Recently, Stanford University and Elsevier jointly announced an update to the science-wide author database of standardized citation indicators and released the seventh edition of the "World's Top 2% Scientists List 2024." Six scholars from HUTB were selected for this list. Professor Chen Xiaohong, CAE Academician, Secretary of CPC HUTB Committee, and Director of Xiangjiang Laboratory, has been on the "Lifetime Scientific Influence Ranking" and the "Annual Scientific Influence Ranking" for five consecutive years. Five scholars—Xie Xiaoliang, Liang Wei, Wang Wenjun, Guo Hai, and Wu You—were selected for the "Annual Scientific Influence Ranking."

The "Annual World’s Top 2% Scientists List" features two rankings: the "Lifetime Scientific Influence Ranking" and the "Annual Scientific Influence Ranking," based on "career influence" and "annual influence." This list is based on a detailed analysis of citation data from the Scopus database, utilizing six comprehensive indicators (composite score, C-score), including citation counts (distinguishing self-citations and other citations), H-index, and HM factor. It selects the top 2% of scientists from nearly 7 million researchers across 22 fields and 176 subfields, aiming to recognize scholars who have demonstrated outstanding scientific influence in their careers or during the current year.
In recent years, under the strong leadership of CPC HUTB Committee, the university has consistently advanced the development of education, technological innovation, and talent cultivation in an integrated manner. Leveraging high-level technological innovation platforms such as the Xiangjiang Laboratory and the National Center for Basic Science projects, the university has made continuous progress in building a high-level talent team. Being selected again for the world’s top 2% scientists list reflects the university's outstanding achievements in technological innovation and talent development, laying a solid foundation for building a distinctive, innovative, first-class technology and business university.

Academician Chen Xiaohong
Dr. Chen received the Ph.D. degree from the Tokyo Institute of Technology, Tokyo, Japan, and is an Academician of the CAE, a member of the 13th and 14th CPPCC National Committee. She is a leading expert in Management Science and Engineering, Engineering Management, and Data Intelligence in China. Dr. Chen currently serves as the Secretary of CPC HUTB Committee, Director of Xiangjiang Laboratory, a member of the Standing Committee of the Engineering Management Department of the Chinese Academy of Engineering (CAE), Convener of Management Science and Engineering Discipline Assessment Group of Degree Committee of State Council, Deputy Director of Management Department of Science and Technology Commission of Ministry of Education, Vice Chairperson of Hunan Association for Science and Technology, and vice President of Hunan Academician Consultation and Exchange Promotion Association. She has long been committed to the research of decision theory and decision support system, digital economy and digital technology, ecological civilization, resource-economical and environment-friendly society, data intelligence, and smart society. She has made important contributions to the innovation of management science and intelligent decision theory and method, the construction of two-oriented society, and the high-quality development of digital economy in China. Dr. Chen has led 26 national-level projects, including the National Natural Science Foundation's National Center for Basic Science projects, National Natural Science Foundation's major and key projects, innovative research group projects, and national key research and development programs. As the first accomplisher, she has obtained 23 national and provincial awards of scientific research and teaching achievements, such as the Second Prize for National Scientific and Technological Progress, the Second Prize for National Teaching Achievements (3 awards), Hunan Province Outstanding Contribution Award for Science and Technology, Ho Leung Ho Lee Foundation Prize for Advancement in Science and Technology, the Fudan Management Excellence Award, the Guangzhao Science and Technology Award, First Prize of the Award for Outstanding Scientific Research Achievements (Humanities & Social Sciences) of Higher Education Institutions by the Ministry of Education (2 awards), First Prize for Scientific and Technological Progress from the Ministry of Education, and First Prize for Hunan Province Scientific and Technological Progress. Dr. Chen has published over 400 high-level papers, including more than 80 papers in the top 1% of ESI highly cited papers, with over 34,000 citations. The H-index is 101, and in the past five years, she has been selected four times as a "Global Highly Cited Scientist." She has obtained 82 national authorized invention patents and published 31 monographs.
