Teachers and Students of Collaborative Innovation Center for Clean Government Construction Proactively Attended 19th IACC

From December 1 to 4, the 19thInternational Anti-Corruption Conference (IACC) co-hosted by the Council of International Anti-Corruption Conference, Transparency International and the Korean Anti-Corruption & Civil Rights Commission was held under the theme of “Designing 2030: Truth, Trust & Transparency”. Due to COVID-19, the event, which was scheduled to be held in Pusan, South Korea, from December 1 to 4, 2020, was moved online. Research team members and graduate students from the Collaborative Innovation Center for Clean Government Construction of HUTB attended the opening ceremony, keynote speech sessions and other events.

 


At the opening ceremony, officials and experts, including Chair of Transparency International, Moon Jae-in, President of the Republic of Korea, Huguette Labelle from the Council of International Anti-Corruption Conference, Chairperson of the Anti-Corruption and Civil Rights Commission, Co-chair of Transparency International Korea, delivered address and speech respectively.

 

At the first plenary meeting, leaders of many international organizations, including UN Secretary-General Antonio Guterres, OECD Secretary-General Angel Gurria, Kristalina Georgieva, Managing Director of the IMF, Børge Brende, President of the World Economic Forum, Masatsugu Asakawa, President of the Asian Development Bank, Mari Elka Pangestu, Managing Director of Development Policy and Partnerships in the World Bank, and Ban Ki-moon, the eighth Secretary-General of the UN, successively delivered speeches on such topics as international collaborative action in the fight against corruption, suppression of government capture and beneficial ownership and owner monitoring. In their speeches, they not only talked about how to increase the transparency of government assistance and public trust amid the pandemic, but also exchanged views on the role of new technology in the fight against corruption.

 

This year’s conference was composed of four keynote speech sessions, namely “Designing 2030. Truth, Trust and Transparency”, “New Integrity Strategies for Society of Trust”, “Collective Action for Trust and Integrity” and “Breaking Vicious Cycles of Dirty Money and Impunity”. Thousands of delegates from state governments, multilateral agencies and civic groups, and activists, musicians, filmmakers and journalists who are committed to fighting corruption attended nearly 100 events to discuss how to take collective action against corruption to promote equity and sustainable development.

 

The biennial IACC is a top global conference initiated by anti-corruption NGO Transparency International to discuss corruption governance. It serves as a gathering of state leaders and experts and scholars from government departments, research institutes and civic groups who conduct research to fight corruption. The Clean Government Research Team of the Collaborative Innovation Center for Clean Government Construction attended the 11th, 12th, 13th, 14thand 17thIACC held in South Korea, Guatemala, Greece, Thailand and Panama in 2003, 2006, 2008, 2010 and 2016 respectively. The research team’s monograph “On the Role of Science-Based System in the Fight Against Corruption” was designated as a book for IACC, and was acclaimed by Peter Eigen, founder of Transparency International, and Huguette Labelle, former president of Transparency International. “I would like to congratulate the author of the book, who makes enormous contribution to the anti-corruption scientific theory,” said Huguette. Our country’s anti-corruption efforts have produced an overwhelming victory. Against this background, the participation of HUTB’s Clean Government Construction Research Team in the 19thIACC is of profound significance. This year’s conference is of great importance in helping the center keep up with the hotspots in the theoretical research and practical application of international action against corruption, gain a timely understanding of corruption governance development trends, expand interaction with scholars, government officials, and civic groups and journalists in the field of anti-corruption research and practice around the world, especially HUTB’s efforts to build the doctoral program “Legal System Engineering and Social Governance” and the provincial clean government think tanks’ participation in academic research and international exchange.(Reported by Chen Xinming from Collaborative Innovation Center for Clean Government Construction)
