On the morning of September 15, the 2023 World Computer Conference opened in Changsha. Qin Boyong, Vice Chairperson of the 14th CPPCC National Committee and Executive Vice Chairperson of the CNDCA Central Committee, delivered a speech and declared the opening of the congress. Shen Xiaoming, Secretary of CPC Hunan Provincial Committee, delivered a welcome speech, and Mao Weiming, Deputy Secretary of CPC Hunan Provincial Committee and Governor, presided over the opening ceremony. On the afternoon of the September 15, the "Frontier Trends: Artificial Intelligence and Smart Society" sub-forum of the 2023 World Computing Conference, hosted by Xiangjiang Laboratory and HUTB and co-organized by the Hunan Association for Artificial Intelligence, was successfully held. Top academicians, experts and entrepreneurs gathered to discuss the cutting-edge development trends of the computing industry.
Gui Weihua, an academician of the Chinese Academy of Engineering and Director of the Academic Committee of Central South University, Chen Xiaohong, an academician of the Chinese Academy of Engineering, Director of Xiangjiang Laboratory, and Secretary of CPC HUTB Committee, Xiang Jinwu, an academician of the Chinese Academy of Engineering and Deputy Director of the Academic Committee of Beihang University, Zhou Bin, a member of the of the Leading CPC Group of and Director of the Department of Science and Technology of Hunan Province, Liu Guoquan and Yi Mianyang, Deputy Directors of Xiangjiang Laboratory and Vice Presidents of HUTB, and Hu Chunhua, Deputy Director of Xiangjiang Laboratory, along with leaders from H3C, Huawei, Wondershare, Kylinsec, AthenaEyes, Hunan Central South Intelligent Equipment Company, Mashang Consumer Finance Co., Ltd., and other companies, and related personnel from Xiangjiang Laboratory participated in the event.
Academician Chen Xiaohong delivered a welcome speech at the conference, representing Xiangjiang Laboratory and HUTB. She warmly welcomed and sincerely thanked all the distinguished guests attending the forum. She emphasized that global computing technology is driving industrial transformation, accelerating the construction of the industrial system, and witnessing the vigorous development of computing applications. The computing industry is entering a strategic period of high-quality development. Xiangjiang Laboratory will focus on advanced computing and artificial intelligence, seize the high ground for the global development of the digital economy, work diligently to overcome key core technologies and challenging problems, promote physical operations in an organized manner, actively engage in in-depth cooperation between universities, local governments, and enterprises, and comprehensively advance collaborations between government, industry, university, research and application. She expressed her hope that experts, scholars, and business leaders will actively promote the cluster development and high-quality growth of the artificial intelligence industry, jointly create a new pattern of smart social development, strengthen technological support, shape new dynamics and advantages, and demonstrate a greater sense of responsibility to accelerate the achievement of high-level self-reliance and self-improvement in science and technology.

He stated that the frontier technologies of artificial intelligence are the core driving force behind the new round of technological revolution and industry transformation. In recent years, the CPC Hunan Provincial Committee and Provincial Government have attached great importance to the development of the artificial intelligence industry, vigorously promoted new-generation information technologies like big data, intelligence, mobile internet, and cloud computing, conducted special actions, and facilitated the rapid development of the province's artificial intelligence and big data industries. This forum, centered around the theme of "Artificial Intelligence and Smart Society," aims to share innovative achievements and explore industry development trends. During the event, the unveiling ceremony of the Xiangjiang Laboratory Innovation Research Institute took place. The unveiling ceremony saw the establishment of four innovative research institutes: the Computing Power Network Innovation Research Institute, jointly founded by Xiangjiang Laboratory and H3C; the Web3.0 and Metaverse Innovation Research Institute, established in collaboration with Wondershare Technology Group Co., Ltd.; the Industrial Control Operating System Innovation Research Institute, co-built with Hunan Kylinsec Technology Co., Ltd.; and the Xiangjiang Smart Digital Innovation Research Institute, jointly established with Hunan Central South Intelligent Equipment Company.
In the first stage of the keynote speeches, Academician Gui Weihua, Director of the Academic Committee of Central South University, delivered a keynote speech titled "Industrial Intelligence Integration Technology and Applications." He elaborated on four aspects, which included the "Background of Generation and Development," "The Essence of Industrial Intelligence Technology," "Application Cases," and "Related Reflections." He emphasized the need to expedite the implementation of the integration and adaptation of industrial intelligence technology in the industrial sector, fully harness its empowering capabilities, proactively promote the development of industrial intelligence technology, and seize the technological high ground.
Academician Xiang Jinwu, Deputy Director of the Academic Committee of Beihang University, delivered a keynote speech titled "Social Intelligence Governance in the Context of Big Data." He elaborated on four aspects, which included "Overview of Development," "Technological Support," "Future Vision," and "Initiatives and Recommendations." He emphasized the need to guide "intelligence" with "policies," drive "intelligence" with "innovation," empower "governance" with "industry," and promote the high-quality development of the computing industry.
Liu Xinmin, Vice President and President of the Technical Strategy Department at H3C, delivered a keynote speech titled "Building the Cornerstone of a Smart Society with Intelligent Computing Power." Additionally, Yang Weijun, Senior Vice President of Huawei, and Tian Hua, Vice President of the Computing Product Line at Huawei, jointly presented a keynote speech titled "Building the Foundation of Intelligence, Leading the New Future of AI."

Qiu Jianhua, Chairman of AthenaEyes Technology Co., Ltd., presented a keynote speech titled "Practical Construction of Bian Shi Medical Models Based on Knowledge Enhancement." He Jianying, General Manager of the Technology Innovation and Development Department of Mashang Consumer Finance Co., Ltd., delivered a keynote speech titled "The Current Development and Future Technological Trends of Financial Large Models." Zhang Zheng, Vice President of Wondershare Technology Group Co., Ltd., presented a keynote speech titled "Embracing a New Era of Creative Software Driven by Large Models."
