Comrade Huang Xin delivered an opening speech. He pointed out that in the past six years, HUTB, under the correct leadership of Hunan Provincial Committee and People’s Government of Hunan Province and the guidance by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, deeply studied and implemented the spirit of the 19th National Congress of the CPC and the Second, Third, Fourth and Fifth Plenary Sessions, always adhered to the leadership of the Party, insisted on the socialist direction of running schools, sticked to the fundamental task of fostering the virtue through education, solidly promoting the “Three-upgrade Strategy” of “upgrading second batch of undergraduate to first batch of undergraduate, upgrading college to university and upgrading to doctoral program”, and excellently completed the objectives and tasks set by the Party Congress. The scale of HUTB has been continuously expanded, the conditions for running schools have been significantly improved, the Party's construction has achieved remarkable results, and its comprehensive strength and level of running schools have been greatly improved. Comrade Jiang Changzhong, on behalf of the Education Commission of the CPC Hunan Provincial Committee and Department of Education of Hunan Province, expressed warm congratulations on the convening of the First Party Congress of HUTB. He pointed out that over the past six years, under the leadership of the Party Committee of HUTB, all teachers, students and employees did not forget the initiative mind, forged head, kept pace with the times, pioneered and innovated. HUTB has achieved all-round development in various undertakings. New breakthroughs have been made towards the strategy of "Three-upgrade". It has been officially renamed Hunan University of Technology and Business and successfully incorporated into the first batch of undergraduate enrollment in Hunan Province. It has been successfully approved to award the doctoral degree in Hunan Province. The education level of HUTB has achieved a historic leap, the campus has undergone historic changes, and the comprehensive strength of the teaching staff has steadily increased. According to the report, Party Committee of HUTB has thoroughly implemented Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era in the past six years, gathered the teachers, students and employees, internally struggled forward under the guidance of "Three-upgrade Strategy", externally made efforts to expand resources, issued the scientific decision-making, dared to take responsibility, paid close attention to implementation, made the hundredfold efforts, tasted the countless hardships, turned pressure into power, passivity into initiative, crisis into opportunity, and concentrated the efforts on solving many difficult problems that have not solved for long time, accomplished many major events that have not done in the past, promoted HUTB to achieve leapfrog development and successfully completed various tasks set forth by the Fourth Congress of HUTB and advanced the comprehensive strength and education of HUTB to a new level.

The report has summarized the work achievements and experiences in the past six years from ten aspects: the continuous progress made towards the "Three-upgrade Strategy", more outstanding effect of education, outstanding achievements in the construction of talent team, great improvement of ability of scientific research and innovation and the level of social services, the continuous deepening of comprehensive reform, the continuous expansion of open education pattern, the substantially enhanced well-being of teachers and students, the rapid development of beautiful campus construction, the effective implementation of higher-level decision-making arrangements, and the continuous strengthening of party building and ideological and political work. The development goals of HUTB are described as follows: after five years of construction, HUTB shall become anawarding institution of doctoral degree, an A-class university evaluated by the Ministry of Education and shall be listed in the first phalanx of industrial, commercial and financial universities; HUTB shall develop into a highland for training industrial and commercial financial talents, a highland for supporting the development of new technologies, new industries, new formats and new models, and a highland for serving the economic and social development of regions and countries. Generally speaking, the goals may be summarized as "Three Upgrades and Three Highs".

According to the report, for the purpose of achieving the goal of "Three Upgrades and Three Highs" and building an innovative first-class university with distinctive characteristics, the 14th Five-Year Plan shall be scientifically formulated to establish the first-class ideas, goals, standards, quality and mechanisms, improve the leadership, innovation, system, execution and cultural power, and create an entrepreneurial atmosphere that stresses rules, procedures, reasoning, dedication and affection, so as to effectively enhance the core competitiveness of HUTB and promote the high-quality development of various undertakings. According to the report, in the past six years, based on the spirit of 18th and 19th National Congresses of CPC and the plenary sessions of the Central Discipline Inspection Commission, Discipline Inspection Commission of HUTB has thoroughly implemented the work arrangements of Hunan Party Committee and Hunan Discipline Inspection Commission, fully performed the duties entrusted by the party constitution, focused on the central tasks of HUTB, strengthened the supervision, discipline enforcement and accountability, persevered in upholding integrity and discipline, and strengthened Party self-discipline, providing a strong political guarantee for the realization of "Three-upgrade Strategy" and the promotion of leapfrog development of HUTB.
