Chen Xiaohong Addresses Seminar for Experts in Field of Science and Technology Presided over by Du Jiahao

On the morning of November 11, Du Jiahao,Secretary of Hunan Provincial Committee of the Communist Party of China,presided over a seminar for experts in the field of science and technology, during which he was briefed on opinions and suggestions with regard to the preparation of the 14thFive-Year Plan. The seminar was attended by Xu Dazhe, Vice Secretary of Hunan Provincial Committee of the Communist Party of China and Provincial Governor, Provincial LeadersZhang Jianfei and Zhu Zhongming.10 expert representatives, including Chen Xiaohong, HUTB President and CAE Academician, addressed the seminar and provided suggestions on promoting the science and technology innovation and development of Hunan Province.
Secretary Du Jiahao stressed the need to put innovation at the core position in the modernization drive, combine the task of serving the country’s agenda with Hunan Province’s strengths, and build the province into a center of science and technology innovation with core competitiveness.
At the seminar, Academician Chen Xiaohong delivered a speech under the theme of creating enabling conditions for innovation and building a hub of science and technology innovation. She suggested that the province should attach high importance to the innovation of original, disruptive technology, accelerate the development and breakthrough in the fields of new-generation AI, intelligent manufacturing, technology underlying block chain, smart energy and smart environmental protection, cyber and public security and smart society, promote the implementation of breakthrough from 0 to 1 and application scenario, and build the province into an important source of original innovation. The province should pursue independence, conduct critical science and technology research in such fields as public security, give full play to the leading role of colleges, universities and enterprises in the research and development of core essential supply chain technology, and guarantee the security of the industrial and supply chains of the province under the guidance of the national security concept. The province should speed up the application and innovation of emerging information technology, incorporate the whole chain and cycle of digital technology into economic development, advance the construction of new infrastructure, implement the standardized construction of digital economy, strengthen the security of digital economy information, establish an ecological system for digital economy, and translate digital economy into a new driving force behind the province’s efforts to lead innovation and industry transformation. The province should make greater efforts to build national innovation platforms such as State Laboratory, National Center for Basic Science, State Key Laboratory, National Center for Engineering Research and National Center for Technological Innovation. The province should increase science and technology investment, strengthen the integration of innovation elements like fund, project and management, promote the reform and innovation of system and mechanism, and improve the ecosystem of science and technology innovation. The province should give full play to the role of leading talents, implement flexible introduction policies for premium talents, provide preferential policies in the fields of tax reduction and exemption (e.g. for talents from Shenzhen), staffing, housing, children’s education and health care, build a collaborative innovation mechanism for talents from science, industry and education, and unleash the dividends of innovative talents.
Secretary Du Jiahao took notes while listening to the speech. He had an in-depth discussion with participants, and appreciated the long-standing contributions of academicians and experts to the science and technology innovation endeavor across the country, including Hunan Province.
Secretary Du Jiahao pointed out that since the 11thCPC Provincial Congress, we have made great efforts to implement the strategy of innovation-led opening up, and made breakthroughs in the comprehensive innovation with science and technology innovation as its core. As proven by practice, pursuing innovation is pursuing development; innovation is essential to future success; whoever sticks to the path of science and technology innovation will inevitably seize the initiative in development and conform to the trend of times. At present, the province is proactively implementing the spirit of the important speech made by President Xi Jinping during his visit to Hunan Province. Innovation is designated as a main line in building “three hubs” and assuming the mission “four innovations”. In order to foster a new development paradigm and achieve high-quality development, we need to give full play to the supportive and leading role of science and technology innovation. We should continue putting innovation in a more important place, keep in mind “two big pictures”, and combine the task of serving the national priority with the strengths of Hunan Province in light of its basis, characteristics and potentials. We should deploy an innovation chain for the industrial chain, deploy an industrial chain for the innovation chain, conduct research on a batch of critical core technologies, build and make good use of a number of major innovation platforms, formulate a plan for a batch of frontier areas and hi-tech industries, foster a number of talents and teams in the field of major science and technology innovation, establish an effective mechanism for the transformation of science and technology achievements, build an open, collaborative innovation ecosystem, build a center of science and technology with core competitiveness, and accomplish the objectives of accelerated agglomeration of innovative talents, yielding innovative achievements and inspiring innovation capacity and vitality.
Secretary Du Jiahao pointed out that science and technology innovation is not possible with the support of an enabling environment. We should increase investment in scientific and technological research, especially basic and applied sciences, strengthen the leading role of enterprises in technological innovation, deepen the reform of science and technology system, deepen the reform of simplifying procedures, decentralizing powers, combining decentralization with appropriate control and optimizing services, solving the “first mile” and “last mile” problems in science and technology innovation, inspire the innovation capacity and vitality of various entities, and foster an atmosphere where people encourage innovation and tolerate failure. We should carry forward the spirit of scientist, and encourage science and technology professional to focus on translating research into scientific and technological achievements in the province.
