of overseas Chinese, and truly build the Federation into a base for overseas Chinese to study and educate, a platform for advices and suggestions, a cradle for growth and success, and a home for making friends. Second, it is important to strengthen the political construction, style construction, system construction and team building, educate and guide the members to strengthen their self-cultivation, cultivate the noble characters, strive to achieve a good image, good personality and good popularity, and fully display the good image of overseas Chinese in the new period. Third, it is required to give full play to the unique role of the Federation in training the talents, serving the local and conducting the overseas exchange, act as a go-between for the international academic exchanges, talent introduction and scientific research cooperation of HUTB, actively participate in the administration and discussion of state affairs, and help build a modern new Hunan.

Huang Fang, Party Secretary and Vice Chairman of Hunan Federation of Returned Overseas Chinese, delivered a speech at the meeting. On behalf of Hunan Federation of Returned Overseas Chinese, she congratulated the establishment of the Federation of Returned Overseas Chinese of HUTB and praised the fruitful achievements by HUTB since the 13th Five-Year Plan. She expressed the hope that the Federation of Returned Overseas Chinese of HUTB will strengthen the political guidance from a high position and strive to be the adherent and communicator of patriotism, integrate the personal dream into the great practice of sharing the Chinese dream, maximize the cohesion of the tremendous energy of the vast number of overseas Chinese, and bring together the majestic strength for realizing the "Chinese Dream"; improve the service for overseas Chinese with excellent mechanism, innovate the service carriers, promote the sharing of platform resources, truly gather the overseas Chinese with emotion and unite the overseas Chinese with whole heart, and provide the strong talent guarantee and intellectual support for promoting the high-quality development of HUTB; serve the overall goal with cohesion, give full play to the unique advantages of the federations of overseas Chinese which connect the government with the market, and link China with the foreign countries, strengthen the high-end leading role for high-level talents, and actively help to match with the actual development of regional industries; constantly emancipate the minds, blaze new trails, bring the strength of overseas Chinese into the new journey of building a modern new Hunan, and devote itself to writing a new chapter of socialism with Chinese characteristics in Hunan in the new era with the actual achievements.