Xie Xiaoliang
Xie Xiaoliang is Associate Professor, Dean of the School of Mathematics & Statistics, Doctor, PhD supervisor, postdoctoral co-supervisor, chief expert of a major bidding project of the National Social Science Fund, National Excellent Instructor of the National Mathematics Modeling Contest, Hunan Province Teaching Master, Hunan Province Outstanding Master's Supervisor, and Chief Expert of the Provincial Key Laboratory of Statistical Learning and Intelligent Computing. He is a senior visiting scholar at Stanford University, University of Le Havre in France, and Technological University Dublin in Ireland. Dr. Xie mainly focuses on theoretical and applied research in complex networks, complex systems, risk and emergency management. He has made significant contributions to important economic fields such as vaccine safety, food security, and monitoring and early warning of major natural disaster risks, resulting in substantial economic and social benefits. Major media outlets, including People's Daily, People.cn, and Hunan Daily, have featured special reports on his work. He has undertaken nearly 10 national projects, including one major project funded by the National Social Science Fund and one key project as well as one annual project. Additionally, he has led 12 provincial-level projects, including general projects funded by the Hunan Provincial Natural Science Foundation, among which he has directed 8 key projects such as those in soft science. As the first accomplisher, he has received 5 provincial and ministerial teaching and research awards, including the Hunan Provincial Natural Science Award. He has published 7 monographs and textbooks, and has been granted 10 national invention patents. As the first author or corresponding author, he has published nearly 200 research papers in both domestic and international journals such as Food Chemistry: X and Computers & Mathematics with Applications, with over 10 papers ranking in the top 0.1% of ESI hot papers or the top 1% of highly cited papers. In 2024, he was included in the annual scientific influence ranking of the world's top 2% scientists list.
Liang Wei
Liang Wei is a Doctor of Engineering, a professor, a "Furong Young Scholar," the director of the National Center for Basic Science at HUTB, and the head of the Construction and Service Department of Xiangjiang Laboratory. He is a former senior technical expert and senior consultant at Microsoft Research Asia, and he has also served as an exchange visiting scholar at Waseda University in Japan. Dr. Liang has been engaged in research in the fields of computational intelligence, industrial internet, and computational biology for a long time. He has led six research projects, including key special projects under the National Key Research and Development Program and general projects funded by the National Natural Science Foundation. As the first author or corresponding author, he has published over 40 papers related to these projects in high-level international journals such as IEEE JSAC, TNNLS, TII, and Information Fusion, including more than 10 papers with an impact factor above 10. He has over 20 papers ranked in the top 0.1% and top 1% of ESI highly cited papers. His research achievements have received the First Prize for Hunan Provincial Science and Technology Progress Award and several best paper awards from the IEEE SMC Society in 2020 and 2023, the 2021 IEEE HPCC, the 2023 IEEE IES, and the Best Paper Award from the Chinese Academy of Sciences in 2021. He has been granted more than 10 national invention patents and has an H-index of 26.
Wang Wenjun
Wang Wenjun is a PhD and master's supervisor, recognized as Hunan "Xiaohe" Science and Technology Talent, and serves as the secretary of the first Faculty CPC Branch of the School of Resources and Environment. He has been selected as one of the world's top 2% scientists for four consecutive years from 2021 to 2024. His research focuses on water pollution control and the application of functional nanomaterials in the environment. He has led one Youth Project funded by the National Natural Science Foundation, two provincial and ministerial projects, and one horizontal research project. Dr. Wang has published over 40 papers in internationally renowned SCI journals in the field of environmental science, including Water Research, Applied Catalysis B: Environmental, Chemical Engineering Journal, ACS Sustainable Chemistry & Engineering, and Angewandte Chemie International Edition. He also serves as a reviewer for several international SCI journals. Five of his papers have been selected as ESI highly cited or hot papers, with more than 2,000 citations. He has been granted more than 10 national invention patents.
Guo Hai
Guo Hai is a PhD and master's supervisor, recognized as a young key teacher in ordinary colleges and universities in Hunan Province. He was named a Highly Cited Researcher in 2022 and has been selected as one of the world's top 2% scientists for five consecutive years from 2020 to 2024. His research primarily focuses on environmental ecological governance and resource environmental management. He has led one Youth Project funded by the National Natural Science Foundation, one project funded by the Hunan Provincial Natural Science Foundation, and has been granted two national invention patents. Dr. Guo has published over 40 papers in journals such as Chemical Engineering Journal, Journal of Catalysis, and Separation and Purification Technology. He serves as a reviewer for journals including Water Research and Journal of Hazardous Materials. One of his papers has been selected as an ESI hot paper in the top 0.1%, and five papers have been recognized as ESI highly cited papers in the top 1%, with a total of over 1,800 citations.
Wu You
Wu You is a PhD and master's supervisor. Dr. Wu is also a key member of the Key Laboratory of Hunan Province for Carbon Neutrality and Intelligent Energy. Her research primarily focuses on water pollution control, advanced oxidation technologies, and the development of environmental functional materials. She has led one project funded by the Hunan Provincial Natural Science Foundation and participated in three projects funded by the National Natural Science Foundation, with two national invention patents granted. She has published over 30 academic papers in renowned journals such as Chemical Engineering Journal, Coordination Chemistry Reviews, Journal of Cleaner Production, and Science of The Total Environment. She also serves as a reviewer for several prestigious international SCI journals, including Environmental Science & Technology and Advanced Functional Materials. Two of her papers have been recognized as ESI highly cited papers in the top 1%, with a total of over 1,200 citations.
