Hong Kong ICAC Former Vice Commissioner Guo Wenwei Delivers Lecture in HNUC

On the morning of July 11th, Guo Wenwei, the former vice commissioner of the Hong Kong Independent Commission Against Corruption, made a keynote speech named “The Comparison and Enlightenment of Incorruption System of Hong Kong, Inland China and the World”. School leader Chen Liying and Wang Minggao attended and addressed the event. Experts and scholars from the Collaborative Innovation Centre of Anti-corruptions well as teachers and students from other colleges of our school also attended. Professor Tan Zhijun, the deputy director and general secretary of Hunan Anti-corruption Research Base, presided over the lecture.

On behalf of the school, Mrs. Chen Liying, the director of Hunan Anti-corruption Research Base, expressed a warm welcome and a sincere gratitude to Mr. Guo’s presence and guidance for our school’s Collaborative Innovation Center of Anti-corruption. She made a brief introduction to Mr. Guo of the major history, basic current situation of the center, and the major work and achievements in anti-corruption building of the leading university and participated institutions.

In the meeting, Professor Wang Minggao, the chief expert of the center, awarded the contract to Mr. Guo, officially employing him as the center’s consultant. Guo expressed that he is willing to support the development of the center’s anti-corruption building. Mr. Guo Wenwei is a world-known expert in anti-corruption; the owner of Silver Bauhinia Star and ICAC Medal for Distinguished Service in HKSAR; the honorary academician, visiting professor and director of anti-corruption course of School of Professional Education and Executive Development of Hong Kong University; the member of the UN Anti-corruption expert panel; the visiting expert of the UN Institute for Crime Prevention in Asia; the contact expert of the International Association of anti-corruption in the Asia-Pacific Region; anti-corruption consultant of the Philippines and Mongolia; the visiting professor of the International Anti-corruption College; and the former chairman of Hong Kong branch of the UK Chartered Institute of Management.

Mr. Guo Wenwei made an insightful comparison of the anti-corruption systems between Hong Kong, the mainland China and the international community with focuses on the governmental structure of HKSAR, the anti-corruption management of the public and private institutions, international anti-corruption experience and the anti-corruption advices after the 18th CPC National Congress, and gained experience and aspiration from those analysis. The lecture was informative with novel opinions and insightful with eye-opening knowledge.

In the end, Professor Wang Minggao made a concluding speech. He said that Mr. Guo is a world-class expert in anti-corruption, who has truly set his virtues, merits and ideas. The anti-corruption center has gained concern and support from many experts and scholars both at home and abroad as well as from leaders at various levels since its founding. Now, we are striving to be the domestic topping and world’s leading center, and it is hoped that Mr. Guo could fully play his role in the position of consultant by sharing experience and knowledge in anti-corruption philosophy and center’s development and by promoting the extensive cooperation between the center and the outside world in project studies, graduate cultivation and result exchanges, so as to break a new ground for the anti-corruption discipline.
