HNUC Held the Second Session of the 5th Faculty and Trade Union Representative Congress

HNUC’s Second Session of the 5th Faculty and Trade Union Representative Congress was held in the multi-functional lecture hall of the library on March 14. All school leaders attended the meeting and participated in the discussions of the delegations respectively.  More than two hundred people including all faculty and trade union member representatives, the specially invited representatives, and the non-voting representatives got together to discuss the development plan of HNUC.

In the morning, a preparatory meeting was held for the general assembly first. Xia Jichun, the vice secretary of the University Party Committee and chairman of HNUC Trade Union reported on the preparatory work for the congress. The congress adopted the agenda of the general assembly, the proposed list of presidium and Secretary-General of the general assembly, and that of the head and deputy heads of the delegation.

At 9 o'clock, the congress kicked off in the majestic national anthem. The opening ceremony was presided over by Xia Jichun.

At the meeting, president Chen Xiaohong made a report entitled "With Goal Lead, Make More Targeted Efforts to Achieve More Exciting Performance". The report summarized the achievements of HNUC in 2016, analyzed the main problems facing the university currently, presented the overall goal of 2017, and deployed the key arrangements for 2017.

The report pointed out that with the joint efforts made by all the teachers and students during the last year, we have made great achievements in all respects. Firstly, school-running ideas and development strategies become increasingly clear, HNUC Charter was enacted, the HNUC 13th Five-year Plan for Education Development was introduced. Secondly, the cause of HNUC continued to develop soundly and rapidly, management system and mechanism reform continued to deepen, teaching work achieved new breakthroughs, discipline construction and scientific research reached a new level, open school-running presented a new pattern, and the happiness index of teachers and students leapt to a new height. Thirdly, we have made new achievements in development promoted by Party construction. “Two Learns and One Action ( 1, learn the Communist Party’s rules; 2, learn to practice the spirit of the General Secretary Xi Jinping’s series of important speeches; 3, to be a qualified party member)” has been carried out strictly; ideological and political work formed a new bright spot; the self-building of leadership team continued strengthening; the construction of uncorrupted Party's work style has been deepening; the selection and appointment of cadres has become increasingly standardized; grassroots party organizations continue to consolidate, targeted poverty alleviation has achieved success; efforts in school development are gaining increasing cohesion.

The report analyzed the main problems faced by HNUC currently in the aspects of "Three Promotions (to be a comprehensive key university with doctoral programs )" and “Two First-rates (World-class Universities and First-class Disciplines)”, the quality of personnel training, the reform effect, and the construction of campus, culture, and work style, etc. The congress required that all the people of HNUC must be unified in thinking, enhance their recognition, and act actively. We should thoroughly implement the spirit of the important speeches of General Secretary Xi Jinping, implement the decision-making arrangements of the CPC Central Committee and the State Council, focus on the overall layout of the "Five-in-One" and the "Four-pronged Comprehensive" strategies, command the cause of reform and development with the concept of innovation, coordination, green, open and share, unswervingly do a good job in Party building and ideological and political work, and promote the healthy and rapid development of HNUC’s cause. We should focus on constructing discipline "peak and plateau", carrying out "high-end" scientific research, training "high grade, high quality" personnel, ensuring "highly matching" social service, having international "high vision" in school-running, and “high efficiency" in internal management, and strive to achieve a higher level of quality development.

For the focus of the work in 2017, president Chen Xiaohong deployed it in the report from the following five aspects: firstly, to fully implement the core tasks of "Three Promotions" and "Two first-rates"; secondly, to significantly improve the teaching level and personnel training quality; thirdly, to vigorously promote the vitality in reform and the efficiency in management; fourthly, to build a campus with more beautiful environment and better culture; fifth, to continuously improve teachers and students’ sense of gain and social engagement.

At the meeting, vice president Wang Minggao gave a report on annual financial work; vice president Peng Jinqing explained "the second round of post employment practices of 2016"; vice president Liu Guoquan gave a report on the implementation of the proposals from the First Session of the 5th Faculty and Trade Union Representative Congress; Xia Jichun, deputy secretary of the Party Committee and chairman of school trade union, gave a report on the annual work of the trade union; Duan Lin, director of Funding Review Committee of School Trade Union, gave a report on the annual review of school trade union’s expenditures.

