HUTB and BIT Co-Organizes Kick-off Meeting on Strategic Research in Special Planning of Technology Innovation for Smart Society under “14th Five-Year Plan”

On the afternoon of June 23, Hunan University of Technology and Business (HUTB)and Beijing Institute of Technology (BIT) co-organized the Kick-off Meeting on Strategic Research in Special Planning of Technology Innovation for the Smart Society under the “14th Five-Year Plan”. It was an online and offline integrated meeting hosted by the Department of Science and Technology for Social Development,Ministry of Science and Technology. The parallel sessions were held in Conference Room 206 of HUTB’s Technology Building and Conference Room 133 of BIT’s Building 2. Wu Yuanbin, Director of the Department of Science and Technology for Social Development,Ministry of Science and Technology, Wang Xiaolong, Second-level Inspector of this Department, and leaders of relevant departments like the Administrative Center for China’sAgenda 21, the Science and Technology DepartmentofPeople’s Bank of China, the E-Government Office of the General Office of the State Council, the Department of Science and TechnologyofMinistry of Education, the Department of Science and TechnologyofGeneral Administration of Customs, the Technology & Finance Department of the State Administration for Market Regulation, the Statistics Department of the China Banking and Insurance Regulatory Commission, and the Science and Technology Regulatory Departmentof the China Securities Regulatory Commission attended the meeting. Over 40 academicians, experts, and scholars including Nie Jianguo, Zheng Jingchen, Guo Renzhong, Fan Guobin, Chen Xiangsheng, Wang Jian, Dong Erdan, Xue Lan, Su Jun, Wang Ning attended the meeting. Peng Jinqing and Li Dingjun,HUTB’s Vice Presidents as well as heads of the Party CommitteeOffice, thePrincipalOffice, the School of Computer Science & and Information Engineering, the Research Institute of Big Data and Internet Innovation, and the Scientific Research Administration Division of HUTB were also present. The meeting was jointly presided over by Chen Xiaohong, HUTB PresidentandCAEAcademician, and Zhang Jun, BIT Presidentand CAE Academician.

At the meeting, Wang Xiaolong, Second-level Inspector of the Director of the Department of Science and Technology for Social Development, Ministry of Science and Technology, disclosed the overall scheme for the strategic research in special planning of technology innovation; Researcher Wang Ning, Chairman of the CASIC Network Information Development Co., Ltd., reported the phased results of the strategic research in social security.

Chen Xiaohong, HUTB President & CAE Academician,explained the purpose and significance, and ideas of strategic research in scientific supervision and smart services. She illustrated the main contents of the special planning of technology innovation for the smart society under the “14th Five-Year Plan”and proposed the key research ideas for the next period. Chen urged the leaders of relevant departments, academicians, experts and scholars present to provide valuable opinions and suggestions.

Subsequently, Chen Xiaohong presided over the expert discussion. Speeches were successively given by Academician Nie Jianguo, Director of the Academic Committee of Tsinghua University, Academician Chen Xiangsheng, Founder of Future Underground City Research Institute of Shenzhen University and Chief Engineer of Shenzhen Metro Group Co., Ltd., Academician Guo Renzhong, Director of Smart City Research Institute of Shenzhen University, Academician Zheng Jingchen, Deputy General Leader and Chief Medical Officer of China International Search andRescue Team, Academician Dong Erdan, Director of Institute of Cardiovascular Sciencesof Peking University, Academician Wang Jian, Chairman of Alibaba Group Technical Committee, Professor Xue Lan, Dean of Schwarzman College of Tsinghua University, Professor Su Jun, Director of Centerfor Science Technology &Education Policy of Tsinghua University, Professor Liu Bingsheng, Dean of the School of Public Affairsof Chongqing University, and others. They discussed the research topics and put forward suggestions for further improving related researches.

Academician Zhang Jun presided over the speech delivery by leaders of various government departments. Leaders from relevant departments like the Science and Technology DepartmentofPeople’s Bank of China, the E-Government Office of the General Office of the State Council, the Department of Science and Technology of Ministry of Education, the Department of Science and Technology of General Administration of Customs, the Technology & Finance Department of the State Administration for Market Regulation, the Statistics Department of the China Banking and Insurance Regulatory Commission, and the Science and Technology Regulatory Departmentof the China Securities Regulatory Commission commented on the research projects, analyzed the existing problems and deficiencies, and put forward instructive opinions.

Finally, Wu Yuanbin, Director of the Department of Science and Technology for Social Development,Ministry of Science and Technology, made a concluding speech. He thanked the academicians, experts and scholars present for actively providing intellectual support for the construction of asmart society, and then explained the purpose and strategic significance of the construction of a smart society. Regarding how to well complete the special planning of technology innovation for the smart society, he emphasized that four things must be specified. The first is the connotation, positioning and value of the smart society itself and the special planning for which the Ministry of Science and Technology develops; the second is the technical support systems needed in the construction of the smart society; the third is the technology innovation trend and key tasks needed to be carried out in the phased construction of the smart society under the “14th Five-Year Plan”; the fourth is the implementation methods of the special planning for technology innovation for the smart society. Wu expressed, “By actively participating in the strategic research in special planning for technology innovation for the smart society, we will definitely make greater contributions to the development of the country and society.” (Reported by Zhang Gaoyang)
