Qin Guowen, Vice Governor of the People’s Government of Hunan Province, Conducts Research Visit to Xiangjiang Laboratory

On the morning of July 8, Qin Guowen, Vice Governor of the People’s Government of Hunan Province, conducted a research visit to learn about the progress of the Xiangjiang Laboratory's construction. He was accompanied by Chen Xiaohong, CAE Academician, Director of Xiangjiang Laboratory, and Secretary of CPC HUTB Committee.
Ji Xinquan, Deputy Secretary-General of the People’s Government of Hunan Province, Li Zhijian, Secretary of the Leading CPC Group of and Director of the Department of Science and Technology of Hunan Province, Peng Jingdong, Second-level Inspector of the Department of Science and Technology of Hunan Province, Huang Xin, Deputy Secretary of CPC HUTB Committee and President of HUTB, Liu Guoquan, Deputy Director of Xiangjiang Laboratory and Vice President of HUTB, Vice Presidents Zhang Ling, Yi Mianyang, Deputy Director of Xiangjiang Laboratory and Vice President of HUTB, as well as Hu Chunhua, Deputy Director of Xiangjiang Laboratory were among the participants in the research visit.

During the research visit, Vice Governor Qin Guowen first listened to the introduction about the construction progress of the Xiangjiang Laboratory. Academician Chen Xiaohong introduced the progress made by the Xiangjiang Laboratory in the past year and its future development plans. She mentioned that the Xiangjiang Laboratory will actively build one major scientific facility, four basic capabilities, and eight supporting systems, striving to create a national strategic scientific and technological force. This effort aims to make a greater contribution to realizing Hunan's vision of "Three Highlands, Four New Missions" and the nation's self-reliance and self-improvement in science and technology.

Vice Governor Qin Guowen conducted a research visit to the Xiangjiang Laboratory, where he inquired about the progress in the laboratory's areas of research such as intelligent manufacturing, industrial intelligent control, environmental intelligent monitoring and perception, intelligent robots, artificial intelligence, smart cities, intelligent societies, metaverse and smart retail, smart party building, intelligent energy resources and the environment, brain-inspired intelligence, computing chips and advanced computing, data security and blockchain, and future explorations. He also learned about the progress in the laboratory's operationalization, the entry of research teams, scientific and technological exchanges and collaborations, and the application of technologies. Vice Governor Qin emphasized the importance of delving into foundational technologies, advancing the application of research outcomes, and prioritizing advanced algorithms. He stressed the integrated development of "computing power, algorithms, computer basis, and computing networks" to harness the full potential of the laboratory's technological innovations.


After the research visit, Vice Governor Qin Guowen presided over a symposium on the advancement of the "4+4 Scientific and Technological Innovation Project" at the Department of Science and Technology of Hunan Province. During the meeting, he emphasized the need to raise awareness, focus on goals, establish effective work mechanisms, allocate responsibilities clearly, and accelerate the development of the "4+4 Scientific and Technological Innovation Project."
The symposium was attended by Chen Xiaohong, CAE Academician, Director of Xiangjiang Laboratory, and Secretary of CPC HUTB Committee, as well as Ji Xinquan, Deputy Secretary-General of the People’s Government of Hunan Province, Li Zhijian, Director of the Department of Science and Technology of Hunan Province, and Lei Shaoye, Director of the Industry and Information Technology Department of Hunan Province. Also in attendance were officials responsible for the project from other participating units, as well as officials from the cities of Changsha and Zhuzhou, and the Xiangjiang New Area.
At the symposium, there were speeches delivered by the heads of the "4+4 Scientific and Technological Innovation Project." Academician Chen Xiaohong pointed out that Xiangjiang Laboratory is actively building a national strategic scientific and technological force with the integration of "Four Computing Aspects," providing momentum and support for accelerating the realization of the "Three Highlands, Four New Missions" vision. Significant progress has been made in cutting-edge theories and key technologies in areas such as computing basis, algorithms, computing power, and computing network, leading to a series of innovative achievements. She also provided updates on the progress and expected goals in terms of talent recruitment, headquarters base, computer basis center, computing network center, and Xiangjiang Brain-inspired Project, among other aspects. She expressed that the laboratory is seizing the strategic opportunity in Hunan's high-quality development of the computing industry. It is focusing on research, application, and transformation to create cutting-edge and leading achievements, aiming to contribute more wisdom and strength to Hunan's goal of establishing a national science and technology innovation center and making Changsha a global research and development center city.

Vice Governor Qin Guowen carefully listened to everyone's speeches and pointed out that the high-quality construction of the "4+4 Scientific and Technological Innovation Project" is a major decision and deployment made by the Hunan Provincial Committee of the Communist Party of China and the People’s Government of Hunan Province. It is of great significance for Hunan to create a core competitive edge in scientific and technological innovation, which is closely related to the effectiveness of the "Six Battles for Development" and the future of high-quality development in the province.

Vice Governor Qin Guowen emphasized the extreme importance and urgency of the construction of the "4+4 Scientific and Technological Innovation Project." He urged everyone to advance the project with a strong sense of responsibility and mission. We need to further focus on our goals, bear in mind the State’s interests, and adhere to the "Four Orientations," making the basic research, original innovation, and integrated innovation the main driving forces. We should also serve the "big plans of the province," closely align with Hunan's existing industrial advantages, promote scientific research, and accelerate breakthroughs in key core technologies. We need to improve the working methods following the "one core, two transformations, and three mechanisms" approach. We must focus on strengthening our competitiveness in scientific and technological innovation as the core. By emphasizing "physical operation" and "achievement-oriented scheduling" as the two key aspects, we should accelerate the establishment of work mechanisms such as work scheduling, evaluation and supervision, and issue coordination. This will further enhance the quality and efficiency of our work and ensure that the "4+4 Scientific and Technological Innovation Project" progresses as planned, with more tangible work results. We must further clarify the responsibilities and obligations of our work. Each lead unit should proactively take the lead and bear the major responsibilities, fully demonstrating their initiative and creativity. They should introduce and effectively utilize various support policies, guide orderly participation of social forces, and improve the efficiency of financial fund utilization. All relevant departments should fulfill their responsibility for ensuring support. They should promptly coordinate various resources, tap into internal potential, and provide efficient services and strong support to effectively assist with the project's construction.
