HUTB Convenes Fifth Session of Fifth Faculty Congress

On the morning of June 23, HUTB convened the fifth session of the fifth Faculty Congress at the Lecture Hall of the Economic Management Complex. Tang Yayang, HUTB Party Secretary, Chen Xiaohong, HUTB President and CAE Academician, Peng Jinqing, Zeng Fuqiu, Li Dingjun, and Liu Guoquan, four Vice Presidents, Nie Guoqing, a HUTB Leader, and Yang Liangqi, Gan Dejian, Chen Ming, three Party Committee Members of HUTB, attended the congress. Other attendees included the presidium members and some representatives of the Faculty Congress as well as specially invited representatives and non-voting delegates. The congress was presided over by Vice President Peng Jinqing.

In accordance with the relevant requirements of the superior departments, HUTB’s Faculty Congress was convened in the form of the enlarged session of the presidium. At the preparatory meeting, relevant personnel introduced the preparations of the fifth session of the fifth Faculty Congress; the presidium members and some representatives of the Faculty Congress deliberated on and voted through the proposed agenda of the Congress, the proposed list of the presidium, and the voting method of the Congress.

At the Faculty Congress, on behalf of HUTB, President & Academician Chen Xiaohong made a work report with the theme of “Striving to Realize Annual Goal and Win New Victory in Leaping Development through Overall Planning and Continuous Efforts in All Weathers”. According to the report, 2020marked the 70th anniversary of the founding of the People’s Republic of China and HUTB; over the past 70 years, all the teachers and students of HUTB have stayed true to their original aspirations and missions, fought together to promote thisuniversity’s rapid development in all aspects, and finally made new and remarkable achievements. Firstly, under the earnest work of all faculty and students, HUTB has started a new chapter in development. Great leaping development has been achieved in the “Three Improvements” and the“Construction of World-ClassUniversity and Disciplines”; new results have been made in talent training; a new pattern has been formed in scientific research and social services; new progress has been made in teaching staff building; foreign exchanges and cooperation have stepped into a new level; new achievements have been made in campus construction and management; new drivers have been cultivated in the construction of a safe and harmonious campus; the integration between people's livelihood and development has been further strengthened. Secondly, HUTB’s party building has been increasingly strengthened as all the faculty stuck to their original mission. HUTB carried out thematic education, thus continuously strengthening the teachers and students’ minds; HUTB firmly shouldered its political responsibilities to solidly carry out inspection and rectification work; HUTB strengthened the ideological and political education, thus continuously improving the quality of talents for the era; HUTB promoted the standardization of branch configuration, the normalization of organizational life, the refinement of management services, the systemization of work rules, and the regularization of position construction grassroots, thus consolidating the partying building in primary organizations; HUTB adhered to the correct orientation and solidly advanced the buildingof the cadre team; HUTB fulfilled its responsibility to fully and strictly govern the party and to develop in depth and breadth; HUTB did a good job in village assistance and made effective results in poverty alleviation.

After analyzing the situation and requirements the university currently faces, Mrs.Chen proposed that efforts should be done to better “cultivate new opportunities in the crisis and changes”. She emphasized that priorities should be given to coordinate the relationships between continuously promoting the epidemic prevention and control and the healthy development of HUTB’s education activities, between “responding to changes in the external environment" and “doing our own business”, between the full closing of the “13th Five-Year Plan” and the starting of the “14th Five-Year Plan”, and between innovative online teaching and enhanced offline training. President Chen expressed that, to this end, continued efforts should be made in the “Three Improvements” and the“Construction of World-ClassUniversity and Disciplines”, in career planning and governance modernization, in the steady improvements of education and teaching quality, in the continuous enhancement of team building, in the improvements of the core competitiveness in scientific research, in the cultivation of healthy and progressive campus culture, in the assurance of various services, and the overall strengthened party building.

Vice President Li Dingjun gave the HUTB’s Annual Financial Work Report; Vice President Peng Jinqing explained the Implementation Plan (2020) of HUTB on Third Batch of Internal Promotion for Professional Technological Positions; Vice President Liu Guoquan gave the Report on Handling Process of Proposals on Fourth Session of Fifth Faculty Congress; theTrade Union Annual Work Reportand the Annual Review Report on Trade Union Fundswere made in writing.

The representatives present deliberated on the above-mentioned reports. This Congress voted through the Resolution on HUTB’s Annual Work Report, theResolution on HUTB’s Annual Financial Work Report,the Implementation Plan (2020) of HUTB on Third Batch of Internal Promotion for Professional Technological Positions; and the Resolution on Trade Union Annual Work ReportandAnnual Review Report on Trade Union Funds.

Tang Yayang, HUTB Party Secretary, delivered a speech titled “Upholding and Improving Modern University System with Chinese Characteristics and Modernizing HUTB’s Governance System and Capacity”. He pointed out that in recent years, HUTB has entered a stage of faster growth. HUTB has smoothly risen to a first-tier university, with good development momentum and high social reputation, and the teachers, students are all in good spirits. He said that the Faculty Congress is the basic form for the faculty and staff to lawfully participate in the University’s democratic management and supervision as well as an important platform to gather wisdom and strength. With the theme of “Upholding and Improving Socialism with Chinese Characteristics and Modernizing the State Governance System and Capacity”, the Fourth Plenary Session of the 19th Central Committee of the Communist Party of China institutionally arranged the work of the Party and the State on all fronts, laying a fundamental political premise and systemic foundation for all development and progress of contemporary China. Tang noted, “Under such context, when we are planning to build a high-level university of technology and business, it is quite appropriate and necessary for us to seriously think of the modern university system and the modernization of universitygovernance system and capacity.

He emphasized that as HUTB has just changed itsname, whether the University can build up and well play its system advantages as soon as possible relates to not only the fundamental interests of its long-term development but also the immediate interests of each teacher, student and employee. Therefore, for university leaders, the first thing is to deeply understand the scientific connotation of the call,“Upholding and Improving Modern University System with Chinese Characteristics and Modernizing the UniversityGovernance System and Capacity”, the second is to accurately grasp the specific contents and tasks of the call, and the third is to focus on establishing and improving HUTB’s modern university system and modernizing the governance system and capacity. Tang called on all faculty and staff to seize the day and work harder to achieve satisfactory performance.
