On September 3, the Provincial Science and Technology Conference and Science and Technology Award Conference was held in Changsha. The meeting focused on thoroughly learning and implementing the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China, the National Science and Technology Conference, the National Science and Technology Award Conference, the general assembly of CAS and CAE members, as well as General Secretary Xi Jinping's important speeches and instructions during his visit to Hunan. It recognized organizations and scientists who have made outstanding contributions to the development of science and technology in the province, and outlined plans to accelerate the establishment of a strong province in science and technology, continually striving to build a high ground of technological innovation with core competitiveness, thereby contributing to the chapter of Chinese-style modernization in Hunan. Shen Xiaoming, Secretary of CPC Hunan Provincial Committee, Mao Weiming, Deputy Secretary of CPC Hunan Provincial Committee and Governor of Hunan Province, and Mao Wanchun, Chairman of the Hunan Provincial Committee of the Chinese People's Political Consultative Conference, attended the first meeting that morning.
At the meeting, information regarding the recipients of the 2023 National Science and Technology Award from our province was announced, and the Decision of the Hunan Provincial People's Government on the 2022-2023 Hunan Provincial Science and Technology Award (including Guangzhao Science and Technology Award) was read out. Secretary Shen Xiaoming presented the Provincial Science and Technology Outstanding Contribution Award to Academician Chen Xiaohong, while other provincial leaders awarded prizes to the remaining recipients.
Professor Chen Xiaohong, CAE Academician, Secretary of CPC HUTB Committee, and Director of Xiangjiang Laboratory, has received 23 awards, including the second prize of the National Science and Technology Progress Award, the second prize of the National Teaching Achievement Award, the first prize of the Ministry of Education's High School Scientific Research Outstanding Achievement (Humanities and Social Science) Award, the first prize of the Ministry of Education’s Science and Technology Progress Award, the He Liang He Li Science and Technology Progress Award, the Guangzhao Science and Technology Award, the Fudan Prize for Eminent Contributions to Management Science, and the first prize of the Hunan Provincial Science and Technology Progress Award. She has an H-index of 100 and has been repeatedly recognized as a "Highly Cited Researcher" and one of the "World's Top 2% Scientists." She has also nurtured a group of national-level high-caliber talents, including National Distinguished Young Scholars, National Excellent Young Scholars, and talents from the Program for New Century Excellent Talents of the Ministry of Education. In the past five years, 48 policy recommendations and proposals submitted to the National Committee of the Chinese People's Political Consultative Conference have been adopted by relevant ministries, with some receiving affirmative endorsements from high-level officials. She led the approval of Hunan Province's first National Center for Basic Science project and spearheaded the establishment of the Xiangjiang Laboratory, focusing on creating a new generation of artificial intelligence development hub characterized by the" integration of computing power, algorithm, computing basis and computing network." She has played an important role in promoting the major scientific and technological initiatives of the Hunan Provincial Committee of the Communist Party of China and the People's Government of Hunan Province, particularly the "4+4 Innovation Project."
During the afternoon session of discussions, Academician Chen Xiaohong, as a representative of the "4+4 Innovation Project," delivered a speech titled "Focusing on Cultivating National Strategic Scientific and Technological Strengths to Create a Demonstrative Benchmark for High-level Technological Innovation Platforms." She introduced the Xiangjiang Laboratory, the first provincial laboratory inaugurated in Hunan, and shared its exemplary practices in striving to build national strategic scientific and technological strengths in the fields of artificial intelligence and advanced computing. Academician Chen Xiaohong's receipt of the Provincial Science and Technology Outstanding Contribution Award is a result of her and her team's diligent efforts and relentless pursuit of excellence. This achievement serves as a testament to our university's commitment to accelerating high-level self-reliance and self-improvement in science and technology, and it will undoubtedly inject substantial momentum into the university's ongoing high-quality development.
