President Chen Xiaohong Made Speech in “13th Five Year Plan” Panel Meeting

On the morning of Oct 21, Xu Shousheng, secretary of the provincial CPC committee and director of the provincial sanding committee of NPC, held a panel meeting of the compilation of the provincial “13th Five-Year Plan”, inviting suggestions from experts, scholars and entrepreneurs so as to facilitate the well implementation of the plan and achieve better, more efficient, fairer and more sustainable development. Xu Yousheng, member and secretary of the provincial standing committee, and about 20 experts, scholars, entrepreneurs and persons in charge of related provincial departments presented the symposium. 10 participants including Prof. Chen Xiaohong, the president of our school, freely expressed their ideas on topics of state strategy, regional development, innovative driving and accelerated opening up.
Chen also pointed out that the “13th Five-Year Plan” period is a crucial time for the province to build a comprehensive moderate prosperous society, accelerate the “Promotion of Three Quantities” and blaze a trail for the “Five Modernizations and Two Oriented Society”. Facing with the “New Normalcy” of economical development, we should focus on the following aspects to draft the plan: First, optimize the regional coordinated development to form a new pattern of growth, further expand the core growth points of the Changsha-Zhuzhou-Xiangtan urban agglomeration with the building of high-speed train, highway and high level shipping channel and strive to open a free trade zone of open economy belt; Second, deepen the structural reform and building practice of the “Two Oriented” Society and ecological civilization, strengthen the scientific and systematic planning for the building of ecological civilization with the preservation of environment, further transfer the extensive utilization of resources, promote an ecological urbanization strategy and uphold the “Two Oriented” culture; Third, give full push to the upgrade and innovation of industries, empower the internal vitality of economy, further promote the quality and optimizing of traditional industries, give full swing to the merger of informatization and industrialization, focus on “created in China”, accelerate the development of the Internet industry, actively incubate new service industry and strengthen the talent guarantee to ensure industrial development, innovation and entrepreneurship.
In recent years, the school has called upon experts to make a number of deep, valuable and influential decisions and consultative results concerning the difficulties and highlights of Hunan reform and development relating to national strategies. Facing with the new normality of economical development, the school will make full use of the new Party and government think tank of experts and scholars and make further efforts in increasing the service ability of promoting the national and provincial economical society development.
