12th Integrity Culture and the First Hunan Criminal Jurists Forum Grandly Held at HUTB

     Cultivating culture nourishes integrity, and the law benefits the world. On December 3, the 12th Integrity Culture and the First Hunan Criminal Jurists Forum were grandly held at our university.

Chen Xiaohong, Secretary of CPC HUTB Committee, Director of Xiangjiang Laboratory, and Academician of the Chinese Academy of Engineering, Jiang Bixin, a renowned legal scholar, Vice President of the China Law Society, former Vice President of the Supreme People's Court, Xu Yunzhao, Adviser of the Hunan Huaxia Integrity Culture Research Association, former member of the Standing Committee of CPC Hunan Provincial Committee, and former Secretary of the Hunan Discipline Inspection Committee of the Communist Party of China, Ge Hongyuan, Honorary President of the Hunan Huaxia Integrity Culture Research Association and former Vice Chairman of the Hunan Provincial Committee of the Chinese People's Political Consultative Conference, Gao Mingxuan, a prominent educator, Honorary President of the Chinese Association of Criminal Law, and Honorary First Class Professor of Renmin University of China, as well as more than 800 guests, experts, scholars, and entrepreneurs from universities, courts, procuratorates, and other institutions participated in the forum. The opening ceremony was presided over by Gan Dejian, a member of CPC HUTB Committee and Vice President of HUTB.

Academician Chen Xiaohong pointed out that this forum is not only an inherent requirement to deeply implement the strategy of comprehensively and strictly governing the Party but also a vivid practice to advance the construction of a legal and honest China. She expressed that, standing at a new starting point in the new era and facing new tasks and requirements, the comprehensive and strict governance of the Party and the comprehensive rule of law in the country are deepening, and the compliance reform of enterprises involved in cases is experiencing deepening and rapid development. Universities should integrate legal education and integrity education into the entire process of cultivating college students, providing strong theoretical support and intellectual support for the construction of the rule of law and integrity culture. This will create a solid foundation for fostering an educational environment of integrity and contributing to the construction of the rule of law in China.

Professor Wang Minggao, President of Hunan Huaxia Integrity Culture Research Association and Director of the Academic Committee of HUTB, extended a welcome speech on behalf of the organizing unit to all the distinguished guests. He expressed that the relationship between the rule of law and integrity is inseparable. This forum, with a strong collaboration, is bound to usher in a new chapter for the Hunan Criminal Jurists Forum, create a new situation for the integrity culture forum, and contribute to new achievements in the construction of integrity culture.

He Jianxiang, member of the Party Group and Vice Chairperson of Hunan Provincial Federation of Social Sciences, extended hearty congratulations for the convening of the forum. She pointed out that it is necessary to adhere to the guidance of Xi Jinping's thoughts on the rule of law and culture, focus on the rule of law in Hunan and the integrity of Hunan, identify the organic combination points of the rule of law and culture, and jointly promote the prosperity and development of the construction of the rule of law in Hunan and the construction of a clean Hunan.

Legal scholar Jiang Bixin pointed out that this forum is highly in line with the latest strategic deployment of the Central Committee of the Communist Party of China and is a thematic and profoundly significant academic event. A large number of legal scholars from Hunan, adhering to the spirit of "endure hardship, be strong-willed, and be patient" , have continuously innovated the research in criminal law with the distinctive style of Hunan, emitting positive voices in the research of criminal law in Hunan. They have contributed wisdom and strength to the construction of the rule of law in China and the building of a clean China.

The forum held the plaque awarding ceremony for the establishment of the Discipline Inspection and Supervision School of HUTB and the award ceremony for the forum. Academician Chen Xiaohong presented the plaque to Liu Qixiang, Dean of the Discipline Inspection and Supervision School of HUTB. Professor Sun Changjun, President of Hunan Association of Criminal Law, announced the list of award winners for the 12th Integrity Culture and the 1st Hunan Criminal Jurists Forum. Academician Chen Xiaohong, Jiang Bixin, Xu Yunzhao, Ge Hongyuan, and other leaders presented awards to the first prize winners of the forum.

During the keynote speech session, Professor Gao Mingxuan, a public educator, pointed out that the forum has a clear theme, keeping pace with the era of digital intelligence, actively responding to and focusing on the Party and the country's major strategic deployment for building rule of law in China and a clean China, making it of great significance. He emphasized the need to adhere to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guiding ideology, follow the overall arrangement of criminal law with Chinese characteristics, comprehensively deepen the theory and practice of criminal law with Chinese characteristics, cultivate the research characteristics and academic brand of criminal law scholars in Hunan, and better serve the path of criminal law with Chinese characteristics in the new era.

Professor Liu Yanhong, Dean of the School of Criminal Justice at China University of Political Science and Law and Editor-in-Chief of the "Tribune of Political Science and Law", delivered a keynote speech titled "The Collaborative Path of the Three Organs of Public Security, Procuratorate, and Court in Promoting Compliance Reform of Enterprises Involved in Cases". She advocated that in the future, China's enterprises involved in cases should clarify the practical aspects of the collaborative promotion of the three organs of public security, procuratorate, and court. This would provide an effective practical path for the future compliance management of enterprises and promote the nationwide expansion of pilot projects for compliance reform of enterprises involved in cases by public security, procuratorial, and judicial organs.

This forum, lasting for one day, covers sub-forums on integrity culture, Hunan criminal law scholars, court presidents and procurators-general, criminal compliance, and the governance of criminal law in the era of digital intelligence. 36 experts and scholars gathered to focus on the theme of "Integrity and Compliance in the Era of Digital Intelligence and Prevention of Corporate Criminal Legal Risks". They provided in-depth, multi-dimensional insights across various fields, presenting a knowledge feast.

In recent years, under the strong leadership of CPC HUTB Committee, the School of Law & Public Administration of HUTB has vigorously promoted interdisciplinary integration and innovative practices. It has continuously explored ways to broaden the research field, strengthen the construction of the talent team, and promote the deep integration of theory and practice. This effort has contributed new insights to the training of legal talents, established new paradigms for legal theory research, and added new strength to the construction of the rule of law in China.
