Lu Chunfang, academician of the Chinese Academy of Engineering, railway engineering technology and management expert, served as the commander of the general headquarters of the Qinghai-Tibet Railway and the Beijing-Shanghai high-speed railway. Presided over high-speed rail construction and scientific and technological research for many years, established a standardized management model and dynamic construction organization method for high-speed rail construction; organized the establishment of a high-speed rail technology R&D and test verification system; developed CRTSIII track slab which was used widely in the national high-speed rail and won three invention patents; organized the development of "Fuxing" EMU to achieve the autonomy and simplification; won the special prize of the National Science and Technology Progress Award once, and compiled and published works such as Standardization Management of Railway Construction Projects,China High-speed Railway, and Engineering Quality System Management of High-speed Railway.
