Party Secretary Tang Yayang Led Inspection Team to Check Campus Safety

On December 3, to implement the instructions and requirements of leaders of Hunan Provincial Committee of the Communist Party of China and the People’s Government of Hunnan Province and the spirit of Hunan provincial emergency teleconference on production safety and ensure the safety of teachers and students and campus stability in the provincial education system amid regular epidemic prevention and control and at the end of 2020 and the beginning of 2021, the Department of Education of Hunan Province organized and convened a provincial teleconference on campus security. Director Jiang Changzhong made special instructions. Party Secretary Tang Yayang, Vice President Zeng Fuqiu, Vice President Liu Guoquan and officials from relevant functional departments attended in the parallel session in HUTB.
After the session, under the leadership of Secretary Tang Yayang, officials from the Party Committee Office and Principal Office, the Security Department (Division), the Logistics Service Division, the Student Affairs Department (Division), the School of Continuing Education, the Assets Management Division, the Capital Construction Division, the Graduate School and the Entrepreneurship Education and Practical Teaching Center, checked the security of places such as the 3rdCanteen, Cuiya Student Apartment, College Student Mental Health Education Center, School of Continuing Education, Economic Management Comprehensive Building, Graduate School, the construction site of a new student apartment in Lingnan Campus, Maker Workshop and Buduotang Culture & Art Museum, listened to relevant officials’ work report on production safety, and conducted comprehensive inspection of potential safety hazards.
Secretary Tang Yayang stressed that in the face of heavy responsibility for safety supervision and enormous pressure on production safety, various schools should take production safety seriously, and do a good job of safety management. His instructions are summarized as follows. First, we should carry out inspection in all areas and the whole process, so that no dead corner or blind area is left unchecked. We should foster synergy between inspection and rectification standards, the three-year action plan on safety rectification in the education system, the task of achieving the “4 100%s” target in campus security construction, and annual comprehensive government, production safety and performance appraisal. Second, we should conduct inspection in six areas, including work deployment, i.e. whether there is deployment, arrangement, measure and inspection; fulfillment of responsibility, i..e whether responsibility is clarified according to the requirement of production safety; specific potential hazards, i.e. whether hazard inspection and rectification covering all posts is implemented, whether weak links in campus security are identified, and whether a solution is proposed; fulfillment of duty, i.e. whether personnel at various posts earnestly implement the responsibility for hazard inspection and rectification and fulfill their duty; hazard rectification, i.e. whether hazards discovered are monitored and managed effectively; account and list, i.e. whether the hazard account and list are clear and detailed, whether the hazards included in the account and list are rectified as required, and whether closed-loop management is implemented. Third, we should do a good job of safety hazard inspection, guard against safety issues such as epidemic prevent and control, mass incident, fire safety, food safety and online public opinions, taking rectification measures while conducting inspection, prevent a minor risk from becoming a significant one, and safeguard the safety and stability of the campus.(Reported by Chen Luming)
