The Full Text of Professor Chen Xiaohong's Proposal Published again in Briefing of the Ministry of Education (University Think Tank Specials)

Recently, the "Several Proposals on Establishing the Funding System for Soil Contamination Renovation" (hereinafter referred to as the Proposal) composed by professor Chen Xiaohong from Hunan University of Commerce, and associate professor Zhou Zhifang from Central South University was published in the Briefing of the Ministry of Education (University Think Tank Issue) (No. 13 in 2016 [vol. 82]).The proposal is an important result of phasic research of the "System Construction Research on Ecological Civilization", a Key Project of Philosophy and Social Sciences Research, Ministry of Education that chaired by Professor Chen Xiaohong.
In the "13th Five Year Plan", ecological civilization construction was brought into the top ten objectives for the first time, in which mechanism innovation was put forward to drive the green development. The NPC brought the Soil Environmental Protection Act into the legislation plan. And the "Prevention and Control of Soil Pollution Action Plan" (hereinafter referred to as 10-Chapter Soil Pollution Action Plan) is about to be issued to accelerate the prevention and renovation of soil pollution. Therefore, the establishment of funding system for soil pollution renovation will have a profound impact on the future resource and environment protection and social and economic development. In the Proposal, Professor Chen Xiaohong and Zhou Zhifang pointed out that most provinces in China have regarded soil pollution renovation as a key emphasis in future work. However, there are still problems remained, such as undefined subject of liability, single source of fund, and out-dated management of supporting infrastructure and operation system. It would be a long-term and complicated project. Therefore, a funding system for soil pollution renovation shall be established in accordance with "phases, steps and objectives": For the near phase, a unified working platform should be built for regional experiment. Bring in an independent third party assessment agency after the determination of priority treatment list; for the metaphase, emphasis should be stressed on the polluted soil information file, diversified funding channels, operation and management mechanism, and supporting legal system; for the long phase, put imputation process into practice with overall coordination. Advance the construction of soil resources database, and establish a coordination mechanism of polluted soil renovation integrated with land use and planned development.
The Briefing of the Ministry of Education (University Think Tank Issue) is a high level special issue established by the Ministry of Education to meet the requirement of implementing the Chinese Characteristic New University Think Tank Construction Advancing Plan in accordance with the spirit of the Third Plenary Session of the 18th CPC Central Committee. Special issue will be submitted to the CPC Central Committee, General Office of the State Council, and other related national departments for decision-making reference.
The publishing of Professor Chen Xiaohong's proposal marked the significant contribution of ecological civilization research team, headed by Professor Chen Xiaohong, in serving for the national economic and social development.
