Frontier Interdisciplinary Academic Forum of National Center for Basic Science under National Natural Science Foundation of China Held at HUTB

On the morning of April 25, the frontier interdisciplinary academic forum of National Center for Basic Science of “Theory and Application of Resources and Environmental Management in the Era of Digital Economy” under National Natural Science Foundation of China, hosted by National Natural Science Foundation of China and co-organized by HUTB and Central South University (CSU), was held at the lecture hall on the 3rdfloor of the Innovation Center of Lingnan Campus, HUTB. The forum was attended by Academician Hou Zenqian, Deputy Director of National Natural Science Foundation of China, Academician He Huawu, member of party organization and Vice President of Chinese Academy of Engineering (CAE), CAE academicians, including Hu Wenrui, Sun Yongfu, He Jishan, Wang An, Cai Meifeng, Gui Weihua, Cao Yaofeng, Huang Weihe, Jin Zhixin, Lu Chunfang, Fan Guobin, Liu He, Huang Xiaowei, Dong Erdan, Xiang Jinwu and Tang Lixin, Chen Xiaohong, HUTB Party Secretary and CAE Academician, Yang Liexun, Deputy Director of Management Department of National Natural Science Foundation of China (who presides over the work), Li Jiangtao, Project Director of Management Department of National Natural Science Foundation of China, Huang Haitao, Deputy Director of the 3rdBureau of CAE, Nie Shuqin, Second-level Inspector of Engineering Management Department of CAE, and Chang Junqian, Second-level Researcher of Engineering Management Department of CAE, as well as experts and leaders from members of the National Center for Basic Science, including National Natural Science Foundation of China, CAE, Wuhan University, National University of Defense Technology, Harbin Institute of Technology, Jilin University, Beijing Jiaotong University, China Railway Construction Heavy Industry Corporation Limited, Yuelu Mountain National University Science and Technology Town, CSU, Chinese Academy of Geological Sciences, Shanghai Jiao Tong University, PetroChina Exploration & Production Company, China Institute of Water Resources and Hydropower Research and HUTB.

 


The forum was divided into four stages. The first stage was hosted by Academician Huang Weihe, former vice president of PetroChina Company Limited. Academician Chen Xiaohong, Party Secretary of HUTB and Director of the National Center for Basic Science of National Natural Science Foundation of China, delivered a welcome speech on behalf of HUTB. She briefly introduced the history of HUTB and the achievements made by HUTB since the “13thFive-Year Plan”. She said that HUTB has entered into a phase of high-quality and rapid development. She pointed out that since its inception, the National Center for Basic Science of “Theory and Application of Resources and Environmental Management in the Era of Digital Economy” of National Natural Science Foundation of China has stuck to “four orientations”, implemented the requirements of National Natural Science Foundation of China, strengthened collaborative research in line with target tasks, the urgent need of national strategy and frontier hotspot issues, earnestly advanced basic innovation and theoretical research, and focused on the transformation and application of results, achieving a good start in various works. She expressed the hope that the academicians and experts will have exchange of ideas, share latest research results, grasp the frontier research trend, help the National Center for Basic Science to achieve more fruitful and influential results with outstanding contributions, and promote the innovation and development of the theory and practice of resources and environmental management.

 

Academician He Huawu, Vice President of CAE, pointed out that since the Eighteenth National Congress of the Communist Party of China, CAE has given full play to the wisdom and strength of CAE academicians, worked with scientific and technical worker countrywide, followed the major strategic demand of national ecological progress, focused on tackling critical technology, solving difficulties in innovative development, secured progress in the field of major science and technology, contributed to the fight of pollution prevention, effectively advanced the clean production and green transformation in key industrial areas, and promoted the optimization of industrial structure, energy structure, resource supply and the coordinated development of resources, energy and ecological environment. He stressed that the country still needs to optimize the resource and energy structure, make more efforts to improve the quality of ecological environment, and overcome the inertia and path dependence of traditional development mode, which is not only a tough fight, but also a challenging test. He proposed three suggestions on the efforts to achieve low-carbon transformation: first, advancing pollution reduction and carbon reduction synchronously, and pursuing green development and low-carbon development in a synchronous manner; second, promoting socio-economic development and the continued improvement of the quality of ecological environment in a coordinated manner; third, sticking to the coordinated innovation of the roles of government and market, management optimization and technological progress. He expressed the hope that the academicians and experts will strive to demonstrate a new sense of responsibility, and effectively pool frontier thinking, accelerate the application of results, so as to ensure that resources and environmental management and ecological progress can better meet the need of building a modern socialist country in the new era.

