Achievements of Academician Chen Xiaohong Selected for the "Top Ten Golden Strategies" of the 4th Huxiang Think Tank Research

Recently, the Hunan Provincial Philosophy and Social Science Planning Fund Office announced the list of the 4th Huxiang Think Tank Research and outstanding achievements. The entry submitted by Professor Chen Xiaohong, Secretary of CPC HUTB Committee, Director of Xiangjiang Laboratory, and an academician of the Chinese Academy of Engineering, titled "Empowering Technological Innovation with Digital Intelligence Technology to Serve the High-Quality Development of the Digital Economy", has successfully been selected as one of the "Top Ten Golden Strategies" for Huxiang Think Tank Research.

This achievement revolves around the strategic, forward-looking, and fundamental significant scientific issues and key core technologies in the fields of advanced computing and artificial intelligence. It focuses on the four major areas of computing basis, algorithm, computing power, and computing network that empower the high-quality development of the digital economy. It has put forward a series of countermeasure proposals in the following aspects: constructing the digital foundation of a smart society, empowering characteristic industrial development with algorithms, building the "computing network brain" of computing power scheduling, and promoting the coordinated development of computing power and electric power. The 28 policy proposals and CPPCC suggestions submitted were adopted by relevant departments such as the General Office of the CPC Central Committee, the General Office of the State Council, and the National Development and Reform Commission. Some of them received affirmative instructions from the central leadership, providing decision-making basis for the introduction of relevant national policy documents and institutional reform work. The related achievements have also received high attention and full affirmation from the main leaders of Hunan Province.
This is the second time that Academician Chen Xiaohong's research achievements have been selected as one of the "Top Ten Golden Strategies" after receiving the Outstanding Achievements Award in the 1st Huxiang Think Tank Research in 2016. The "Top Ten Golden Strategies" selection activity of the Huxiang Think Tank Research is approved by the Provincial CPC Committee and organized by the Publicity Department of CPC Hunan Provincial Committee. It aims to select outstanding think tank achievements with profound insights, unique creativity, and strategic foresight. The goal is to implement the major strategic deployment of the CPC Central Committee and the Provincial CPC Committee to deepen the construction of new-type think tanks with Chinese characteristics, further enhancing the ability and effectiveness of Hunan Province's think tanks in serving the scientific decision-making of the party committee and government.
The successful selection of this achievement is attributed to Academician Chen Xiaohong's reliance on high-level scientific and technological innovation platforms such as the National Center for Basic Science of the National Natural Science Foundation of China and the Xiangjiang Laboratory, a major science and technology deployment project of the Hunan Provincial Committee of the Communist Party of China and the People’s Government of Hunan Province. With a focus on the "State’s interests" and serving the "provincial grand plan", Academician Chen Xiaohong and her team have been tirelessly conducting research and actively providing suggestions, adhering to the "Four Orientations", responding to demands, focusing on problem-solving, and continuously engaging in down-to-earth research to serve the major strategic needs of the country. This recognition commends their efforts to address significant real-world issues in economic and social development and serves as a vivid portrayal of HUTB faculty's organized and proactive research activities in support of building a strong technological province and country.
