Recently, Chinese Academy of Engineering publishes the appraisal result of major consulting research projects of Chinese Academy of Engineering in 2019. The project - "study on the municipal governance system and governance modernization strategy for new smart city" presided over and declared by the President & Academician Chen Xiaohong is approved and funded. CTO of Alibaba- academician Wang Jian serves as Deputy Team Leader.
The major consulting project of Chinese Academy of Engineering is mainly aimed at conducting research, consultation and evaluation as per national and regional economic development, great decision in the social progress, key project construction and high technology industry development strategy to provide advices and advisory services for priority development area and key investment direction proposed by the state and local government. To accelerate the implementation of the spirit of the Fourth Plenary Session of the 19th Central Committee of the Chinese Communist Party, Chinese Academy of Engineering hereby sets the consulting research project to implement the above spirit. The project presided over by the President & Academician Chen Xiaohong which is approved this time falls into major projects.
The project - "study on the municipal governance system and governance modernization strategy for new smart city" is mainly aimed at analyzing the present situation of the construction of new smart cities and the municipal governance system in China, constructing evaluation index system and evaluation method of the municipal governance capacity for new smart cities, finding out key factors affecting governance measures and capacity enhancement, proposing the municipal governance system and governance capacity modernization strategy target, implementation paths and key tasks of the new smart city and policies and measures for governance system and governance capacity modernization of the new smart city as well as carrying out application demonstration for strategic measure and implementation of policy of the city based on problems and challenges of the municipal governance in China, construction of new smart cities as the entry point and comprehensive application of emerging information technologies (including big data, artificial intelligence, IoT, blockchain and 5G) as well as system theory, coordination theory, public management and social governance and strategic management theory and method. Such practice can provide an important theory basis, practical experience and Think Tank support for perfecting China's municipal, provincial and national governance systems, enriching governance means, improving the level of modernization of the governance capacity and guaranteeing long-term, stable and sustainable development of our country and the society.
The project team is integrated with top research teams in big data analysis, engineering management and smart city management from higher education schools, such as Hunan University of Technology and Business, Central South University, Tsinghua University, National University of Defense Technology, Huazhong University of Science and Technology, Tongji University, Shenzhen University, etc., research institutes, such as Chinese Academy of Sciences, Chinese Academy of Environmental Planning, etc. and companies, such as Alibaba Group, PetroChina Company Limited, China Communication Construction Company Limited, China Railway Construction Heavy Industry Corporation Limited, Shandong Heavy Industry Group, Shenzhen Metro, etc. Members of the project team comprise 15 academicians of Chinese Academy of Engineering and nearly 50 research persons, including professors, researchers and associate professors. The research basis is solid, the team strength is profound and the interdisciplinary advantages are prominent.
The project under the leadership of the President & Academician Chen Xiaohong was approved to be established, which marked the historical breakthrough of our school in terms of major consulting projects of Chinese Academy of Engineering and the research level of our school's economic management discipline stepped onto a new stage.
