Teachers and Students of HUTB Pay Special Attention to the NPC and CPPCC 2021

The Fourth Session of the 13thNational Committee of CPPCC and the Fourth Session of the 13thNPC were inaugurated successfully in Beijing on March 4 and 5. At the background of General Secretary Xi Jinping solemnly proclaiming the overall victory in the fight against poverty and the normalization of the prevention and control of COVID-19 in our country, the NPC and CPPCC sessions this year have attracted the attention of people inside and outside the country and are of great significance. As a member of the National Committee of CPPCC, Chen Xiaohong, HUTB President and CAE Academician continued to focus on the smart social governance and submitted 6 CPPCC proposals, including “Speed up the digital transformation and promote the development of smart urban and rural integration”, “Accelerate the construction of the digital currency risk supervision system and ensure the safe operation of digital currency”, “Proposal about the support to Hunan creating a national artificial intelligence innovation application pilot zone", "Promote the construction of the data element market according to high standards, and enhance the global discourse power in terms of digital economy", "Accelerate the construction of future communities, and promote the development of resilient cities", and "Solve the problem of intellectual property protection in new business forms, and provide strong support for the innovation-driven development”, and these proposals have been reported by many media such as the People’s Daily, Chinanews.com, CNR, XUEXI.cn, rmzxb.com.cn, Hunan Daily, Wenweipo, Legal Weekly, voc.com.cn, Rednet.cn, Changsha Evening News , Xiangshengbao, Liliang Hunan, etc., and have attracted the widespread attention from the society.
The teachers and students of HUTB paid close attention to the convening of the NPC and CPPCC sessions, listened to and watched the grand occasions through the Internet, TV, radio, newspapers, mobile clients, etc., followed the dynamics of the NPC and CPPCC sessions, learned the spirit of sessions, and discussed the government work report based on their own study, work and practices. They all feel very excited about the achievements of the country's economic and social development in 2020 and during the "13th Five-Year Plan" period, and look forward to the development during the "14th Five-Year Plan" period.
Teacher Xiang Guocheng from the School of Economy & Trade: He was impressed by three points of Premier Li Keqiang’s government work report: during the "13th Five-Year Plan" period, great achievements have been made in economic and social construction, and the GDP has increased from less than 70 trillion yuan to more than 100 trillion yuan, a lot of important research results have been achieved in the field of science and technology, and absolute poverty has been eliminated; the main goals have been made clearly for the "14th Five-Year Plan" period, e.g. the surveyed urban unemployment rate shall be controlled under 5.5%, the R&D expenditure of the whole society shall increase by more than 7% annually, the urbanization rate of the population shall increase to 65%, the forest coverage rate shall reach 24.1%, and the basic pension insurance participation rate shall increase to 95%; the key tasks for 2021 are set with the focal points standing out and feasibly, e.g. the GDP growth rate shall exceed 6%, newly employed population shall be more than 11 million, there shall be up to 53,000 newly-commenced renovation projects of old communities in cities and towns, etc. Generally speaking, our country has achieved remarkable results in terms of economic and social development and the future is worth expecting. We must closely gather around the CPC Central Committee with Xi Jinping at the core and keep striving for transforming China into a modern and powerful socialist state.
Teacher Liu Jibo from Enrollment and Employment Guidance Division: Premier Li Keqiang mentioned in the government work report that the GDP grew by 2.3% in 2020, and newly employed population in urban areas reached 11.86 million. The major task of central finance in this year is to still generate more resources to ensure the employment, people’s livelihood and the main body of market and create more than 11 million new jobs in cities and towns. This fully embodies the concept of putting the people first, and also provides the guidance for the employment and entrepreneurship of college graduates. We must closely align the employment of graduates with the national development strategy, and closely integrate it with Hunan's "three highlands and four new missions" strategy. Focusing on the "Three-upgrade Strategy" of HUTB, we shall keep strengthening the employment team, expanding the scale of job market, improving the quality of campus recruitment, intensifying the results of employment assistance and implementing the comprehensive employment guidance. We shall unite with all forces to improve the employment work with heart and soul and make the graduates want to and able to get jobs, and get good jobs.
Teacher Yang Shuigen from the Academic Affairs Division: The task of “building a high-quality education system and deepening the education reform” is once again proposed in the government work report of this year. At present, our country has built the largest higher education system in the world, and higher education has entered the increasing popularity stage. Persisting on the connotative development with the quality enhancement at its core is the action direction and program of universities in the high-quality development stage. To this end, universities shall implement the fundamental task of fostering virtue through education and keep improving the “three-whole education” system, focusing on the fundamental question of “who to train, how to train, and for whom to train”; further improve the dynamic regulation system of disciplines and professions, enhance the consciousness for serving the national strategy and high-quality economic development, and actively promote the supply-side structural reform of talent training; solidly promote the teaching construction of first-class majors, first-class courses, and integration of production and education, increase the supply of high-quality teaching resources, and better meet the needs of students seeking knowledge and becoming talents; fully implement the reform of education evaluation in the new era, create a good education ecology, and lead the upgrades of education and teaching.
