Professor Li Yuhua from Chinese People’s Public Security University Gives a Lecture in HUTB

On the evening of April 10, Li Yuhua, member of the Legal Teaching Steering Committee of Higher Education Institutions of the Ministry of Education, Dean of the School of Law, Chinese People’s Public Security University and the doctoral tutor, was invited to give a special lecture themed by "Criminal Litigation Incentives for Corporate Compliance" at Lecture Hall F201, Lezhi Building which was presided over by Liu Qixiang, Dean of the School of Law & Public Administration, and attended by Associate Professor Song Weibin from the School of Law, Chinese People’s Public Security University and representatives of teachers, graduate students and undergraduates of HUTB.

From the concept of "compliance", Professor Li Yuhua explained the three levels of meaning for "compliance" and pointed out that not only is the corporate compliance a means to modernize the national governance system and governance capabilities, but it is also a manifestation. She elaborated on the international and domestic backgrounds of the corporate compliance development of China and the criminal litigation incentives for US compliance, analyzed the overall current trend of corporate compliance in the world and the actual needs of corporate compliance in China based on the hot cases, and interpreted the system of deferred prosecution agreement (DPA) and non-prosecution agreement (NPA) of USA. Finally, Professor Li described the criminal litigation incentives for corporate compliance in China and the main local practices, and looked forward to the future development direction of corporate compliance in China.
In the interactive session, students on the spot raised the questions about how to deal with the relationship between corporate compliance and crime fighting by our procuratorial organs, the current irregularities of corporate compliance, the researches on the procedural law and substantive law of corporate compliance, and the initiative of corporate under the compliance requirements, and Professor Li Yuhua answered the questions one by one.
Finally, Dean Liu Qixiang expressed his gratitude to Professor Li Yuhua for her wonderful lecture, and shared his insights with the teachers and students present from the perspectives of criminal integration, the active prevention function of criminal law and the optimization of business environment around the theme of lecture. The lecture ended successfully amid the strong academic atmosphere and warm applause.
