Introduction of the Lecturer: Professor Chen He has been teaching at Electrical and Automation of Industrial Enterprises (now Central South University) after graduating from Huazhong Industrial College (now Huazhong University of Science and Technology) as a major of Electrical and automation of industrial enterprises. He made gratifying achievements in field of changing attack system engineering and operations research, especially having deep academic attainments and originality in such fields as Dynamic Programming and Integrated Methodology of System Engineering. Professor Chen has attained  a lot of achievement in the scientific research and social practice of system prediction, macro-level policy-making, regional planning, environmental protection, sustainable development and feasibility argumentation. Among of those research projects which he, as a main member, presided over or participated in the scientific research projects, two of them have won national and provincial prizes for Progress in Science and Technology respectively. A series of academic papers written based on these projects have attracted international and domestic counterparts to pay high attention and won first prizes in the Hunan Natural Science articles, and were read in international conferences. Several books were also written in this subject.

Professor Chen He’s achievements in scientific research and political suggestions were reported on Hunan Daily, Guangming Daily and other newspapers and magazines in the past thirty years.

Professor Chen He does not forget the actual condition of our country, the distinctive national features and socialistic property, when absorbing those reasonable parts of western management science and behavioral science. He explained human behaviors by using the viewpoints and methods of Systematics and Sociology. His ideas of “Establishing a Scientific System of Chinese Style Socialism” and his book Smart behavior science have been very weighty statements. He brought up “the conceptual model of the measurement of the superiority of socialism: Let each person do his best” for the first time, and he also did prospective studies in the form of socialist ownership, fairness in distribution and ideal pursuits.

Professor Chen He is concerned about the healthy growth of young students very much. In good, loose political environment, he spent almost all of his spare time in college students’ humanistic quality education and teenagers’ science education to such an extent that he was given the title of “The Youths’ Companion” during these thirty years.