Teacher Xiao Jinsong from the School of Finance: Premier Li Keqiang summarized the great achievements of our country in term of economic and social development in this year’s government work report, regarded the employment as the biggest livelihood of people, and proposed to keep implementing the pro-employment strategy, expanding the employment capacity, encouraging the employment promotion through multiple channels and improving the employment assistance policies for college graduates. This provides the strong policy support for the employment of college graduates. As the ideological and political workers in universities, we must closely gather around the CPC Central Committee with Xi Jinping at the core, conscientiously carry out the ideological and political education, academic guidance, career planning and employment guidance for college students, resolutely implement the principle of “ensure stability in employment and security in job”, make efforts to train the socialist builders and successors, and present a satisfactory answer to the motherland for the centenary of the Communist Party of China at the beginning of the "14th Five-Year Plan".
Teacher Yu Zhaoxia from the School of Art & Design: The NPC and CPPCC sessions 2021 came as scheduled. According to the government work report, the people of all ethnic groups across the country have worked hard and achieved major strategic results for epidemic prevention and control in the past year under the strong leadership of the CPC Central Committee with Xi Jinping at the core. As a result, China is the only major global economy to achieve positive economic growth. Our country has also won the victory in the fight against poverty, which is a great historic achievement in building a moderately prosperous society. The main goals and tasks of the "13th Five-Year Plan" have been successfully completed. The answer sheet submitted by China has attracted the worldwide attention and can be recorded in the annals of history. This answer sheet is exciting and fully demonstrates the political advantages of the leadership of the Communist Party of China and the institutional advantages of socialism with Chinese characteristics, and makes every Chinese proud of it. As a university instructor, I will pass on this pride to the students, and encourage them to follow the party firmly, move forward with a sense of purpose in the new era, and keep striving for the realization of the big dream of the great rejuvenation of the Chinese nation.
Class 2018 Professional Master Zeng Zhi from the Institute of Big Data and Internet Innovation: The government work report pointed out that "accelerate the digital development, create the new advantages in the digital economy, coordinate the digital industrialization and digital transformation of industries, speed up the pace of digital society construction, improve the level of digital government construction, create a good digital ecology and build a digital China.” This is the fourth year that the digital economy has been mentioned in the government work report. The digital economy once again appeared in the highest decision-making discourse after the Central Economic Work Conference proposed to vigorously develop the digital economy last year. Digitization is the most important development trend in China and even the world in this era. It is not only the responsibility and mission that a postgraduate student with a major in digital economy must bear, but also the duty and responsibility of a newcomer of the era who is responsible for national rejuvenation to rationally use the relevant tools, give full play of the professional knowledge and accelerate the development of digitization in various fields.
Zeng Ziyan, Class 2020 undergraduate student from School of Literature & Journalism: The NPC and CPPCC sessions concern you and me. The government work report puts forward "let every child have a chance to shine in life." This sentence makes me very heartwarming. In 2020, our country has won an all-round victory against poverty. The country has always insisted on the principle "for poverty alleviation, first strengthen aspirations and wisdom" and "No matter how poor the country is, the education shall go first", and vigorously developed the education in the central and western regions and rural areas. More and more children in poor areas have the opportunity to study, and can go out of the mountains to see the world. I still remember that children of the same age as me in the past had already carried the burden of the family at the age when they were supposed to go to school. Now, our education reform has been constantly deepened under the leadership of the Party, and the compulsory education has been popularized to every corner of the country. As college students in the new era, we have good learning conditions. Therefore, we shall cherish the precious educational resources, study hard, and make progress so that we can get the true skill and genuine knowledge and make contribution to the motherland and people.
Huang Zhenyi, Class 2020 undergraduate student from the School of Law & Public Administration: Premier Li Keqiang pointed out in the government work report that "Looking forward, we are confident and capable of overcoming the difficulties and obstacles on the road." Since last year, our country has been facing the severe challenges brought by COVID-19 and the complex and changeable domestic and international environment. However, we have successfully completed the various development tasks despite the difficulties. 2021 is a new start. The report puts forward the economic and social development target of this year to make GDP increase by more than 6%. This fully reflects the confidence of our country and is exciting. This year is the first year of the "14th Five-Year Plan". At this time node, as the contemporary college students, we shall be full of confidence, look forward to the future, be diligent in studying, serve the society, and contribute our youth to the development of the motherland.