 

Academician Hou Zengqian, Deputy Director of National Natural Science Foundation of China, pointed out that in the context of a new landscape in the new era, the country needs stronger technological support from the communities of science and management. He said that the solemn promise made by President Xi Jinping to the international community to achieve the target of “carbon peak” by 2030 and “carbon neutrality” by 2060 is not only an opportunity, but also a huge challenge, which represents a comprehensive, profound and systematic socio-economic change. He said that the new requirement in the new era raises a new question and injects new vitality into the National Center for Basic Science of National Natural Science Foundation of China. He stressed the need for the National Center for Basic Science to conduct scientific research around four keywords, that is digital economy, resource and energy security, ecological progress, and green and low-carbon development, improve the research system, create a set of scientific theory system, and determine a path of coordinated development. He pointed out that in order to realize the goal of building “a base of academics, talents and think tanks”, the National Center for Basic Science must concentrate its efforts on concrete work and progress, formulate a complete plan, conduct a systematic layout, and make breakthroughs in key areas. He expressed the hope that the National Center for Basic Science of “Theory and Application of Resources and Environmental Management in the Era of Digital Economy” of National Natural Science Foundation of China will continue to uphold the spirit of being innovative, realistic and pragmatic, follow national demands, pursue innovative practice, yield new, original results in the field of resources and environmental management, and make new contributions to solving the issue of resources and environmental management.

 

The second and third stages of the forum were hosted by Academician Jin Zhixin, Director of Academic Committee of Taiyuan University of Technology, and Academician Lu Chunfang, former minister of the former Ministry of Railways, respectively. Academician Wang An, Chairman and Party Secretary-General of China International Engineering Consulting Corporation (CIECC), Academician Cao Yaofeng, former deputy general manager of Sinopec, Academician Liu He, Deputy Director of China National Oil & Gas Strategic Research Center, Academician Xiang Jinwu, Dean of School of Aeronautic Science and Engineering of Beihang University, and Professor Geng Yong, Dean of School of Environmental Science and Engineering of Shanghai Jiao Tong University, delivered academic reports titled “Breaking the Curse of Resource and Environment and Exploring a New Path of High-quality Development”, “Promoting the High-quality Development of Geothermal Industry and Contributing to the Realization of the Target of ‘Carbon Peak’ and ‘Carbon Neutrality’”, “Empowering the Digital Transformation of Oil & Gas Industry through Data Governance”, “Intelligent Collaborative Management of UAV Technology, Resources and Environment” and “Resource Value Accounting Method”.

 

Academician Chen Xiaohong delivered an academic report titled “Theoretical Analysis Framework and Research Prospect for Resources and Environmental Management in the Era of Digital Economy”. She elaborated the topic in terms of five aspects, that is the connotation and characteristics of digital economy, the major issue of resources and environmental management under digital economy, the theoretical analysis framework for resources and environmental management under digital economy, key research issues in the future, and the application of the platform for intelligent collaborative management of resources and environment. She said that the National Center for Basic Science will conduct a collaborative scientific research in line with four keywords, that is digital economy, resource and energy security, ecological progress and green and low-carbon development, and strive to yield high-level, original results.

 

The fourth stage of the forum was hosted by Academician Fan Guobin, former chief engineer of CAEP. The academicians and experts had a free exchange of ideas on the theme of the forum, and proposed valuable opinions and suggestions on the implementation of scientific research by the National Center for Basic Science of “Theory and Application of Resources and Environmental Management in the Era of Digital Economy” of National Natural Science Foundation of China.

 

At the end of the forum, Academician Hu Wenrui, Director of the Department of Engineering Management, CAE, delivered a concluding speech. He said that at the academic forum characterized by participation of influential scholars, interdisciplinary connectivity and exchange of inspirational ideas, 6 academicians and experts from different research areas held an interdisciplinary academic seminar on the frontier interdisciplinary subject of “Theory and Application of Resources and Environmental Management in the Era of Digital Economy”. He pointed out that mineral resource and energy is not only an important resource indispensable to national development, but also an important material foundation for human society to survive and develop. He said that in the process of development, we must solve the lack of resource supply caused by environmental protection and the issue of environmental pollution arising from resource development in a coordinated manner. He pointed out that the theory and application of resources and environmental management in the era of digital economy provides an important support for the country to achieve high-quality development, promote energy revolution and realize the coordinated, green development of resources and environment. He expressed the hope that the National Center for Basic Science will further summarize and think about the reports delivered by the academicians and experts, apply them in practice, promote the application of results, guide the theory and application of resources and environmental management with the light of wisdom, achieve better development, and make more contributions.

 

As the highest-level science fund project funded by National Natural Science Foundation of China so far, the National Center for Basic Science aims to build “a base of academics, talents and think tanks”, target scientific frontier worldwide, seize the commanding ground of scientific development worldwide, and yield several original results with important international influence. Characterized by significant strategic leadership, creative ability in science and technology, and ability to make breakthrough in frontier areas, the National Center for Basic Science plays an important role in promoting the implementation of the innovation-driven strategy. Established in November 2020, the National Center for Basic Science of “Theory and Application of Resources and Environmental Management in the Era of Digital Economy” under National Natural Science Foundation of China is led by Academician Chen Xiaohong, Party Secretary of HUTB, and is the first National Center for Basic Science in Hunan.