During the conference, HNUC also held a meeting to praise the units which got rewards during 2016 annual target management assessment of the secondary units, and to assign special objectives and tasks for 2017. The persons in charge of the secondary units submitted the responsibility letter of special objectives management task 2017 to secretary Tang Yayang and president Chen Xiaohong.

In the afternoon, group discussion was carried out in the meeting. The representatives discussed and deliberated the Report on the Annual Work of the University, the Report on the Annual Finance of the University, Report on the Annual Work of Trade Union and the Annual Review Report on the Funding of Trade Union, and the Implementation Practices on the Second Round of Recruitment of the University.

After full discussion and deliberation, the first meeting of presidium was held in room 401 of the Second Office Building. Ten directors of the delegations reported on the discussion on and deliberation of reports of the meeting by each delegation, and examined and approved the Resolution on the Report on the Annual Work of the University(draft), the Resolution on the Report on the Annual Finance of the University(draft), the Resolution on the Implementation Practices on the Second Round of Recruitment of the University(draft), and the Resolution on the Report on the Annual Work of Trade Union and the Annual Review Report on the Funding of Trade Union (draft). The representatives believed that the annual report has clear train of thought, the summarized achievements seeks truth from facts, the insufficiencies analyzed are objective and correct, the target proposed is exciting, the measures are sturdy and forceful, which reflect the  realistic, innovative and pioneering gist.

At 5:00 pm, the Second Session of the 5th Faculty and Trade Union Representative Congress completed all the agenda successfully, and was ended in the multi-functional lecture hall of the library. Vice President Peng Jinqing chaired the closing ceremony.

All the representative adopted by vote the Resolution on the Report on the Annual Work of the University(draft), the Resolution on the Report on the Annual Finance of the University(draft), the Resolution on the Implementation Practices on the Second Round of Recruitment(2016) of HNUC (draft), the Resolution on the Report on the Annual Work of Trade Union and the Annual Review Report on the Funding of Trade Union (draft), and the proposed list of members and directors of various working committees of the 5th Faculty and Trade Union Representative Congress.

Secretary of HNUC Party Committee Tang Yayang made a speech entitled Strive Hard to Construct High-level University of Finance by Focusing on Target, Coagulating Power, Real Practice and Solid Work in the closing ceremony. He pointed out that this congress had a clear theme, rich content, compact agenda, good mental outlook, nice atmosphere and order, and made great achievements. It fully embodied that the majority of faculty participated in the democratic management and supervision of HNUC as owners, and the desired targets of unifying thinking, clearing tasks, improving cohesion and boosting spirit were achieved. It fully demonstrated the exciting performances in school construction in 2016. It sounded the call to fully start the work of 2017 collectively, which was uplifting and encouraging. The University will carefully study the opinion and suggestions put forward by representatives, and greatly improve their work so as to facilitate the development of every undertaking of the University. Secretary Tang Yayang emphasized that, firstly, the direction of school-running should be affirmed, so as to steadily promote the comprehensive and strict management of the Party; secondly, the development target should be focused on, so as to facilitate the implementation of 13th Five-year Plan of the University; thirdly, the status quo of the development should be clearly recognized, so as to effectively enhance the sense of urgency and mission about the University development; fourthly, we should work hard, and water the evergreen tree—HNUC with our sweat and wisdom. He hoped that in the campus, there could be more sincerity, less flattery; more steadiness, less fickleness; more preciseness, less random; more responsibility, less prevarication; more care, less ignorance; more suggestions, less slander; more content, less superficiality; more elegancy, less vulgarity; more giving, less taking . On the way to “Three Promotions”, all the people in HNUC should work hard on “study”, think hard on “strategy”, take real steps on “reality”, take the initiative on “competition”, and beat our brain on “steadiness”. All of us should start from our own post with an overall perspective, unite as one, put more pressure on our shoulder, and walk towards a new journey with more brilliant performances.
