President & Academician Chen Xiaohong: Make Waste Classification into a Whole Industrial Chain to Support Green and Sustainable Development

Xi Jinping, General Secretary of the Communist Party of China, State President and Chairman of the Central Military Commission recently made important instructions on waste classification. He emphasized that implementing the waste classification was related to the living environment of the broad masses of the people, and to save resources. This is also an important manifestation of the social civilization level.

Xi Jinping pointed out that the key to implementation of waste classification was to strengthen the scientific management, form a long-term mechanism and promote the habit formation; to strengthen guidance, adjust measures to local conditions, continue to promote, and implement work well and consistently; to carry out a wide education and guidance, so that the broad masses of the people realize the importance and necessity of implementing waste classification; more people take action to cultivate good habits of garbage sorting through effective supervision and guidance; the whole society makes efforts to improve the living environment together for green and sustainable development.
Last year, President & Academician Chen Xiaohong of our university put forward suggestions on waste classification at NPC and CPPCC. Over the years, academician Chen Xiaohong has given full play to her professional advantages in the construction of ecological civilization and green development, and has conducted full and in-depth research on waste classification guided by problems and combined with her rich working experience.

She suggested that the charging system for municipal solid waste classification should be improved "with target step by step and level by level": firstly, improve the construction of the waste classification system and cultivate the public environmental awareness; secondly, classify and optimize the charging standards and methods, clarify the main body of charging, and support the industrial chain of waste classification; thirdly, innovate the step-by-step charging mechanism, improve the reward and punishment management system, and promote the sustainable development of the waste classification charging system.

In her opinion, the first thing to promote waste classification is to establish a "rule". She suggested improving the waste classification system construction, formulating detailed waste classification methods and identification standards, and making statistics and evaluation indicators of separate waste collection; then, different waste transportation vehicles should be equipped for classified transportation to avoid re-mixing. In addition, we should strengthen the publicity, take school as a breakthrough to cultivate the student's environmental awareness, especially the waste classification education of primary and secondary school students, and promote the standardized waste classification management by driving parents and society through students.
She also proposed to innovate waste charging mechanism, and implement the step-by-step or staged charging system according to the actual amount of waste discarded and classified disposal; implement the dynamic tax collection mechanism for the enterprises inactively dealing with municipal solid waste, and collect the special funds additionally to compensate the front-end and middle-end links of waste classification. improve the reward and punishment mechanism; establish an open and transparent public information platform to track the collection and use of waste disposal fees; encourage the public to participate in the management and supervision of waste disposal fees, and implement corresponding "credit exchange" and "tax deduction" and other incentive mechanisms to promote the participation of the whole people. The above proposals of academician Chen Xiaohong have been widely reported by the central and provincial media, and highly valued and promoted by relevant departments.
It is reported that since 2019, domestic waste classification has been launched in cities at the prefecture level and above nationwide. By the end of 2020, forty-six key cities will have basically completed the waste classification system, and by the end of 2025, cities at the prefecture level and above nationwide will have basically completed the waste classification system.
After knowing important instructions of General Secretary Xi Jinping on waste classification, academician Chen Xiaohong said that she deeply felt the mission and glory of being a CPPCC member. She would continue to perform her duties and conduct in-depth research, to make unremitting efforts and contribute to environmental protection and low-carbon economy.
