Twelve Academicians Participated in the Seminar of "Research on National Ecological Security Strategy Driven by Big Data in the New Era"

In the morning of Aug. 23, the seminar of "Research on National Ecological Security Strategy Driven by Big Data in the New Era" - Consulting Project of Chinese Academy of Engineering was held in Changsha.

As the project leader, Professor Chen Xiaohong, President of Hunan University of Technology and Business and academician of Chinese Academy of Engineering, conducted in-depth discussion on the research on national ecological security strategy driven by big data in the new era with 12 academicians (Hu Wenrui, Sun Yongfu, He Jishan, Wang An, Ouyang Xiaoping, Nie Jianguo, Huang Weihe, Chai Hongfeng, Jin Zhixin, Fan Guobin, Liu He and He Hong) of Chinese Academy of Engineering, Liu Xiangfei, Chairman of China Railway Construction Heavy Industry Co., Ltd., Director Nie Shuqin and Deputy Director Chang Junqian of Management Office of Chinese Academy of Engineering, and more than 230 experts and scholars. Vice Presidents Peng Jinqing, Zeng Fuqiu and Li Dingjun attended.

At the meeting, the representative of the project team introduced the research background, research content, overall thinking, technical route, research progress, main work and schedule of the project.

It was said that based on the situation of ecological environment security of China and the overall requirements for the construction of ecological civilization of the party and the state, the project constructed a "pressure-state-response" analysis framework, comprehensively analyzed the interaction between ecological resource and social economy, and formed a big data decision-making analysis method, platform and system of national and regional ecological environment security strategy.

Based on the in-depth field research and data collection, the project team made a quantitative big data analysis on the typical ecological environment situation of Xiangjiang River Basin, Yangtze River Basin and Nature Reserve, etc., and provided the decision-making basis for optimizing national land space planning and ecological environment protection by quantifying the value of ecological products and services, and evaluating the effect of ecological management policies. For example, by analyzing ecological environment situation of the Yangtze River Basin, the project team believes that the ecosystem service value of the lower reaches of the Yangtze River Basin is generally higher than that of the middle and upper reaches, but the ecosystem service value of the upper reaches is higher than that of the lower reaches in the fields of climate regulation and nutrient cycling. From a national perspective, taking the "Hu Line" as the boundary, the value of the ecosystem environment service in Northwest China is higher than that in Southeast China, indicating that the role of ecological security barrier in Northwest China is very prominent. In addition, the project team also wrote four CPPCC proposals and one special proposal for Hunan Provincial Government. There are 7 policy proposals under preparation.

After the thematic report, the participating academicians and experts further discussed the project. Everyone agreed that the preliminary study of this project mainly mastered the breadth, depth, timeliness and pertinence. The participating experts put forward valuable suggestions on the standardization and sustainability of data collection, the regularity, relevance and openness of research results, and the quantification, specialization and operability of policy suggestions in combination with their own reality, hoping that this project could set a benchmark, create a brand and make practical contributions to the protection of the national ecological security.

Academician Chen Xiaohong, on behalf of the project team, thanked the academicians and experts for their suggestions, and said that the next research should focus on relationship between "environmental protection" and "resource development", "economic development" and "environmental protection", "regional ecological protection" and "national ecological security", and they were confident to complete the subject within the specified time, to lay a good foundation for the follow-up research.
