President & Academician Chen Xiaohong Attends Launching Ceremony of China V-Chain Digital Asset Exchange Center and Visits Malanshan Video Cultural and Creative Industrial Park for Investigation

On July 21, the China V-Chain Digital Asset Exchange Center designed to gather the digital cultural and creative elites and the diversified smart technologies, officially went into operation in the Malanshan Video Cultural and Creative Industrial Park, ushering in a new era of digital asset business in Malanshan. This launching ceremony attracted over 500 participants, including President & Academician Chen Xiaohong, leaders from the Publicity Department of the CPC Hunan Provincial Committee, the Hunan Provincial Radio and Television Bureau, the Publicity Department of CPC Changsha Municipal Committee and other relevant departments, as well as experts, scholars and elites from relevant fields.
At the ceremony, Academician Chen Xiaohong gave a keynote speech, Thoughts on Integrated Development of China's Cultural and Creative Industry and Blockchain. As blockchain was one of her main focus, Academician Chen Xiaohong elaborated on the research background, market status, and development trends of blockchain technology, the integrated development of the cultural and creative industry and blockchain technology, the practices of such integrated development and application promotion, etc. “In the era of digital economy, the digital cultural and creative industry is becoming a new economic driver. The production, distribution, integration and innovation of massive digital contents are forming a digital ‘big content’ ecosystem.” She pointed out that such an ecosystem has made the distributed, unalterable, and time-ordered blockchain technology an important pillar for the cultural and creative industry. “Currently, blockchain is leading a fundamental change in the cultural and creative industry.” Blockchain technology can greatly reduce the trading costs of the cultural and creative industry, significantly improve the synergy efficiency of the industrial chain, and more powerfully protect the interests of all participants, thus completely changing the outlook of the traditional cultural and creative industry. Academician Chen Xiaohong spoke highly of the construction of China's V-chain Digital Asset Exchange Center, believing that this iconic event in China's blockchain development will facilitate the high-quality growth of Malanshan’s video cultural and creative industry and drive Malanshan to evolve faster into a highly competitive “China V Valley”.
Academician Chen Xiaohong’s speech went in tune with the connotation of the digital economy era. Her scientific and enlightening thoughts on the integrated development of China's cultural and creative industry and blockchain won wide applause from the audience.

After the keynote speech, Academician Chen Xiaohong and her delegation paid a field visit to the high-definition video sharing and production cloud platform jointly developed by Huawei and Yunshang Lanshan. This platform provides cloud services based on computing, storage, network, video, AI, Big Data and other technologies for enterprises in this park to meet their needs in video production, distribution and other links. Meanwhile, this platform gradually offers video-related training courses to cultivate professional talents for enterprises and to build a production, education and research base for the video industry.

Later, in the Conference Room of the Management Committee of the Malanshan Video Cultural and Creative Industrial Park, Academician Chen Xiaohong and her delegation held in-depth exchanges with Zou Benmiao, Secretary of the Party Working Committee of the Park, and Huang Yan, Deputy Director of the Party Working Committee of the Park, as well as the representatives of Huawei, Inspur Group, Tianhe Guoyun Company and other enterprises. Zou Benmiao warmly welcomed the arrival of Academician Chen Xiaohong and her delegation. He hoped that HUTB can deeply cooperate with the park to empower the traditional media to achieve leapfrog development through technological innovation. Academician Chen Xiaohong highly appreciated the important value, development speed and achievements of the industrial park. She proposed that both sides can cooperate on personnel training, recruitment and employment, scientific research projects, construction of new colleges and the like in the next stage. Such proposals received active responses from the industrial park, and both sides reached broad consensus.

The Malanshan Video Cultural and Creative Industrial Park was established on December 20, 2017. Its establishment was a major move the CPC Hunan Provincial Party Committee and the Hunan Provincial Government took for the strategy of “Rise Led by Innovation and Opening up”, and a strategic layout the CPC Changsha Municipal Committee and the Changsha Municipal Government arranged for the construction of a “national innovation and creativity center”. The Park covers an area of 15.75 square kilometers, including a core area of about 5 square kilometers and a functional area of about 10 square kilometers. It mainly functions as an ecological and cultural tourism site, an industrial radiation center, a living facility center, and a talent cultivation center. According to the development orientation, the Park adopts the Zhongguancun model and adheres to the principles of government guidance with enterprises as the mainstay and market operation. In line with the requirements of centralized layout, industrial agglomeration, and land consolidation, the Park focuses on the development of the digital video industry, the creative design industry, the audio-visual technology, e-sports, the cultural financial industry, the copyright trading industry, the information service industry, and the like. Ultimately, the Park will evolve into China's largest IP production base, digital copyright trading center, and video creative incubator, as well as a highly competitive “China V Valley”. By 2020, the basic supporting facilities will have been mainly installed, public services will have been continuously strengthened, and the video and derivative industries will have reached a certain scale. Accordingly, Malanshan is expected to become a leading video cultural and creative industrial center in the SouthChinajust like Zhongguancun in the NorthChina.
