Inauguration Ceremony of Academic Committee of National Center for Basic Science Led by Chen Xiaohong and Academic Seminar Held

On November 28, the inauguration ceremony of the academic committee of the National Center for Basic Science of “Theory and Application of Resources and Environmental Management in the Era of Digital Economy” led by Chen Xiaohong, HUTB President, Honorary Deanof the Business School of Central South University (CSU) and CAE Academician, and academic seminar was held in the conference room of the South Science and Education & Education Building of CSU. The center is Hunan Province’s first National Center for Basic Science. The ceremony was attended by Hou Zengqian, Deputy Director of National Natural Science Foundation of China and CAS Academician, Zhu Zhongming,Vice Governor of the People’s Government of Hunan Province, Zhang Dafang,Vice Chairmanof Hunan Provincial Committee of the Chinese People’s Political Consultative Conference, Tian Hongqi, CSU President and CAE Academician, CAE Academician Hu Wenrui, CAE Academician Peng Suping, CAE Academician Zhou Jianping, CAE Academician Ouyang Xiaoping, CAE Academician Xie Heping, CAE Academician Wang Hao, CAE Academician Yuan Liang, CAE Academician Gui Weihua, CAE Academician Huang Weihe, CAE Academician Nie Jianguo, CAE Academician Zhao Wenzhi, CAE Academician Jin Zhixin, CAE Academician Li Jiabiao, CAE Academician Lu Chunfang, CAE Academician Fan Guobin, CAE Academician Wang Zhenguo, CAE Academician Dong Eerdan, CAE Academician Tang Lixin, CAE Academician Chai Liyuan and Chen Xiaohong, HUTB President and CAE Academician. The seminar was attended by over 400 people, including more than 10 consulting experts including Professor Li Yijun, former executive deputy director of the Management Division of National Natural Science Foundation of China, Yang Liexun, Deputy Director (presidingover work) of the Management Division of National Natural Science Foundation of China, Ji Xinquan, Deputy Secretary-General of the People’s Government of Hunan Province, Tong Xudong, Director of the China Hunan Provincial Science & Technology Department, Nie Shuqin, Director of the Office of the Engineering Management Division of CAE, Peng JinqingandLi Dingjun, HUTB Vice Presidents,Nie Guoqing, HUTBChief Leader,Liu He, Chief Scientist of the National Center for Basic Science and CAE Academician, Wang Anjian, Deputy Director of the National Center for Basic Science,Geng Yong, Jiang Tao,Wang Jianhua,and other members of the project teams of the National Center for Basic Science. CSU Vice President Zhou Kechao presided over the ceremony.

Academician Tian Hongqi pointed out that as important resources essential to national development, mineral and energy resources provide an important material basis for the survival and development of mankind. Focusing on the demands of major national strategy, Academician Chen Xiaohong has conducted constant research in the fields of the construction of a two-oriented society, efficient and green development and utilization of resources and ecological and environmental protection for nearly 3 decades, and made greater contributions in this regard. Against the background of digital economy, the National Center for Basic Science of “Theory and Application of Resources and Environmental Management in the Era of Digital Economy” led by Academician Chen Xiaohong, takes the safety of resources and environment as the main line, and focuses on the theory and application of mineral and energy resources management. It will provide high-standard theoretical and technological support for China’s resources and environmental management.

Academician Hu Wenrui said that the founding of the National Center for Basic Science of “Theory and Application of Resources and Environmental Management in the Era of Digital Economy” is an event of significance in the field of resources and environmental management, which demonstrates that resources and environmental management enters a new stage of development. The purpose of resources and environmental management in the era of digital economy is to realize digital and fine management, to facilitate the entry of resources and environmental management into an era of intelligent management, and replace the classical management theory with a modern management theory, which will be an epoch-making progress for our country and nation. He said he was honored to serve as the director of the academic committee of the center, and expressed the readiness to work with Chen Xiaohong, director of the center and CAE Academician, and other members to earnestly accomplish various research tasks.

Academician Hou Zengqian pointed out that the mission of National Natural Science Foundation of China is to support basic scientific research, foster talents, promote international cooperation and contribute to economic and social development. In recent years, following the principle of pursuing reform, promoting development and adapting to a changing landscape, National Natural Science Foundation of China has been advancing the reform of funding support according to the overall proposal on basic science research put forward by General Secretary Xi Jinping and the spirit of the proposal to adopt a two-pronged approach. With a solid foundation, the National Center for Basic Science of “Theory and Application of Resources and Environmental Management in the Era of Digital Economy” led by Academician Chen Xiaohong, has set a clear construction objective and set up a team of excellent scientific researchers. He expressed the hope that in the construction and implementation of the center, all parties concerned will stick to the General Secretary Xi Jinping’s important thought on “four orientations” in science and technology innovation, conform to the mainstream of interdisciplinary integration, and strengthen the integration of resources and talents from different industries in various regions. He was convinced that the center will foster high-standard talents, make new progress in grasping the scientific law of management, contributing original theory and technology and addressing major challenges facing economic and social development, especially in the field of resources and environment, and become a genuine hub of academics, talents and think tanks.

