President Chen Xiaohong(Academician) Attended the First Plenary Conference of the 8th National Natural Science Foundation of China

On Jun. 19, the first plenary conference of the National Natural Science Foundation of China was held in Beijing. Before the conference, Vice Premier Liu He of the State Council convened a forum of 24 members of the plenary conference to have a detailed understanding of working condition and of the National Natural Science Foundation of China and relevant plans, and put forward specific hopes and requirements. Secretary of the Leading Party Members' Group of the Ministry of Science and Technology, Minister Wang Zhigang made a speech. President Chen Xiaohong(Academician) attended the forum and plenary conference as a member of the plenary conference.
With the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the conference thoroughly carried out the spirit of the 19th National Congress of the Communist Party, the Second Plenary Meeting of the Nineteenth Central Committee of the Communist Party of China and the Third Plenary Meeting of the Nineteenth Central Committee of the Communist Party of China, stayed true to the mission, kept mission in mind, seized the opportunities, deepened reform, implemented the new tasks and new requirements of the new era for scientific foundation work, summarized the work of the past five years and jointly planed the future development of scientific foundation at a new historical starting point.
The conference reviewed and approved Comrade Li Jinghai's working report Building a New Era Scientific Fund System and Consolidating the Foundation of the Powerful Country of the World's Science and Technology, and Director of Regulatory Committee of National Natural Science Foundation of China, Comrade Chen Yiyu's report Opening Up a New Journey of the Construction of Scientific Research Integrity of the Scientific Fund at the New Era, and the written report Implementation of the 2017 Scientific Fund Budget and Funding Plan and 2018 Budget and Funding Plan Report.
The conference put forward the funding orientation of scientific fund in the new era determined according to the nature of scientific problems, namely: "encourage exploration and highlight originality; focus on the frontier, develop a new method; demand traction, break through bottleneck; commonality-oriented and cross-accommodation", which aims to new ideas to be supported in time, encourage the free exploration originated from scientists' inspiration, emphasizes creativity to make scientific foundation the incubator of new ideas; expands new scientific frontier, emphasizes creativity and leadership to make scientific foundation the tractor of the scientific frontier; solves the national major strategic needs and the core scientific problems in economic and social development to make the scientific foundation the actuator of economic and social development and national security; takes universal scientific problems as guidance and promotes cross-integration of different disciplines to make the scientific foundation the multiplier of human knowledge.
According to the funding orientation of scientific foundation in the new era, the National Natural Science Foundation of China will formulate and implement the reform pilot program of classification review and management of scientific foundation projects, improve funding precision and promote basic research and applied basic research as a whole; and will prepare and establish system and mechanism of cross-integration and application of results, increase support cross-over research with incremental funding, and promote the formation of the cross-integration mechanism of scientific foundation discipline; strengthen the identification and support for the deep development of basic research results with potential application value, increase the force of opening up and sharing and the construction of the management and service platform of big data knowledge, and improve the efficiency of scientific foundation serving national demands; and will strengthen collaborative innovation and expand diversified investment channels of scientific foundation; innovate the joint funding mode with industry departments, local government, large-scale enterprises, etc., research and develop new mechanisms of scientific foundation receiving social or individual donations, etc.
Wang Binyi, the member of the Leading Party Members' Group of the Ministry of Science and Technology and the leader of Discipline Inspection and Supervision Group of the Ministry of Science and Technology of Central Commission for Discipline Inspection and members of the 8th Natural Science Foundation Committee attended the conference, the relevant leaders of the Organization Department of the Central Committee of the CPC, Ministry of Human Resources and Social Security and the Discipline Inspection and Supervision Group of the Ministry of Science and Technology of Central Commission for Discipline Inspection and members of the 5th Supervisory Committee of National Science Foundation Committee attended the conference as non-voting attendee.
