HUTB Holds “Academic Forum for Urban Emergency Management and Governance System Construction” with Tongji University and Tsinghua University

On September25, the Academic Forum for Urban Emergency Management and Governance System Construction, jointly sponsored by Hunan University of Technology and Business (HUTB), Tongji University and Tsinghua University,was held in Shanghai International Convention Center. Here 27 academicians and over 600 experts and scholars gathered underOriental Pearl Tower,exchanged about academic achievements and explored the construction of urban emergency management systems and mechanisms.

The participants includedWeng Zuliang, a member of the Standing Committee of the CPC Shanghai Committee and Party Secretary of Pudong New Area, Hang Yingwei, Deputy Secretary-General of Shanghai Municipal People's Government and Headof Pudong New Area, Hu Wenrui, an academician of China Academy of Engineering (CAE) and Director of Engineering Management Division of CAE, Fang Shouen, Party Secretary-General of Tongji University, Chen Jie, President of Tongji Universityandan academician of CAE, and Zhuang Weimin, Dean of the School of ArchitectureofTsinghua University and an academician of CAE. President Chen Xiaohong of HUTB, President Chen Jie of Tongji University, Mr. Nie Jianguo, Director of Academic Committee of Tsinghua University, all of whom are CAE academicians, acted as the co-chairs of the forum, and Academician Chen Jie presided over the openingceremony of the forum.

Academician Hu Wenrui, in his speech, stated that urban modernizationconstruction and scientific governance is a propeller for the human society to seek continuous development and move forward to maturity and civilization. It is both anurgent and long-term task to strengthenthe construction of emergency management systems and capacities.In this forum, China’s authoritative experts in the fields of emergency management, urban governance, disaster medicine, etc.anddiscussed the major issue ofconstructing China’s urban emergency management and governance systems, which is believed a contribution of new thoughts and wisdom to China’s urban governance system construction and governance capacity modernization.
Mr.Hang Yingwei, in his speech, expressed that urban issues areintricate, especially the global spread of COVID-19 has made it an international issue of common concern to perfectemergency management and governance systems ofmega-cities;it is expected that academicians and experts would discussurban emergency management requirements and seek modern urban governance solutions together, and provide more precious suggestions on emergency management and urban system construction for Shanghai and Pudong New Area.
Party Secretary-General FangShouen, on behalf of Tongji University, extended warm welcome to the academicians and experts present, briefly introduced theUniversity, and expressed that the university would, by virtue of its discipline advantages, focus on enhancing the urban governance and emergency management capabilities and accelerate tostrengthen the weaklinks ofChina’s governance system, intending to make its due contributions to the construction of the national governance system and sci-tech innovation system.

At the section of keynote reports in the morning, President Chen Xiaohong, in her speech titledModernization Strategies of UrbanGovernance System and Governance CapacityforNew Smart Cities, introduced the latest research achievements of Research on Modernization Strategies of UrbanGovernance System and Governance Capacity forNew Smart Cities, a major consultant and research project of CAE, and put forward modernization goals, realization paths and keytasks of urban governance systems and capacities of new smart cities.

At noon, theacademicians and experts visited ComprehensiveManagement Center of Urban Operation of Pudong New Area. Pudong New Area, in line with the important philosophy of “building a city by and for people”, starts from the public demands and outstandingissues of urban governance, give impetus to theintegrated processing of governmental affairs and integrated management of urban operation online,focuses on building the brainof city, enhance the abilities to initiatively and intelligentlydiscover problems and rapidly and efficientlysolve them, and constructan intelligent urban operation management system.

In the afternoon,three parallel seminars, including Smart Cities and Modernization Governance, ResilientCities and Disaster Prevention, and Construction of Urban Emergency Management and Disaster Medicine Systems,were held simultaneously. Academicians and experts present had in-depth discussionsand exchangeson the three topics.HUTB held the sub-forum of Smart Cities and Modernization Governanceand invited six academicians to givereports and exchange views;Academician He Jishan, on smart cities and transparent underground space, AcademicianWang An, on engineering innovation and philosophy, Academician Cao Yaohui, on geothermal energy exploitation and utilization, Academician Ouyang Xiaoping, on keygraphene technologies, Academician Liu He, on construction of the state oiland gas emergency management system, and Prof. Geng Yong, on the smart city ecosystem management, shared their in-depththinking, advanced theory research and effectualpractical exploration.
Theclosingceremony of the forum was presided over by President Chen Xiaohong. She, in her closing speech, expressed that the academicians,experts and scholars had in-depth discussions about the “urban emergency management and governance systemconstruction”, and expected to enhance China’s urban governance modernization competency through concerted efforts to make people obtain sensesof achievement, happiness and security.Meanwhile,President Chen Xiaohong, on behalf of the forum sponsors, extended her sincerest thanks to Peoples’ Government of PudongNew Area and all the academicians and experts present.