Vice ChairmanZhang Dafang pointed out that the establishment of the National Center for Basic Science of “Theory and Application of Resources and Environmental Management in the Era of Digital Economy” led by Chen Xiaohong is a happy event in the development of Hunan Province’s science and technology cause, and marks a fruitful result of the province’s efforts to build a major province of science and technology. Against the backdrop where ecological progress is designated as a national strategy, the National Center for Basic Science led by Academician Chen Xiaohong is not only an honor, but also a responsibility, which means the center shoulders an important mission of times. At present, guided by the important speech delivered by General Secretary Xi Jinping during his visit to Hunan Province, the province is vigorously implementing the national strategy of innovation-driven development, building a hub of science and technology innovation with core competitiveness, deepening the reform of science and technology system and foster enabling conditions for innovation. He expressed the hope that taking the establishment of the center as an opportunity, Academician Chen Xiaohong’s team will attract top-notch talents, strengthen collaborative research, consolidate basic theory, open up new areas of frontier, strengthen application-driven development, provide better theoretical and technological support for ecological progress across the country, including Hunan Province, make greater contributions to the province’s efforts to implement the strategy of playing a leading role in innovation and opening up and to build a major province of ecological progress, and join hands with scientists and S&T professionals in the province to build the center into a national laboratory.

Officials, academicians and experts bore witness to the occasions of Academician Hou Zengqian, Academician Hu Wenrui, Deputy Director Yang Liexun, Academician Tian Hongqi, Academician Chen Xiaohong and Academician Liu He inaugurating the National Center for Basic Science of “Theory and Application of Resources and Environmental Management in the Era of Digital Economy”. Then, Vice Governor Zhu Zhongming, Academician Hou Zengqian, Academician Hu Wenrui, Vice ChairmanZhang Dafang, Academician Tian Hongqi, Academician Chen Xiaohong, Academician Ouyang Xiaoping, Director Tong Xundong, Academician Liu He and Deputy Director Yang Liexun presented a letter of appointment to members of the academic committee and the management committee, the chief scientist and consulting expertsof the National Center for Basic Science respectively.

The academic seminar was held immediately after the ceremony. The seminar consisted of two stages, presided over by Peng Suping, former Director of the Energy and Mining Engineering Department of CAE, Director of the State Key Laboratory of Coal Resources and Safe Mining and CAE Academician, and Liu He, professor of the Research Institute of Petroleum Exploration andDevelopment and CAE Academician, respectively. Xie Heping, former president of Sichuan University and CAE Academician, delivered an academic report titled “Exploration of New (Future) Technologies of Geothermal Energy, CCU and Hydrogen Production from Seawater——Renewed Entrepreneurship in Shenzhen”, Zhao Wenzhi, former director of the Research Institute of Petroleum Exploration andDevelopment and CAE Academician, delivered an academic report titled “Digital Technology in the Era of Energy Transformation”, Wang Hao, Director of the State Key Laboratory of Simulation and Regulation of Water Cycle in River Basin and CAE Academician delivered an academic report titled “Preliminary Exploration of Smart Water Governance”, and Professor Wang Anjian, researcher of China Geological Survey and Chief Scientist of the Research Center for Strategy of Global Mineral Resources,Institute of Mineral Resources,Chinese Academy of Geological Sciences delivered an academic report titled “China’s Energy Resources Supply Chain Security in the Post-Pandemic Era”.

Chen Xiaohong, HUTB President, Honorary Deanof the Business School of CSU, Director of the National Center for Basic Science and CAE Academician, delivered an academic report titled “Leading the Frontier of Discipline, Making Breakthrough in Core Technology and Building a New Innovation Center of Smart Management of Resources, Energy and Environment”. She elaborated on the basis, content, direction and objective of the center from the perspectives of research background and significance, key scientific problems and construction objective, research content and technical route, research team and strengths and implementation plan. She said that the center will adhere to General Secretary Xi Jinping’s important thought on “four orientations” in science and technology innovation, keep in mind the center’s mission, construct a domestically first-class and internationally leading system of resources and environmental management theory and method, provide a solid scientific foundation for ecological progress and the building of a Beautiful China, set an exemplary model for safe, green and high-quality development, and contribute Chinese wisdom to global sustainable development under the concept of building a community with shared future for mankind.

At last, Academician Liu He presided over a free discussion component, during which academicians and experts exchanged views and put forward a number of constructive suggestions on the construction of the academic committee of the National Center for Basic Science and how to promote the center’s development, among others.

After the seminar, relevant leaders, academicians and experts visited the Chang-Zhu-Tan Two-Oriented Society Exhibition Hall and the campus of CSU.

It is learned that, as the top scientific foundation project under the National Natural Science Foundation of China, the National Center for Basic Science program aims to build a hub of academics, talents and think tanks, target the frontier of science, secure a leading position in international scientific development, and deliver original results of international influence. Boasting a capacity for strategic guidance, creativity and frontier breakthrough, the program is of significance in advancing the Chinese innovation-driven strategy.
