A Meeting Held to Learn and Convey the Spirit of NPC and CPPCC Sessions 2021

To further study and implement the spirit of NPC and CPPCC sessions, a meeting to learn and convey the spirit of NPC and CPPCC sessions 2021 was held in the lecture hall in the Economic Management Complex on March 23. Chen Xiaohong, HUTB President, CAE Academician and member of the National Committee of CPPCC, conveyed the spirit of the NPC and CPPCC sessions and introduced the performance of her duties. The meeting was attended by Vice Presidents Zeng Fuqiu and Li Dingjun, Chief Leader Nie Guoqing, principals of schools, professors, doctoral representatives and student representatives. The meeting was presided over by Vice President Li Dingjun.
Chen Xiaohong, HUTB President and CAE Academician, made a speech focusingon four aspects: the basic situation of the NPC and CPPCC sessions, the government work report, the hot spots of the NPC and CPPCC sessions, and the performance of her duties. Combining with what she saw and heard, what she thought and felt, she introduced the significant significance and main results of the NPC and CPPCC sessions this year, conveyed the spirit of the important instructions given by General Secretary Xi Jinping to the Inner Mongolia delegation, the CPPCC joint group of medical & health and education communities, the Qinghai delegation, the PLA and Armed Police Force delegations, and by Premier Li Keqiang to the CPPCC joint group of economic community, and reproduced the grand occasion that the party and state leaders with the members of NPC and CPPCC discuss affairs of state, actively make suggestions, participate in and discuss the politics.
She conducted an in-depth interpretation of the government work report surrounding the review of works in 2020, the development achievements during the 13th Five-Year Plan period, the main goals and tasks during the 14th Five-Year Plan period, and the focus of work in 2021, and elaborated on how she thought about the implementation of macro policies, the principle of keeping employment stable and improving people’s livelihood, three major battles, reform and opening up, scientific and technological innovation, new-type urbanization and rural revitalization, law-based administration of government and social construction, with special attention paid to theOutline of the Fourteenth Five-Year Plan for National Economic and Social Development of the People's Republic of China and Long-Term Goals for 2035 (Draft). She also commented on the important expositions of General Secretary Xi Jinping on the high-quality development, ecology, education, anti-corruption, party history and ethnicity, as well as the answers to reporters' request by Premier Li Keqiang about the employment, epidemic tracing, expected economic growth targets, remote reimbursement of outpatient expenses, election system of Hong Kong, technological innovation, growth of young students and Sino-US relations and other hot topics of the NPC and CPPCC sessions.
President Chen hopes that all teachers and students of HUTB will thoroughly study and implement Xi Jinping’s thoughts on socialism with Chinese characteristics in the new era, and earnestly improve the political judgment, political insight, and political execution, strengthen “four consciousnesses”(develop greater consciousness of the need to maintain political integrity, think in big-picture terms, follow the leadership core and keep in alignment), enhance “four confidences” and achieve “two safeguards”(firm in upholding General Secretary Xi Jinping’s core position in both the Party Central Committee and the Party as a whole upholding the Party Central Committee’s authority and its centralized, unified leadership), implement the spirit of the NPC and CPPCC sessions into various specific tasks, closely follow the Fourteenth Five-Year Plan for National Economic and Social Development of the People's Republic of China and Long-Term Goals for 2035, vigorously promote the “spirit of the ox”(serving the people, driving innovative development, working tirelessly”, make joint efforts to promote the development, work hard to make a new progress, present the 100th anniversary of the founding of the Communist Party of China with the outstanding achievements, and move forward courageously towards the goal of building a modern socialist country.
President Chen also introduced the performance of her duties. As a member of the National Committee of CPPCC, she deeply feels the great responsibility and glorious mission, and she must earnestly perform her duties actively, and live up to the expectations of the party and the people. In the NPC and CPPCC sessions this year, she focused on the application of smart technology and smart social governance, and the promotion of digital transformation and innovation. As the first proposer, she submitted 5 CPPCC proposals such as “Speed up the digital transformation and promote the development of smart urban and rural integration”, “Accelerate the construction of the digital currency risk supervision system and ensure the safe operation of digital currency”, "Promote the construction of the data element market according to high standards, and enhance the global discourse power in terms of digital economy", "Accelerate the construction of future communities, and promote the development of resilient cities" and "Solve the problem of intellectual property protection in new business forms, and provide strong support for the innovation-driven development”, and together with 20 members of National Committee of CPPCC in Hunan submitted a joint proposal “Suggestions about the support to Hunan creating a national artificial intelligence innovation application pilot zone". These proposals have been reported by the central and provincial mainstream media such as the People’s Daily, People.cn, XUEXI.cn, CCTV News, Xinhua News Agency, rmzxb.com.cn, Chinanews.com, Wenweipo, Economic Daily and Global Network, etc., and have attracted the widespread attention from the society. The proposals have expressed the heartfelt wishes of HUTB, enhanced the influence, popularity and reputation of HUTB. She was also invited to participate in the "Night Reading of the Revolutionary Stories" series jointly launched by the CPPCC Cloud and the Cultural History Expo - Force Hunan Convergence Media Center, and read the A Letter to the Son in the Heavenby the Chinese revolutionist and educator Xu Teli with great affection to explain the original aspiration and mission of an old Communist Party member and received good response.
Through the vivid interpretation of the spirit of the NPC and CPPCC sessions 2021, Chen Xiaohong, HUTB President and CAE Academician, passed the spirit of the NPC and CPPCC sessions to every teacher and student present, so that everyone further deepened their understanding and knowledge about the spirit of the NPC and CPPCC sessions and won the warm applause from the teachers and students on the scene.
