The Policy Recommendations of HUTB Teachers Were Adopted by the Changsha Municipal People's Government

A few days ago, Mr. Chen Shu, a representative of the Changsha Municipal People's Congress and a party member of the HUTB branch of the National Revolutionary Committee, received the Guiding Opinions on Promoting the Development of Internet Rental Bicycle Regulationsissued by the General Office of the Changsha Municipal People's Government. The Guiding Opinionwas issued on Sept. 30, 2020 and will be implemented on Dec. 1, 2020, with a validity period of 5 years. Relevant departments of the municipal government indicated that the total amount control, establishment of associations, and fund security proposed by Mr. Chen Shu have all been embodied in the new Guiding Opinion.

It is reported that Mr. Chen Shu has been concerned with the issue of shared transportation and implemented related researches for over two years. In 2017, he wrote policy recommendations on new shared bicycle parking and traffic safety issues in the city; In Jan. 2019, he submitted Suggestions on Guiding the Healthy Development of the Shared Car Industry at the fourth meeting of the 15th Municipal People's Congress. When all the representatives of the conference reviewed the Changsha City Civilized Behavior Promotion Regulations (Draft), he focused on the problems of shared car in recent years in the compensation of traffic accidents and the refund of user deposits, and proposed to change the "shared bicycles" to "shared transportation" in the regulations, and the suggestion was adopted; In Jan. 2020, Mr. Chen Shu submitted the Suggestions on Standardized Management of Shared Mopeds in Changshaat the Fifth Session of the 15th Municipal People's Congress.
